• <br />RESOLUTION NO. 93-37 <br />A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF <br />NEWPORT BEACH ESTABLISHING TEMPORARY PARKING <br />RESTRICTIONS FOR THE TWO CITY -OWNED LOTS ON THE <br />WEST END OF SEASHORE DRIVE, THE LOT AT THE <br />CORNER OF SUPERIOR AND PACIFIC COAST HIGHWAY <br />AND THE CITY HALL PARKING LOT. <br />WHEREAS, the City of Newport Beach owns two parking lots at the <br />west end of Seashore Drive, a parking lot on the northeast corner of <br />Superior and Pacific Coast Highway, and the City Hall parking lots <br />( "the parking lots "); and <br />WHEREAS, the City Manager has certain authority relative to <br />City -owned parking lots, the City Council has the ultimate authority <br />and responsibility to determine the manner of use and operation of <br />all City property; and <br />WHEREAS, the City Council has determined that, due to <br />anticipated crowds and congestion, the parking lots should be <br />subject to special restrictions beginning on or after 12:00 p.m. <br />July 4, 1993 and that the City Manager should be given the legal <br />authority to determine if those special restrictions should continue <br />through and including 11:00 p.m. July 5, 1993; and <br />WHEREAS, the special restrictions on the parking lots would <br />promote public access to the beach by discouraging overnight parking <br />and would preserve space for visitors who wish to enjoy the beach on <br />the 4th of July Holiday; and <br />WHEREAS, the parking lots may be used as staging areas by <br />Police or Fire Personnel in the event of emergency. <br />• NOW, THEREFORE, the City Council of the City of Newport Beach <br />resolves as follows: <br />IN <br />
