RESOLUTION NO. 93 -19 <br />A RESOLUTION OF THE CITY COUNCIL OF THE CITY <br />OF NEWPORT BEACH ADOPTING AN AMENDMENT TO <br />THE LAND USE ELEMENT OF THE NEWPORT BEACH <br />GENERAL PLAN FOR BAYVIEW LANDING [GENERAL <br />PLAN AMENDMENT 92-2 (C)] <br />WHEREAS, as part of the development and implementation of the Newport <br />• Beach General Plan the Land Use Element has been prepared; and <br />WHEREAS, said element of the General Plan sets forth objectives, supporting <br />policies and limitations for development in the City of Newport Beach; and <br />WHEREAS, said element of the General Plan designates the general <br />distribution and general location and extent of the uses of land and building intensities in <br />a number of ways, including residential land use categories and population projections and <br />the floor area ratio ordinances; and <br />WHEREAS, the Land Use and Circulation Elements are correlated as <br />required by California planning law; and <br />WHEREAS, the provisions and policies of the Land Use and Circulation <br />Elements are further implemented by the traffic analysis procedures of the Traffic Phasing <br />Ordinance and the implementation programs of that Ordinance and the Fair Share Traffic <br />Contribution Fee Ordinance; and <br />WHEREAS, pursuant to Section 707 of the Charter of the City of Newport <br />Beach, the Planning Commission has held a public hearing to consider a certain amendment <br />to the Land Use Element of the Newport Beach General Plan, and recommended approval <br />of this amendment to the City Council; and <br />WHEREAS, the City Council has held a duly noticed public hearing on this <br />amendment to the Newport Beach General Plan; and <br />WHEREAS, the circulation system will not be significantly impacted by the <br />proposed project; and <br />WHEREAS, the proposed addition of a senior citizen housing option is <br />• compatible with the surrounding community; and <br />WHEREAS, the City of Newport Beach prepared an Environmental Impact <br />Report for the Circulation Improvement and Open Space Agreement in compliance with <br />the California Environmental Quality Act (CEQA) and the State CEQA Guidelines; and <br />
