RESOLUTION NO. 93-38 <br />A RESOLUTION OF THE CITY COUNCIL OF THE CITY <br />OF NEWPORT BEACH AUTHORIZING THE TEMPORARY <br />INSTALLATION OF CUL DE SACS ALONG SEASHORE <br />DRIVE DURING THE 4TH OF JULY HOLIDAY. <br />•Section 1. The City Council of the City of Newport Beach finds and <br />declares as follows: <br />A. Seashore Drive has, historically, been a focal point for <br />celebrations and parades during the 4th of July holiday; and <br />B. In the recent past, residents of, and visitors to, West <br />Newport in general and Seashore Drive in particular, have, while <br />engaged in celebrations or defacto parades, been subjected to <br />violence, drunkenness, rowdy conduct; and <br />C. In the recent past, Newport Beach police and Fire <br />personnel have experienced considerable difficulty protecting, and <br />ensuring the safety of, persons using Seashore Drive and feeder <br />streets during the 4th of July holiday; and <br />D. One of the major concerns of the Newport Beach Police <br />Department is the difficulty in getting manpower to specific <br />locations along Seashore Drive and in West Newport because of the <br />high volume of pedestrian and bicycle traffic flowing constantly <br />along Seashore Drive without any break point at which pedestrians, <br />skaters and bicycle riders can be diverted to a safe and protected <br />area; and <br />E. The high volume of pedestrian and bicycle traffic along <br />Seashore Drive, and the vehicular congestion on adjacent streets, <br />impairs the ability of the Newport Beach Fire Department to <br />suppress fires in the area, respond to medical emergencies, and <br />transport injured parties to appropriate care facilities. <br />F. The City Council is authorized to temporarily close a <br />• portion of any street for celebrations, parades, local special <br />events and other purposes when, in the opinion of the Council, <br />closing is necessary for the safety and protection of persons who <br />are to use that portion of the street during closure; and <br />1 <br />
