RESOLUTION NO. 93 -3 <br />A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF <br />NEWPORT BEACH CREATING THE CITY COUNCIL AD HOC <br />ECONOMIC DEVELOPMENT COMMITTEE. <br />WHEREAS, the City Council recognizes that the City's ability to deliver quality <br />municipal services is largely dependent on tax revenues derived from the properties <br />• and businesses located within the City; and <br />WHEREAS, the City Council desires that all large scale development and <br />regulatory decisions made by the City include a review of the economic implications of <br />such action; and <br />WHEREAS, the City Council desires that developers, business persons and <br />other private individuals shall be consulted on the economic cost of various decisions <br />made by the City; and <br />WHEREAS, the City Council desires to retain and attract those businesses <br />and economic activities which generate municipal revenues, <br />NOW, THEREFORE BE IT RESOLVED that the City Council Ad Hoc <br />Economic Development Committee is hereby established as follows: <br />MEMBERSHIP: The Committee shall include the following who shall be nominated <br />by the Mayor and confirmed by the City Council: <br />1. The Mayor <br />2. Two City Council Members. <br />3. A representative from the Newport Harbor Area Chamber of Commerce <br />4. A representative from the Corona del Mar Chamber of Commerce <br />5. A representative from the Newport-Mesa Association of Realtors <br />6. A representative of the Mariners Mile business community. <br />7. A representative from a business group on the Peninsula. <br />8. A member from the Newport Beach Conference and Visitor's Bureau <br />9. A representative of the Newport Center Association <br />10. A representative of the Building Industries Association who conducts <br />business within the City <br />11. Two at large members <br />All appointed representatives may designate an alternate. <br />FUNCTIONS AND DUTIES: <br />1. Develop a City Council Economic Development Policy for submittal to the City <br />Council on or before February 22, 1993. <br />2. Review and direct the activities of staff as outlined in the City Council Economic <br />Development Policy. <br />3. Meet periodically with representatives of the business community to <br />assess the economic impacts of City regulations, to explore areas of <br />financial mutual interest and to provide, where possible, City assistance <br />to retain in the City those businesses which generate municipal revenues. <br />• 4. Consider the development of a comprehensive marketing and public relations <br />program to attract and retain revenue generating businesses and activities. <br />5. Consider actions to promote fast track permitting for project proposals with <br />potential to generate municipal revenues. <br />6. Consider and make recommendations regarding appointment of a staff <br />Economic Development Coordinator. <br />
