RESOLUTION NO. 93 -90 <br />A RESOLUTION OF THE CITY COUNCIL OF THE CITY <br />OF NEWPORT BEACH APPROVING AN AMENDMENT <br />TO THE LAND USE ELEMENT OF THE NEWPORT <br />BEACH GENERAL PLAN TO CLASSIFY THE PROPERTY <br />• KNOWN AS THE "SEAWARD 17 ANNEXATION' FOR <br />SINGLE - FAMILY DETACHED RESIDENTIAL USES <br />[GENERAL PLAN AMENDMENT 93 -1(A)] <br />WHEREAS, as part of the development and implementation of the Newport <br />Beach General Plan the Land Use and Circulation Elements have been prepared; and <br />WHEREAS, said elements of the General Plan set forth objectives, supporting <br />policies and limitations for development in the City of Newport Beach; and <br />WHEREAS, said elements of the General Plan designate the general <br />distribution and general location and extent of the uses of land and building intensities in <br />a number of ways, including residential land use categories and population projections, <br />commercial floor area limitations, and the floor area ratio ordinances; and <br />WHEREAS, the Land Use and Circulation Elements are correlated as <br />required by California planning law; and <br />WHEREAS, the provisions and policies of the Land Use and Circulation <br />Elements are further implemented by the traffic analysis procedures of the Traffic Phasing <br />Ordinance and the implementation programs of that Ordinance and the Fair Share Traffic <br />Contribution Fee Ordinance; and <br />WHEREAS, the circulation system will not be significantly impacted by the <br />proposed project; and <br />WHEREAS, the proposed project is exempt from the provisions of CEQA <br />pursuant to Guidelines Section 15061(b)(3) which states the general rule that CEQA applies <br />only to projects which have the potential for causing a significant effect on the environment; <br />• and <br />WHEREAS, on August 27, 1993 a Certificate of Completion was filed for the <br />annexation of the subject property to the City of Newport Beach; and <br />GPA 911(A) <br />1 CC Resolution <br />
