APPROVAL OF FEBRUARY 2, 2010 MEETING MINUTES
Waive reading of subject minutes, approve as written, and order filed.

CHARTER SECTION DISCUSSIONS (COUNCIL -APPROVED PROVISIONS)
CHARTER SECTION 1110 - PUBLIC WORKS CONTRACTS. Recommend to the
City Council that Charter Section 1110 1) be amended to increase the contract cost
limits requiring formal bidding to $125,000 (Alternative 1); and 2) include a provision
granting City Council the power to regulate all aspects of public works projects,
including the bidding, award and performance of public works contracts, through
ordinance or resolution.

The Charter Update Commission is subject to the Ralph M. Brown Act. Among other things, the Brown Act
requires that the Commission's agenda be posted at least 72 hours in advance of each meeting and that the
public be allowed to comment on agenda items before the Commission and items not on the agenda but are
within the subject matter jurisdiction of the Commission. The Commission may limit public comments to a
reasonable amount of time, generally either three (3) or five (5) minutes per person. Speakers are
encouraged to identify themselves for the minutes.
Please note: The Commission staff may audiotape or videotape the meetings to assist in the preparation of
the minutes. Any writings or documents provided to a majority of the Commission regarding any item on
this agenda will be made available for public inspection in the City Clerk's Office located at
3300 Newport Boulevard during normal business hours. In addition, such writings and documents will be
posted on the City's website at www.newportbeachca.gov.
3. CHARTER SECTION 1402 — SALE OF WATER FRONT PROPERTY. Recommend
to the City Council that Charter Section 1402 be amended to allow for the sale or
conveyance of waterfront property upon an affirmative vote of the electorate.

DETERMINE WHETHER THERE ARE OTHER CHARTER PROVISIONS THAT
SHOULD BE REVIEWED.
6. REQUEST FROM THE WEST NEWPORT BEACH ASSOCIATION TO REVIEW
CHARTER SECTION 400 — CITY COUNCIL ELECTIONS. Discuss the request
received from the West Newport Beach Association and determine whether the request
should be forwarded to the City Council for review and approval.

7. REQUEST FROM THE NEWPORT BEACH CHAMBER OF COMMERCE TO
CONSIDER RECOMMENDING A NEW CHARTER PROVISION REGARDING
THE FUNDING OF NON-PROFIT ORGANIZATIONS. Discuss the request
received from the Newport Beach Chamber of Commerce and determine whether this
request should be forwarded to the City Council for review and approval.
