• <br />RESOLUTION NO. 86 -90 <br />A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF NEWPORT BEACH <br />ADOPTING GENERAL PLAN AMENDMENT 86 -2(C), <br />AN AMENDMENT TO THE LAND USE ELEMENT AS IT PERTAINS <br />TO THE PROPERTY LOCATED AT 3014 WEST BALBOA BOULEVARD, <br />RECLASSIFYING THE PROPERTY FROM "TWO FAMILY RESIDENTIAL" <br />TO "RETAIL AND SERVICE COMMERCIAL" <br />WHEREAS, as a part of the development and implementation of <br />the City's General Plan, the Land Use :Element has been prepared and <br />adopted; and <br />WHEREAS, said element of the General Plan sets forth objec- <br />tives and supporting policies which serve as a guide for the future <br />development of the City of Newport Beach; and <br />WHEREAS, the Land Use Element of the General Plan has <br />I <br />1\ designated the Cannery Village /McFadden Square area as a mixture of <br />• <br />"Recreational and Marine Commercial," "General Industry," "Two- Family <br />Residential," and "Multi- Family Residential" land uses; and <br />WHEREAS, the Land Use Element further states in part that <br />this area shall be preserved and enhanced by " ... developing a <br />Specific Area Plan to resolve existing orientation, access, and <br />parking problems, and improving the visual environment ... "; and <br />WHEREAS, the City Council has adopted the Cannery Vil- <br />lage /McFadden Square Specific Area Plan; and <br />WHEREAS, said Specific Area Plan is in conformance with the <br />Land Use Element; and <br />and <br />WHEREAS, this General Plan Amendment involves only one lot; <br />WHEREAS said lot is currently designated for "Two - Family <br />Residential" uses; and <br />WHEREAS, said lot is adjacent to a "Retail and Service <br />Commercial" area; and <br />
