Brown Act. Among other things, the Brown Act requires that the Civil Service Board agenda be posted at least seventy-two (72) hours in advance of each regular meeting and that the public be allowed to comment on agenda items before the Board and items not on the agenda but are within the subject matter jurisdiction of the Civil Service Board. The Chair may limit public comments to a reasonable amount of time, generally three (3) minutes per person. The City of Newport Beach’s goal is to comply with the Americans with Disabilities Act (ADA) in all respects. CALL MEETING TO ORDER Chair Talbot called the meeting to order at 5:00 p.m. II. PUBLIC COMMENTS Jim Mosher believes the doors to the building automatically lock at 5:30 p.m. The Civil Service Board is technically not to meet in locations not accessible to the public. He suggested the Civil Service Board expedite the meeting so that members of the public could attend prior to the doors locking. V. CONSENT CALENDAR A. APPROVAL OF CIVIL SERVICE BOARD MEETING MINUTES 1. APPROVE MINUTES FOR THE OCTOBER 3, 2016, REGULAR MEETING. Board Member Sharon Wood felt it would be helpful if the minutes reflected Board Member Doug Wood's suggestions in Agenda Item 8. Board Member Doug Wood recalls his suggestions dealt with problems in other police departments, not necessarily in Newport Beach. However more transparency, more officer training, and creation of a rapid response team by the Newport Beach Police Department could be useful and proactive. He further clarified that within training, role playing would be useful. A status report on the Police Department's training in these areas would be informative to the board. The minutes should reflect these topics in response to Board Member Sharon Wood's comment. DISCUSS AND POSSIBLY TAKE ACTION ON THE JANUARY 2017 REGULAR MEETING DATE DUE TO THE HOLIDAY CLOSURE OF CITY HALL. 1. Pursuant to Section 401.1.A of Civil Service Rules and Regulations, “[i]f any such Monday falls on a City holiday, the meeting shall be held on the next succeeding Wednesday at the same time and place or on a date and at a time agreed to by the Board in an open meeting. Any other meeting of the Board shall be a special meeting.” Chair Talbot understood the Civil Service Board could address the issue in December when Board Members would know whether they would need a January meeting. Director Salvini reported City Hall will be closed on January 2, 2017, the Civil Service Board's regular meeting date. Holding a meeting on the succeeding Wednesday will not allow staff to comply with the notification requirements of the Brown Act. The Civil Service Board could consider scheduling a meeting on the following Monday, January 9. Because she expects few items on the agenda for a January meeting, Director Salvini indicated the Civil Service Board could decide in December whether to cancel the January meeting. Vice Chair Fesler suggested postponing discussion of a January meeting until December when the Board would know better its needs. Deputy City Attorney Maiorano advised that the Board could make a decision whether to hold a January meeting at the current time or in December. Board Members Doug Wood, Sharon Wood, and Robyn Grant wished to reserve the date in January for the CSB meeting for planning purposes. Motion made by Board Member Doug Wood, seconded by Board Member Sharon Wood, to schedule the January Civil Service Board meeting for January 9, 2017. Motion carried. AYES: Talbot, Fesler, Grant, D. Wood, S. Wood NOES: ABSTAIN: ABSENT: DraftNovember 7, 2016, NB Civil Service Board Minutes Page 3 of 6 B. ORAL REPORTS 1. CITY-WIDE AND HUMAN RESOURCES MATTERS – Barbara J. Salvini, Human Resources (HR) Director HR Director Barbara Salvini reported: • Approximately 373 employees completed the mandatory harassment prevention training during the month of October. • Staff from the Finance, Information Technology, and Human Resources Departments shared information regarding components of the Tyler Munis system with staff from the City of Santa Fe Springs. • Stephanie Godfrey and Maggie Williams-Dalgart of Human Resources attended the CalPERS education forum in Riverside. The forum is designed to update employers regarding developments and changes in the management of the public pension system. CalPERS provided information regarding preparation for a CalPERS audit. • HR Manager Rebecca Redyk attended the 2016 annual CALPELRA (California Public Employers Labor Relations Association) conference held the prior week in Monterrey, California. • On October 25, 2016, the City Council approved HR's proposal for a five-year Professional Services Agreement with Alliant Insurance Services. • On November 15, 2016, Toastmasters International will host an educational forum for City staff. • The City will have its Youth in Government Day on November 17. Each department will host a few students from local schools. In response to Board Member Doug Wood's question, Director Salvini advised that she was unsure of the percentage of all City employees represented by the 373 attendees of harassment prevention training. Although the State only mandates the training for supervisors, the City of Newport Beach requires it for all employees. Training is held annually. Newly hired employees are required to attend training within six months of their hire date. Outside vendors provide harassment training for new employees who fall outside the six month timeframe the City has for its annual training session. In response to Vice Chair Fesler's question, Director Salvini indicated students from schools in the Newport Mesa Unified School District will attend Youth in Government Day. FIRE DEPARTMENT MATTERS – Scott Poster, Fire Chief Chief Poster reported: • On November 30, a fire in the Coronado Apartments started in the walls behind the fireplace. No one was injured in the incident. • Command staff attended the California Fire Memorial Ceremony and a retired Battalion Chief's name was placed on the memorial wall. • Fire Safety Day was well attended and successful. • Six new probationary firefighters began today at Fire Station 7. • Engineer testing is complete and resulted in three promotions effective December 10. • The Civil Service Board is invited to a promotional ceremony scheduled for December 20th at 8:00 a.m. at the Central Library. • The Fire Department completed both fall CERT programs on November 5, 2016. The next CERT classes are scheduled for March 2017. • Chief Kristin Thompson and EMS Captain Phil Puhek attended conferences on EMS hot topics, critical incident stress management, and peer counseling. • NBFD presented a class on layperson CPR and AEDs to the Balboa Island community. Approximately 30 individuals received training. This year, paramedics have taught approximately 300 people in layperson CPR and AED use. • The Fire Department in partnership with the Police Department recently began a Trauma Intervention Program (TIP) for families experiencing sudden deaths. • The State approved a one-year extension of the Community Paramedicine pilot program to November 2017. A report on the program to the Center of Medicaid and Medicare could result in reimbursement to the City. • New triage and trauma kits were placed on all fire apparatus. • Fire statistics for October 2016: o Fires 19 o Haz Mat 5 o Medical 662 o Other 117 o Service 79 o Total 882 • Lifeguard statistics for October 2016: o Public Assists 2,840 DraftNovember 7, 2016, NB Civil Service Board Minutes Page 5 of 6 o Enforcements 640 o Medical Aids 141 o Preventatives 2,068 o Rescues 120 o Total Calls 6,019 o Beach Population 644,300 • Adam Yacenda was promoted to Lifeguard Captain on October 29. In response to Vice Chair Fesler's question about the Trauma Intervention Program, Chief Poster explained that first responders can only remain at the scene for a limited period of time before needing to be available for other emergency calls. TIP volunteers are able to come in and assist family members when first responders must leave the scene. TIP volunteers are able to work with the families for hours or even days. Chair Talbot reported on what he described as an amazing and useful app called PulsePoint. 3. POLICE DEPARTMENT MATTERS – Jonathan Stafford, Deputy Director of Police Services Deputy Director Jonathan Stafford reported: • The Police Department made job offers for three CSOs and one dispatcher. One CSO will transition from Police Cadet. One Explorer transitions to Cadet and then to Jailer. The Cadet Program is working well. • Three recruits in the Police Academy are doing well. One recruit is in the top ten of her class of 60. • The Support Services Division passed four audits with only minor recommendations for improvements. Employees are performing as required, and equipment is accounted for. • Calls for service in September 2016 totaled 8,205 in CAD, a decrease of 2.9% over August 2016, and a decrease of almost 20% over September 2015. Deputy Director Stafford cannot determine a specific reason for the decrease. • Calls for service in October 2016 totaled 7,810 in CAD, a decrease of 5.1% over September 2016, and a decrease of 16.5% over October 2015. • Part 1 crime increased 0.6% from January 1 to November 2, 2016. Violent crime was unchanged at 69 incidents for the year. Property crime increased by 12 incidents. Causes for the increase in Part 1 crimes are auto thefts with an increase of 15 incidents or 12.8% and auto burglaries with an increase of 36 incidents or 6.1%. DraftNovember 7, 2016, NB Civil Service Board Minutes Page 6 of 6 • The ABC streets of East Bluff experienced numerous burglaries recently. Patrol was increased. Burglary detectives and a sergeant patrolled the area in plain clothes and cars and were able to identify a female lookout and her two accomplices, all from the San Fernando Valley, casing a home to burglarize. They were all arrested. Vice Chair Fesler shared her experience with a recent emergency event. Emergency responders acted appropriately and compassionately with the subject and bystanders. She commended all Fire and Police personnel for their actions and relayed compliments from the community. VII. CIVIL SERVICE BOARD ANNOUNCEMENTS OR MATTERS WHICH MEMBERS WOULD LIKE PLACED ON A FUTURE AGENDA FOR DISCUSSION, ACTION OR REPORT (NON-DISCUSSION ITEM) Board Members Sharon Wood and Grant advised they would not be able to attend the December meeting. VIII. ADJOURNMENT There being no further business to come before the Civil Service Board, the meeting was adjourned at 5:31 p.m. The agenda for the Regular Meeting was posted on Thursday, November 3, 2016, before 5:00 p.m., on the City’s website, public counter in the Human Resources Department (Bay A2) and in the Meeting Agenda Binder located in the entrance of the City Council Chambers at 100 Civic Center Drive.
