Resolution No. 93 -68 <br />A RESOLUTION OF THE CITY COUNCIL <br />OF THE CITY OF NEWPORT BEACH ADOPTING GENERAL PLAN <br />AMENDMENT 93 -2(E) AMENDING THE LAND USE ELEMENT <br />OF THE NEWPORT BEACH GENERAL PLAN, SO AS TO <br />INCREASE THE DEVELOPMENT ALLOCATION IN BLOCK I <br />OF THE NEWPORT PLACE PLANNED COMMUNITY <br />• BY 1,080 SQUARE FEET <br />WHEREAS, as part of the development and implementation of the Newport <br />Beach General Plan the Land Use Element has been prepared; and <br />WHEREAS, said element of the General Plan sets forth objectives, supporting <br />policies and limitations for development in the City of Newport Beach; and <br />WHEREAS, said element of the General Plan designates the general <br />distribution and general location and extent of the uses of land and building intensities in <br />a number of ways, including residential land use categories and population projections, <br />commercial floor area limitations, and floor area ratio ordinance; and <br />WHEREAS, the Land Use and Circulation Elements are correlated as <br />required by California planning law; and <br />WHEREAS, the provisions and policies of the Land Use and Circulation <br />Elements are further implemented by the traffic analysis procedures of the Traffic Phasing <br />Ordinance and the implementation programs of that Ordinance and the Fair Share Traffic <br />Contribution Fee Ordinance; and <br />WHEREAS, pursuant to Section 707 of the Charter of the City of Newport <br />Beach, the Planning Commission has held a public hearing to consider a certain amendment <br />to the Land Use Element of the Newport Beach General Plan; and <br />WHEREAS, the proposed project is compatible with the existing land uses in <br />the Newport Place Planned Community; and <br />WHEREAS, the circulation system will not be significantly impacted by the <br />• proposed project; and <br />WHEREAS, in conjunction with the consideration of the above referenced <br />amendment to the Land Use Element of the General Plan, it has been determined to be <br />Categorically Exempt from the provisions of the California Environmental Quality Act <br />(CEQA) under Class 1 (Existing Facilities); and <br />
