• <br />RESOLUTION NO. 93 -9 <br />A RESOLUTION OF THE CITY COUNCIL OF THE CITY <br />OF NEWPORT BEACH APPROVING IN CONCEPT PLANS <br />AND SPECIFICATIONS FOR REPLACEMENT OF THE <br />SAN DIEGO CREEK REGIONAL TRAIL BICYCLE <br />BRIDGE OVER BONITA CREEK (C -2900) <br />WHEREAS, the San Diego Creek Regional Trail is a Class I bicycle trail <br />extending from Upper Newport Bay Regional Park in Newport Beach northward to Jeffrey <br />Road in the City of Irvine; and <br />WHEREAS, this trail is heavily used by recreational cyclists and hikers, as <br />well as UCI students, faculty and other commuters; and <br />WHEREAS, the existing bridge over Bonita Creek is nearing the end of its <br />design life; and <br />WHEREAS, in order to maintain and enhance the recreational utility of this <br />trail the City of Newport Beach has prepared plans and specifications for a replacement <br />bridge; and <br />WHEREAS, pursuant to the California Environmental Quality Act an Initial <br />Study has been conducted to evaluate the potential environmental impacts of the proposed <br />project. The Initial Study concluded that the project could not have a significant effect on <br />the environment, therefore a Negative Declaration has been prepared; and <br />WHEREAS, the Negative Declaration was circulated for public review on <br />December 15, 1992 to all Responsible Agencies and other interested parties as required by <br />CEQA; and <br />WHEREAS, all comments on the Negative Declaration regarding potential <br />impacts of the project are addressed through recommended mitigation measures or <br />conditions of approval to eliminate or substantially reduce those potential impacts. <br />• NOW, THEREFORE, BE IT RESOLVED that based upon the information <br />contained in the Initial Study, comments received, and all related documents, the City <br />Council finds that there is no substantial evidence that the project, as conditioned or as <br />1 <br />
