Planning Commissioners are citizens of Newport Beach who volunteer to serve on the Planning
Commission. They were appointed by the City Council by majority vote for 4-year terms. At the table in
front are City staff members who are here to advise the Commission during the meeting. They are:

NOTICE TO THE PUBLIC
Regular meetings of the Planning Commission are held on the Thursdays preceding second and fourth Tuesdays of
each month at 6:30 p.m. The agendas, minutes, and staff reports are available on the City's web site at:
http://www.newportbeachca.gov and for public inspection in the Community Development Department, Planning
Division located at 100 Civic Center Drive, during normal business hours. If you have any questions or require copies
of any of the staff reports or other documentation, please contact the Community Development Department, Planning
Division staff at (949) 644-3200.
This Commission is subject to the Ralph M. Brown Act. Among other things, the Brown Act requires that the
Commission's agenda be posted at least 72 hours in advance of each meeting and that the public be allowed to
comment on agenda items before the Commission and items not on the agenda but are within the subject matter
jurisdiction of the Commission. The Commission may limit public comments to a reasonable amount of time,
generally three (3) minutes per person. All testimony given before the Planning Commission is recorded.
It is the intention of the City of Newport Beach to comply with the Americans with Disabilities Act (ADA) in all
respects. If, as an attendee or a participant of this meeting, you will need special assistance beyond what is normally
provided, the City of Newport Beach will attempt to accommodate you in every reasonable manner. Please contact
Leilani Brown, City Clerk, at least 72 hours prior to the meeting to inform us of your particular needs and to determine
if accommodation is feasible (949-644-3005 or(brown@newportbeachca.gov).
APPEAL PERIOD: Use Permit, Variance, Site Plan Review, and Modification Permit applications do not become
effective until 14 days following the date of approval, during which time an appeal may be filed with the City Clerk in
accordance with the provisions of the Newport Beach Municipal Code. Tentative Tract Map, Tentative Parcel Map,
Lot Merger, and Lot Line Adjustment applications do not become effective until 10 days following the date of
approval, during which time an appeal may be filed with the City Clerk in accordance with the provisions of the
Newport Beach Municipal Code. General Plan and Zoning Amendments are automatically forwarded to the City
Council for final action.

ITEM NO. 2 SANTA ANA AVENUE COTTAGES (PA2016-069)
Site Location: 20452 Santa Ana Avenue
Summary:
A major site development review and tentative tract map for the construction of seven residential
condominium units. As proposed, each unit will be three stories and will include a two-car garage. Four
guest parking spaces, including one accessible parking space, will be constructed on-site.
CEQA Compliance:
The project is categorically exempt under Section 15332, of the State CEQA (California
Environmental Quality Act) Guidelines - Class 32— In-fill Development Project.
Recommended Action:
1. Conduct a public hearing, and
2. Adopt Resolution No. approving Major Site Development Review No.
SD2016-002 and Tentative Tract Map No. NT2016-003.

ITEM NO. 3 VIEWPOINT CHURCH CONDITIONAL USE PERMIT(PA2016-144)
Site Location: 866 and 864 W. 16th Street
Summary:
A conditional use permit to establish an assembly use for a church at 866 W. le Street. The request
also includes the approval of a parking management plan, an off-site parking agreement and potentially
an adjustment to the required off-street parking. The off-site parking would be located at 1701 Placentia
Avenue in the City of Costa Mesa. The proposed assembly use would occupy a tenant space within a
10,000 square foot building that is shared with another tenant at 864 W. 16M Street. Project
implementation includes parking lot striping and tenant improvements to the interior of the space to
create offices, restrooms, storage, kitchen, and assembly areas.
CEQA Compliance:
The project is exempt from the California Environmental Quality Act (CEQA) pursuant to Section
15301 (Existing Facilities of the CEQA Guidelines, California Code of Regulations, Title 14, Chapter
3, because it has no potential to have a significant effect on the environment.
Recommended Action:
1. Conduct a public hearing; and
2. Adopt Resolution No. approving Conditional Use Permit No. UP2016-039.
ITEM NO. 4 OLEA CONDITIONAL USE PERMIT (PA2016-142)
Site Location: 2001 Westcliff Drive, Suite 100
Summary:
A conditional use permit to allow a restaurant, Olea, with late hours, a Type 47 (On Sale General —
Eating Place) Alcoholic Beverage Control (ABC) license, and a 489-square-foot outdoor dining patio.
Proposed hours of operation are 10:00 a.m. to 12:00 a.m. daily. There will be no live entertainment or
dancing. Pursuant to NBMC 5.25, the operation as described requires the owner/operator to obtain an
operator license with the approval of a conditional use permit.
CEQA Compliance:
The project is categorically exempt under Section 15301 of the State CEQA (California
Environmental Quality Act) Guidelines- Class 1 (Existing Facilities).
Recommended Action:
1. Conduct a public hearing; and
2. Adopt Resolution No. approving Conditional Use Permit No. UP2016-038.
ITEM NO. 5 LIDO MARINA VILLAGE OFF-SITE PARKING (PA2014-002)
Site Location: 3600-3700 Newport Boulevard, 3400-3444 Via Lido, and 3400-3505 Via
Oporto, 540 Superior Avenue
Summary:
Establishment of off-site parking at 540 Superior Avenue and shuttle management plan to serve Lido
Marina Village employees, consistent with Newport Beach Municipal Code (NBMC) Section 20.40.100
and Conditional Use Permit No. UP2014-014.

The project is categorically exempt under Section 15301, of the State CEQA (California
Environmental Quality Act) Guidelines - Class 1 (Existing Facilities).
Recommended Action:
1. Conduct a public hearing; and
2. Adopt Resolution No. approving off-site parking consistent with NBMC Section
20.40.100 and Conditional Use Permit No. UP2014-014.
VIII. NEW BUSINESS
ITEM NO.6 NEWPORT BEACH SUSTAINABILITY PLAN (PA2016-120)
Site Location: Citywide
Summary:
The City Council has requested that the Planning Commission review and comment on
a proposed sustainability plan.
CEQA Compliance:
This application is not subject to the California Environmental Quality Act (CEQA) pursuant to
Sections 15060(c)(2) (the activity will not result in a direct or reasonably foreseeable indirect physical
change in the environment) and 15060(c)(3) (the activity is not a "project" as defined in Section
15378) of the CEQA Guidelines, California Code of Regulations, Title14, Chapter 3, because it has
no potential for resulting in physical change to the environment, directly or indirectly.
Recommended Action:
1. Review and discuss the Sustainability Plan;and
2. Direct staff to report any comments and/or recommendations to the City Council.
