A. CALL TO ORDER—The meeting was called to order at 3:30 p.m.

D. PUBLIC HEARING ITEMS
ITEM NO. 1 OceanQuest Sign Program No. CS2016-007 and Modification No. MD2016-015 (PA2016-105)
Site Location: 600 East Bay Avenue (Fun Zone) Council District 1
Brenda Wisneski, Deputy Community Development Director, provided a brief project description stating that the
request was to amend the existing sign program to include a projecting sign in Edgewater Place. A Modification
Permit is also required because the sign area exceeded what is allowed by the Zoning Code.
Applicant Mike Wheeler of Discovery Cube's OceanQuest, stated that he had reviewed the draft resolution and
agreed with all of the required conditions. The applicant asked staff regarding the timing of the building permit in
relation to the removal of the rooftop sign.
The Zoning Administrator opened the public hearing.
Jim Mosher, resident, suggested it would be best for the proposed sign to reflect a more historic design and
questioned the color depicted in the plans. He also questioned how the sign type fit within the existing sign program
and related sign specifications.
The Zoning Administrator closed the public hearing.
Action: Approved
ITEM NO.2 701 Poppy Avenue Tentative Parcel Map No. NP2016-016 (PA2016-154)
Site Location: 701 Poppy Avenue Council District 6
David Lee, Planning Technician, provided a brief project description stating that a tentative parcel map is requested
for 701 Poppy Avenue. The lot is zoned as two-unit residential in Corona del Mar. An existing single-family
residence was demolished and will be replaced by a new duplex. The tentative parcel map would allow for each
unit to be sold separately as condominiums. There are no waivers of the subdivision development standards
proposed. Mr. Lee stated that the proposed two-unit duplex will be built to requirements of the Zoning Code and
that staff believes the findings for approval could be made.

Applicant JR Walz, on behalf of the owner, stated that he had reviewed the draft resolution and agrees with all of
the required conditions. The applicant asked staff a question regarding the conditioned description change. Mr. Lee
explained that the description change is processed at the City's public counter subsequent to the recordation of the
parcel map.
The Zoning Administrator opened the public hearing. Seeing that no one from the public wished to comment the
public hearing was closed.
Action: Approved

F. ADJOURNMENT
The hearing was adjourned at 3:44 p.m.

Chambers binder and on the digital display board located inside the vestibule of the Council Chambers
at 100 Civic Center Drive and on the City's website on October 7, 2016, at 4:10 p.m.
