PUBLIC COMMENTS Jim Mosher reported he observed a Council Member wearing a Fire Department t-shirt at a September candidate forum held at the Balboa Island Fire Station. To avoid confusion, he suggested it be clarified who was wearing a t-shirt in support of the Fire Department and who was wearing a t-shirt as a member of the Fire Department. VI. CONSENT CALENDAR A. APPROVAL OF CIVIL SERVICE BOARD MEETING MINUTES 1. APPROVE MINUTES FOR THE AUGUST 1, 2016, REGULAR MEETING. Motion made by Board Member Grant, seconded by Vice Chair Fesler, to waive the reading of, approve, and order filed the Civil Service Board Meeting Minutes for August 1, 2016, as presented. Motion carried. AYES: Fesler, Grant, Talbot, D. Wood NOES: None. ABSTAIN: S. Wood ABSENT: None. 2. APPROVE MINUTES FOR THE SEPTEMBER 12, 2016, REGULAR MEETING. Board Member Grant inquired whether a meeting was held in September. Deputy City Attorney Andrew Maiorano reported the meeting was canceled, which was reflected in the Minutes presented. Board Member Grant suggested the Civil Service Board note that the meeting was canceled and not approve formal Minutes. She felt there should be a process for canceling a meeting in advance rather than simultaneously opening and closing a meeting and then preparing Minutes. Deputy City Attorney Maiorano agreed a meeting should be canceled in advance and clarified that given the timeline this cancelation occurred, which in turn resulted in no quorum, it was necessary to open and adjourn the meeting as there was not sufficient time to post the cancelation on the website and on location for members of the public who were not aware of the cancelation. He further noted that how to reflect the cancelation for this meeting is within the Board's discretion. Motion made by Board Member Grant, seconded by Vice Chair Fesler, to have the Minutes for the October 3, 2016, meeting reflect the Board did not hold a formal meeting in September 2016 and not to approve formal Minutes for a meeting that did not occur. ORAL REPORTS DRAFTOctober 3, 2016, NB Civil Service Board Minutes Page 3 of 7 1. CITY-WIDE AND HUMAN RESOURCES MATTERS – Barbara J. Salvini, Human Resources (HR) Director HR Director Barbara Salvini reported:  A new class for the Cal State Fullerton Leadership Program was selected. Participants are Casey Parks from Municipal Operations; Jeff Boyles from the Fire Department; Maggie Williams-Dalgart from Human Resources; and Matt Cosylion from Code Enforcement.  The Human Resources Department hired two new staff members, Traci Mackinen and Laurie Rock.  The Council approved the Holiday closure for City Hall from December 24, 2016 through January 2, 2017.  The annual Health Fair was held September 28, 2016. Approximately 400 active employees and retirees and 39 vendors attended.  Beginning October 4, 2016, select City staff will attend a mandatory Harassment Prevention Training. Training is required every two years for all employees. 2. FIRE DEPARTMENT MATTERS – Scott Poster, Fire Chief Chief Poster reported:  Fire Department badges were shrouded in honor of a fallen firefighter from Ventura County.  Firefighters were wearing pink t-shirts underneath their uniforms during October in support of breast cancer awareness.  Review of Fire Code amendments was complete. Code approval would be considered in the next few weeks.  An appreciation dinner for fire and lifeguard personnel was held the previous Thursday. Firefighter and lifeguard awards were presented at that time.  Mutual aid crews were dispatched to the San Bernardino Blue Cut fire.  A local fire caused approximately $450,000 in damage; however, firefighters saved approximately $1.2 million in property.  Fire line medics had been dispatched to fires statewide over the last couple of months.  Fire investigators worked with the Police Department to apprehend an arsonist who confessed to starting several small brush fires.  Three firefighters were promoted to paramedic on September 17. DRAFTOctober 3, 2016, NB Civil Service Board Minutes Page 4 of 7  Five candidates for fire engineer were identified.  Four candidates for employment were being considered and another three were being interviewed for an academy scheduled to begin November 7.  The Susan G. Komen race was successful with approximately 15,000 participants. A couple of people were transported to the hospital from the event.  The Fire Department supported and participated in the 9/11 Tunnel to Towers 5K event held in honor of Steven Stiller.  The average water temperature was in the mid-80s.  Lifeguard statistics for September 1-28, 2016: o Public Assists – 3,753 o Enforcements – 1,383 o Medical Aids – 199 o Preventatives – 2,315 o Rescues – 257 o Total Calls – 11,076 o Beach Population – 905,000  On September 7, a new sign identifying the Benjamin M. Carlson Lifeguard Headquarters was installed.  On September 12, Lifeguard Operations Assistant Chief Rob Williams attended the Governor's Medal of Valor ceremony. Assistant Chief Williams and Police Deputy Chief David McGill were involved with the process of selecting the Medal of Valor winners.  On September 23, Balboa Peninsula Point Association held an end of summer social and an appreciation barbeque for lifeguards, fire and police. Chip Duncan, Fire Assistant Chief, shared a presentation regarding pier firefighting. Pier fires are uncommon, but they typically are large and out-of-control. The Seal Beach Pier fire started in the electrical system underneath the pier. The fire was treated as though it was a horizontal high-rise building. One firefighter was injured. Because of weight restrictions, firefighting equipment could not be driven onto piers. The building at the end of the Newport Beach Pier contains a sprinkler system. A standpipe system along the pier provides outlets for fire hoses. The Balboa Pier also has a standpipe system. At the Seal Beach Pier, the standpipe system failed approximately 30 minutes into the fire. Backup plans were implemented and successful. Transporting water and equipment to pier fires is challenging. Fire personnel timed dragging hoses to the end of Balboa Pier at 9 minutes 35 seconds. Firefighters attacked a pier fire through an interior attack or a defensive attack. Newport Beach fire boats are designed for small craft fires, not for large-scale firefighting. Resources from Long Beach and Los Angeles would be needed for a Newport Beach pier fire. A fire underneath a pier in Newport Beach would be difficult to fight because of the concrete on top of the pier. DRAFTOctober 3, 2016, NB Civil Service Board Minutes Page 5 of 7 Board Member Doug Wood inquired about the possibility of staging hoses on the piers. Assistant Chief Duncan advised that in-place systems required almost constant maintenance and could still fail. A trailer containing hoses and equipment placed close to the pier is a better option. Vice Chair Fesler inquired about the frequency of inspection of systems and equipment beneath piers. Fire Assistant Chief Duncan indicated the Fire Department inspected fire protection systems. Lifeguard Operations Assistant Chief Rob Williams stated that the Public Works Department also does periodic inspections of the pier. Vice Chair Fesler felt an appropriate schedule of inspection is critical in reducing the chance of a fire. She suggested the Fire Department should have some input because of the possibility of those systems starting a fire. Fire Assistant Chief Duncan explained the cause of the Seal Beach fire even though electrical service had been shut off. Chief Poster advised that the Municipal Operations Department receives reports of any damage to a pier and review the damage. Fire protection systems are inspected annually and a more in-depth inspection occurs every five years. He noted that both Municipal Operations and the Public Works Department do a good job monitoring the structural integrity of the pier. 3. POLICE DEPARTMENT MATTERS – Jonathan Stafford, Deputy Director of Police Services Deputy Director Jonathan Stafford reported:  On September 30, 2016, the Police Department participated in the Global Police Tweet-Along Day. Press Information Officer Jennifer Manzella did a virtual ride- along between 7:00 a.m. and 1:00 a.m. while tweeting information, photos and video. The Police Department was ranked 8th of all agencies participating worldwide. At the conclusion of the event, the 70 tweets had been viewed and/or re-tweeted 520,500 times. A website is available for viewing the tweets and replies.  On September 14, the Police Department promoted Sergeant Justin Morouse and Records Supervisor Emma Santiago and swore in new Animal Control Officer Jesse Castro.  Three recruits are attending the academy. All three recruits are doing well, and he is pleased with their progress.  Call for service events totaled 8,446 in August, down from 10,475 in July and 10,177 in August 2015.  Part I Crimes (violence, rape, homicide, aggravated assaults) decreased 2.1%. The number of crimes was extremely low in 2014 with a slight increase in 2015.  The percentage of 911 calls answered within 10 seconds was 98.11%. Approximately 20-30 days a year, 100 percent of calls were answered within 10 DRAFTOctober 3, 2016, NB Civil Service Board Minutes Page 6 of 7 seconds. This statistic indicates staffing levels are appropriate to workload and to demand.  From January 1, 2016 through September 2, 2016, the response time to emergency calls was 3 minutes 31 seconds. Any time less than 5 minutes is astounding. The response time to Priority III calls was 7 minutes 30 seconds.  Call processing time for all priority calls was approximately 1 minute 30 seconds, and for Priority 1 calls it was approximately 45 seconds.  Deputy Chief David McGill was sworn in as President of the California Police Officers' Association.  Dell ruggedized tablets had been ordered for in-car use. These tablets could be removed from the car.  The Citizens Police Academy is currently in session. Board Member Grant inquired about resolution of adult reaction to recent events surrounding a football game. Deputy Director Stafford reported one arrest was made. Both parents and students arrived under the influence of something. Officers were intercepting people before they entered the game and removing people from the stands. Board Member Grant asked if the Police Department attempted community outreach or if a parent group approached the Police Department following the game. The Police Department had not received any emails, letters or phone calls demanding a different action or expressing outrage. VIII. CIVIL SERVICE BOARD ANNOUNCEMENTS OR MATTERS WHICH MEMBERS WOULD LIKE PLACED ON A FUTURE AGENDA FOR DISCUSSION, ACTION OR REPORT (NON-DISCUSSION ITEM) Board Member Grant announced the loss of a dedicated volunteer, Wendy Brooks. Vice Chair Fesler welcomed new Board Member Sharon Wood. Chair Talbot also welcomed Board Member Wood. Board Member Doug Wood offered suggestions for future meeting presentations. IX. ADJOURNMENT There being no further business to come before the Civil Service Board, the meeting was adjourned in memory of Wendy Brooks at 5:57 p.m. The agenda for the Regular Meeting was posted on Thursday, September 29, 2016, before 5:00 p.m., on the City’s website, public counter in the Human Resources Department (Bay A2) and in the Meeting Agenda Binder located in the entrance of the City Council Chambers at 100 Civic Center Drive. Salvini, Human Resources Director/Secretary to the Board RE: JANUARY 2017 CIVIL SERVICE BOARD REGULAR MEETING This year, the first CSB meeting of 2017 falls on Monday, January 2nd. This is a City observed Holiday and therefore City Hall will be closed. Consequently, the Board will need to reschedule or cancel this meeting. As a reminder, the Civil Service System Rules and Regulations, Section 401.1A, states, “[i]f any such Monday falls on a City holiday, the meeting shall be held on the next succeeding Wednesday at the same time and place or on a date and at a time agreed to by the Board in an open meeting. Any other meeting of the Board shall be a special meeting.” Due to the Holiday closure of City Hall beginning Monday, December 26, 2016 through Monday, January 2, 2017, Wednesday, January 4, 2017 is not an option due to the positing requirements of the Brown Act. The CSB meeting can be held the following Monday, January 9, 2017, or canceled altogether. Please bring your calendars with you to the November 7 meeting and be prepared to discuss your availability for Monday, January 9; or another date of your choice.
