RESOLUTION NO. 93- 5 <br />A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF <br />NEWPORT BEACH APPROVING A LEGISLATIVE ADVOCACY <br />AGENDA FOR 1993. <br />WHEREAS, the City Council historically has promoted various legislative <br />actions important to the goals and functions of the City; and <br />•WHEREAS, such support typically requires a separate City Council action to <br />approve individual items related to legislation; and <br />WHEREAS, such individual approvals may delay important actions necessary <br />to expedite the passage or defeat of legislative actions; and <br />WHEREAS, the City Council desires to efficiently and expeditiously pursue a <br />legislative agenda critical to the goals and functions of the City <br />NOW, THEREFORE BE IT RESOLVED by the City Council that the Mayor, <br />individual Council Members and the City Manager are authorized to make statements, <br />write letters and approve expenditures necessary to support the following legislative <br />actions during calendar year 1993: <br />1. A federal or state appropriation to dispense with the City's liability stemming <br />from the Aerospace decision. <br />2. An amendment to California state law consistent with Colorado state law to <br />enable the collection of sales tax on items used to support overhead <br />expenditures by federal contractors. <br />3. California state budget actions which preserve and enhance the distribution of <br />property taxes, sales taxes and other revenues to local governments. <br />4. State legislation to reform the Worker's Compensation System to increase <br />its equity and reduce its cost to government and business. <br />5. State legislation to provide a cap on the amount the County may charge cities <br />for jail booking fees. <br />6. Legislation to eliminate or mitigate costs to the City stemming from <br />implementation of state and federal mandated programs. <br />7. Federal legislation and executive actions promoting the ability of local airport <br />operators to impose aircraft noise controls and to preserve, amend or extend <br />the JWA Settlement Agreement. <br />8. Federal legislation and executive actions limiting oil exploration and drilling off <br />the coast of Orange County. <br />9.
