RESOLUTION NO. 93 -59 <br />A RESOLUTION OF THE CITY COUNCIL OF THE <br />CITY OF NEWPORT BEACH AFFIRMING THAT THE <br />CIRCULATION ELEMENT, MASTER PLAN OF STREETS <br />HIGHWAYS, IS MUTUALLY SATISFACTORY AND <br />GENERALLY IN CONFORMANCE WITH THE COUNTY'S <br />MASTER PLAN OF ARTERIAL HIGHWAYS <br />• WHEREAS, the City of Newport Beach desires to maintain and <br />improve the streets within its jurisdiction, including those <br />arterials contained in the Master Plan of Arterial Highways (MPAH) , <br />and <br />WHEREAS, the City of Newport Beach is a participant in the <br />Orange County Combined Transportation Funding Programs ( OCCTFP); <br />and <br />WHEREAS, the City of Newport Beach has endorsed a definition <br />of and a process for, determining consistency of the City's Traffic <br />Circulation Plan with the MPAH; and <br />WHEREAS, OCCTFP requires each City to send annually to the <br />County of Orange all recommended changes to the City Circulation <br />Element and the County Master Plan of Arterial Highways for the <br />purpose of requalifying for participation in the Arterial Highway <br />Financing Program, Combined Road Plan Program and Measure M's <br />Streets and Roads Programs; and <br />WHEREAS, the OCCTFP requires that each city which tends to <br />participate in said program adopt a resolution each year, affirming <br />that the City's Circulation Element- Master Plan of Streets and <br />Highways is in conformance and compatible with the County's Master <br />Plan of Arterial Highways; and <br />WHEREAS, Title 13, Streets, Sidewalks and Public Property, and <br />Title 19, Subdivisions of the Newport Beach Municipal Code, <br />protects ultimate arterial highway right -of -way; and <br />WHEREAS, the Circulation Element of the City's General Plan <br />• provides for the limitation of access to arterial highway system; <br />and <br />WHEREAS, several differences in the Master Plan of Arterial <br />Highways do exist in the unincorporated area adjacent to West <br />Newport as follows: <br />
