A. CALL TO ORDER—The meeting was called to order at 3:30 p.m.

Per Zoning Administrator Alford, Item Nos. 1 and 4 would be heard out of order.
ITEM NO. 4 Amendment to Xanadu Cafe Minor Use Permit No. UP2016-042 (PA2016-174)
Site Location: 100 West Coast Highway, Unit 104 Council District 3
Melinda Whelan, Assistant Planner, provided a brief project description stating that the request is to amend
the existing use permit to add a Type 41 (Beer and Wine General)Alcoholic Beverage Control (ABC) license
to an existing cafe in Mariners Mile. Existing hours of operation will remain from 6:00 a.m. to 10:00 p.m.,
daily. No changes were proposed to the exterior or interior seating or floor plan. The Police Department
reviewed the request, had no objections with adding the Type 41 license and provided recommended
conditions of approval relative to the sale and service of alcohol. It was acknowledged that those conditions of
approval were incorporated into the draft resolution to address any potential impacts from the alcohol service.
Whelan added that staff is proposing a minor change to Condition No. 2 of resolution to provide clarification
that existing use permit will remain in effect in addition to this amendment's resolution for the alcohol service.
With that change staff recommended approval to the Zoning Administrator.
Company Owner and Applicant, Shervin Zalishahr, stated that he had reviewed the draft resolution and
agrees with all of the required conditions including the change to Condition No. 2 proposed by Whelan during
her presentation
The Zoning Administrator opened the public hearing. Seeing that no one from the public wished to comment
the public hearing was closed.

ITEM NO. 1 608 Heliotrope Avenue Condominiums Tentative Parcel Map Permit No.
NP2016-019 (PA2016-166)
Site Location: 608 and 608 % Heliotrope Avenue Council District 6
Liz Westmoreland, Assistant Planner, provided a brief project description stating that the project is a tentative
parcel map for 608 Heliotrope Avenue. The lot is zoned as two-unit residential. An existing single-family
residence and detached garage were demolished and will be replaced by a new duplex, which is currently
under construction. The tentative parcel map would allow for each unit to be sold individually as
condominiums. Due to the increase in dwelling units onsite, a park fee shall be assessed prior to the
recordation of the parcel map. No waivers of subdivision development standards are proposed with this
application.
The Applicant, Paul Craft of SCA General Contracting, Inc. stated that he could not attend the Public Hearing;
however, staff may proceed in his absence. He stated via email to Ms. Westmoreland on November 21, 2016
(3:06 pm)that the Owner had read through the conditions and has no comments or concerns.
The Zoning Administrator opened the public hearing. Seeing that no one from the public wished to comment
the public hearing was closed.

ITEM NO.2 2392 Redlands Drive Lot Merger Permit No. LM2016-008 (PA2016-147)
Site Location: 2392 Redlands Drive Council District 3
Liz Westmoreland, Assistant Planner, provided a brief project description stating that the application is for a
lot merger at 2392 Redlands Drive and the unaddressed vacant lot at the rear of the property. The lot is
zoned as Single-Family, R-1-7200. An existing single-family residence was demolished and will be replaced
by a new single-family residence, which is currently under construction. The lot merger would combine two
lots into a single site and allow for future development over the property line. A waiver of the Parcel Map
requirement is requested. Staff is recommending approval of Lot Merger Permit No. LM2016-008 and has
provided resolutions with findings.
Edmond Sahakian, the General Contractor, on behalf of the owner, stated that he had reviewed the draft
resolution and agrees with the required conditions.
The Zoning Administrator opened the public hearing. Seeing that no one from the public wished to comment
the public hearing was closed.
Action: Approved
ITEM NO. 3 21633 rd Street Condominiums Tentative Parcel Map Permit No. NP2016-020
(PA2016-176)
Site Location: 216 33rd Street Council District 1
David Lee, Planning Technician, provided a brief project description stating that the project is a tentative
parcel map for 216 33rd Street. The lot is zoned as two-unit residential. Mr. Lee stated that an existing single-
family residence was demolished and will be replaced by a new duplex, which will be built to the
requirements of the Zoning Code. Due to the increase in dwelling units, a park fee shall be assessed prior to
the recordation of the parcel map. The tentative parcel map would allow for each unit to be sold separately as
condominiums. There are no waivers of the subdivision development standards proposed with this

application. Staff recommended approval of Tentative Parcel Map No. NP2016-020 and provided resolutions
with findings.
Applicant Tom Decker of Forkert Engineering, on behalf of the owner, stated that he had reviewed the draft
resolution and agrees with all of the required conditions.
The Zoning Administrator opened the public hearing. Seeing that no one from the public wished to comment
the public hearing was closed.
Action: Approved
E. PUBLIC COMMENTS ON NON-AGENDA ITEMS
None.
F. ADJOURNMENT
The hearing was adjourned at 3:40 p.m.

in the Chambers binder and on the digital display board located inside the vestibule of the Council
Chambers at 100 Civic Center Drive and on the City's website on November 17, 2016, at 11:30 a.m.
