CALL TO ORDER—The meeting was called to order at 3:30 p.m. Staff Present: Patrick J. Alford, Zoning Administrator Liz Westmoreland,Assistant Planner Chelsea Crager, Assistant Planner B. REQUEST FOR CONTINUANCES C. MINUTES of October 27, 2016 Action: Approved D. PUBLIC HEARING ITEMS ITEM NO. 1 211 Dahlia Avenue Condominiums Tentative Parcel Map No. NP2016-014 (PA2016-146) Site Location: 211 Dahlia Avenue Council District 6 Liz Westmoreland, Assistant Planner, provided a brief project description stating that the application is for a tentative parcel map. The site is zoned as two-unit residential and an existing single-family residence was demolished and will be replaced by a new duplex which is currently under construction. The tentative parcel map would allow for each unit to be sold separately as condominiums. No waivers of subdivision development standards are proposed with this application. An additional fact in support of Finding K in the resolution has been added. Staff recommends approval of NP2016-014 and has provided resolutions with findings. Applicant Buzz Person of Apex Land Surveying Inc., on behalf of the 211 Dahlia LLC., stated that the Applicant had reviewed the draft resolution and agrees with all of the required conditions. The Zoning Administrator opened the public hearing. One member of the public, Michael Mack, spoke and stated that he had concerns regarding the height of the duplex currently under construction. Staff responded that the project plans comply with the City of Newport Beach Zoning Code and that the height would be certified during the inspection process. Mr. Mack provided his contact information for Ms. Westmoreland to forward to the building inspector. There were no other public comments and the public hearing was closed. Action: Approved ITEM NO.2 711 Marigold Avenue CondominiumsTentative Parcel Map No. NP2016-017 (PA2016-161) Site Location: 711 and 711 1/: Marigold Avenue Council District 6 Chelsea Crager, Assistant Planner, provided a brief project description stating that the project is a tentative parcel map for a two-unit condominium project in an R-2 zone. A two-unit dwelling was demolished and a new two-unit dwelling is under construction. Approval of the tentative parcel map would allow each unit to be sold individually. The project will conform to current Newport Beach Municipal Code requirements and meet all Title 19 standards. Staff recommends approval of the project subject to conditions. The Zoning Administrator opened the public hearing. Seeing that no one from the public wished to comment the public hearing was closed. Action: Approved ITEM NO. 3 514-516 Avocado Avenue Condominiums Tentative Parcel Map No. NP2016-018 (PA2016-162) Site Location: 514 - 514 1/:and 516—516 1/:Avocado Avenue Council District 6 Chelsea Crager, Assistant Planner, provided a brief project description stating that the project is a tentative parcel map for a two two-unit condominium projects in an R-2 zone. Two two-unit dwellings were demolished and two new two-unit dwellings are under construction. Approval of the tentative parcel map would allow each unit to be sold individually. The project will conform to current Newport Beach Municipal Code requirements and meet all Title 19 standards. An additional fact in support of Finding K in the resolution has been added. PUBLIC COMMENTS ON NON-AGENDA ITEMS Buzz Person of Apex Land Surveying, Inc. commented on the recent approval of the LCP Implementation plan. F. ADJOURNMENT The hearing was adjourned at 3:40 p.m. The agenda for the Zoning Administrator Hearing was posted on November 4, 2016, at 2:45 p.m. in the Chambers binder and on the digital display board located inside the vestibule of the Council Chambers at 100 Civic Center Drive and on the City's website on November 4, 2016, at 3:10 p.m. Patrick J.
