Poster, Fire Chief - 949-644-3101, sposter@nbfd.net PREPARED BY: Chip Duncan, Assistant Chief, cduncan@nbfd.net PHONE: 949-644-3040 TITLE: Approve Participation in the Orange County All -Hazards Incident Management Team (OC-AHIMT) ABSTRACT: The Orange County Fire Authority (OCFA) has formed three (3) Type III All -Hazards Incident Management Teams (AHIMT). These teams are comprised of individuals from various jurisdictions and disciplines throughout Orange County. Pending Council approval of participation, Assistant Chief Chip Duncan has been accepted as Operation Section Chief (trainee). RECOMMENDATION: a) Determine that the action is exempt from the California Environmental Quality Act (CEQA) pursuant to Sections 15060(c)(2) and 15060(c)(3) of the CEQA Guidelines because it will not result in a physical change to the environment, directly or indirectly; and b) Authorize the City Manager to enter into a Memorandum of Understanding (MOU) with the Orange County Fire Authority (OCFA) to participate in the Orange County All -Hazards Incident Management Team (OC-AHIMT). FUNDING REQUIREMENTS: There is no fiscal impact related to this item. DISCUSSION: The All -Hazards Incident Management Teams were formed to address small scale incidents, or to act as a stop gap until a Type 1 (larger) team can arrive and transition into command. The team is designed to handle a multitude of all risk events including flooding, tsunamis, landslides, civil unrest, and fires. The team can be used to support local government entities without assuming incident management or, if requested, assume management of the incident at the request of the agency having jurisdiction (AHJ). The team will be deployed primarily within Orange County, but can be deployed elsewhere if needed. 9-1 Approve Participation in the Orange County All -Hazards Incident Management Team (OC -AH I MT) September 27, 2016 Page 2 Participation in the Orange County All -Hazards Incident Management Team would benefit the City of Newport Beach in the event that an incident was to occur within our jurisdiction. Having representation on the team and familiarity with the program would ensure seamless communication between our command staff and that of the incident team. There will be no financial impact to the City as a result of this agreement. Chief Duncan is a salaried and FLSA overtime exempt employee and will maintain his current salary if deployed. However, if the deployment is part of a regional, state, or federal incident where a disaster declaration has been approved for fire suppression action, additional compensation may be provided for those hours worked beyond his regular schedule. This additional compensation is contingent upon the City being completely reimbursed for his salary and its administrative overhead. ENVIRONMENTAL REVIEW: Staff recommends the City Council find this action is not subject to the California Environmental Quality Act (CEQA) pursuant to Sections 15060(c)(2) (the activity will not result in a direct or reasonably foreseeable indirect physical change in the environment) and 15060(c)(3) (the activity is not a project as defined in Section 15378) of the CEQA Guidelines, California Code of Regulations, Title 14, Chapter 3, because it has no potential for resulting in physical change to the environment, directly or indirectly. NOTICING: The agenda item has been noticed according to the Brown Act (72 hours in advance of the meeting at which the City Council considers the item).
