Carmen Smith, Newport Beach Arts Foundation President, announced the next meeting
of the Newport Beach Arts Foundation was scheduled for January 17, 2017, at 6:00 p.m.
She encouraged the City Arts Commission to promote membership in the Arts Foundation.
The Arts Foundation was agreeable to purchasing Sphere 112 and donating it to the City.
The purchase would be good publicity for the Arts Foundation.
Chair Selich thanked Ms. Smith for her work. The purchase of Sphere 112 was a good
opportunity to promote the arts in Newport Beach.
Ms. Smith liked the Cows4Camp exhibit. Art Foundation members were available for
tours.
V. CONSENT CALENDAR
A. Approval of Minutes of the December 8, 2016 City Arts Commission Meeting
1. Draft of 12/08/2016 Minutes
Commissioner Greer corrected her comments on page 3, paragraph 4, of the Minutes to
"having the Newport Beach Art Exhibition on the weekend of Father's Day worked well
together and encouraged attendance."
Motion made by Commissioner Greer, seconded by Vice Chair Kerr, and carried (4-0-0-
3), to approve the draft Minutes for the meeting of December 8, 2016 as corrected.

B. Consent Calendar Items
2. Financial Report - Review of financial information.
Library Services Director Hetherton reported the financial report did not reflect expenses
for installation of the Cow exhibit and fabrication of signage. Sufficient funds were
available for the juried art exhibition.
3. Cultural Arts Activities - Monthly review of cultural arts activities from the
Library Administrative Office for upcoming Library and City arts events and
services.
Library Services Director Hetherton advised that the Nutcracker performance was well
attended. The Transitions exhibit in the Central Library was receiving favorable
comments. A reception for Mr. Leysen in December was fairly well attended. The next
installation, a photography exhibition, was scheduled for February. The exhibition A Walk
in Her Shoes would be installed the following week.
Chair Selich noted the nationwide attention to A Walk in Her Shoes and suggested the
Marketing and Communications Subcommittee discuss publicity for the exhibit. Library
Services Director Hetherton indicated he would be receiving a promotional package for
the exhibit, which the subcommittee could utilize.
Motion made by Commissioner Greer, seconded by Commissioner Bendetti, and carried
(5-0-0-2), to approve the Consent Calendar.

VI. CURRENT BUSINESS
A. Items for Review and Possible Action
4. McFadden Square Timeline Update – Staff requests that the City Arts
Commission review the McFadden Square Timeline, add notable City
events to the chronology and recommend the timeline to City Council for
approval.
Chair Selich suggested the City Arts Commission communicate with senior members of
the leadership in Newport Beach to ensure the timeline contained significant events. A
sufficient number of events had been determined to begin designing the markers.

Commissioner Logan recalled the reminder to limit the number of events or milestones to
ten in a ten-year period. The opening of the Civic Center Sculpture Garden and Concerts
on the Green could be one item. Other events considered for inclusion were the Marine
1/1 sculpture and the Ben Carlson sculpture.
Commissioners also suggested inclusion of the dedication of the Blue Sky plaque.
Library Services Director Hetherton suggested Commissioners provide him with their lists
of suggestions, and he would compile a master list for discussion at the February meeting.
Chair Selich would draft a press release requesting public input of milestones.
5. Acceptance of Sphere 112 – The Art in Public Places Ad Hoc
Subcommittee recommends that the sculpture Sphere 112 remain sited in
its present location, and that the Newport Beach Arts Foundation purchase
the piece for donation to the City.
Library Services Director Hetherton reported Sphere 112 was voted the most popular
piece in the inaugural sculpture exhibition. The original piece did not fare well in the
coastal environment, and the sculptor reconstructed it in marine-grade stainless steel. In
2016, the Council expressed concern regarding permanently locating the sculpture in a
location meant for temporary pieces and directed the City Arts Commission to consider
other locations. The piece complied with Council Policies I-9 and I-11. While the piece
worked well in the sculpture garden, it could be moved to another location at a later time.
Commissioner Greer, having met with the Recreation & Senior Services Director Laura
Detweiler to discuss potential locations for Sphere 112, recommended retaining Sphere
112 in the sculpture garden. Subject to Council Policies I-9 and I-11, the piece could be
moved to another location in the future.
Chair Selich requested the Art in Public Places Subcommittee develop language or
guidelines for artists to loan pieces to the City as well as to indicate pieces could be
considered for the City's permanent collection. The City Arts Commission also needed a
policy for handling and maintaining all City art.
In response to Chair Selich's inquiry, Library Services Director Hetherton advised that
Lenahan funds could be used for special projects outside the City Arts Commission's
operating budget. Grant funds had been utilized for public art restoration and
maintenance.
Commissioner Logan noted locations outside the sculpture garden were available for
rotating art.
Motion made by Commissioner Greer, seconded by Commissioner Logan, and carried (5-
0-0-2) to accept the subcommittee's recommendation regarding siting and purchase of
Sphere 112 subject to Council Policies I-9 and I-11 and to forward the item to the City
Council for approval.

6. Performing Arts Survey – Staff requests the approval of a revised version
of the performing arts survey incorporating the suggestions of the City Arts
Commission.
Library Services Director Hetherton reported that he had integrated comments from the
December 2016 City Arts Commission meeting into the survey. Staff could disseminate
the survey through email, the City's website, the Library's website, the Cultural Arts
website and a web ad on Library computer monitors.
Chair Selich felt a short survey was best and the questions were good.
Commissioner Logan suggested the question regarding interest in types of performances
include wording of "for Concerts on the Green" or "for the City;" the question regarding
number of times attending performing arts events in Orange County or Newport Beach be
moved ahead of the "how many times did you attend any performing arts events" question
and include an "other" choice; the question regarding number of times attending any
performing arts events include language of "here or elsewhere;" and the question
regarding finding out about City arts be changed to "about Newport Beach performing arts
events."
Chair Selich suggested changing the internet choice to "online/social media" for the
question regarding finding out about City arts. The survey could include an opportunity
for respondents to provide comments.
Commissioner Greer noted issuing the survey in the next month could result in zero
attendance at events in the last three months as Concerts in the Green occurred more
than three months ago. Commissioners agreed to change the three-month time period to
12 months.
Motion made by Commissioner Logan, seconded by Commissioner Greer and carried (5-
0-0-2) to approve issuance of the survey as revised.

Jim Mosher suggested the language "Concerts on the Green may provide an opportunity
for residents" be changed to "Concerts on the Green provides an opportunity;" moving the
entire first page of the survey to just before the final page; changing the question regarding
times attending events in Orange Beach or Newport Beach to "of these, how many were
in Orange County and how many in Newport Beach;" and clarification of the question
regarding finding out about City arts.

Chair Selich questioned whether an "other" location should specify Los Angeles or San
Diego.
Commissioner Logan proposed the City Arts Commission allow Library Services Director
Hetherton to reorder and clarify the survey questions.
In reply to Chair Selich's inquiry, Library Services Director Hetherton indicated he would
make the survey results public over the next few months.
Motion made by Commissioner Logan, seconded by Commissioner Greer and carried (5-
0-0-2) to approve the survey as further revised.

B. Monthly Reports
7. Art in Public Places Ad Hoc Subcommittee – Commissioner Arlene
Greer, Commissioner Caroline Logan, Commissioner Jennifer Van Bergh
Commissioner Greer reported the subcommittee reviewed approximately 16 applications
for art exhibits in the Library gallery. She commended Commissioner Van Bergh for
initiating the proposal for loaned sculpture.
8. Performing Arts Ad Hoc Subcommittee – Commissioner Michelle
Bendetti, Commissioner Arlene Greer, Commissioner Judy Chang
Commissioner Bendetti advised that the subcommittee received approximately 20
submissions from performers and was considering other venues and additional ideas.
9. Marketing & Communications Ad Hoc Subcommittee - Commissioner
Michelle Bendetti, Commissioner Lynn Selich
Chair Selich indicated the Cows4Camp exhibit continued to receive good media coverage
and positive feedback.
Library Services Director Hetherton noted someone took the sign for the cow located at
Mariners Elementary School. Otherwise, there had been no vandalism.
Chair Selich continued to work on the culmination of the exhibit.
In response to Chair Selich's questions, Library Services Director Hetherton advised that
the de-installation of the Cows4Camp exhibit would be approximately July 1, leaving the
Phase 2 sculptures in the sculpture garden for approximately six weeks. He did not
believe Phase 3 sculptures could be installed prior to August or September; however, he
could request an extension of the Cows4Camp exhibit. Chair Selich preferred the

Cows4Camp exhibit remain as long as possible to prevent a gap between the two exhibits.
Phase 2 sculptures would be de-installed in August.
In reply to Chair Selich's question, Library Services Director Hetherton believed the
Council would prefer to wait for a new fiscal year to install Phase 4 sculptures. Chair
Selich suggested the Art in Public Places Subcommittee consider pieces to fill the gap
between de-installation of Phase 3 and installation of Phase 4 sculptures.
Commissioner Greer questioned whether the call for art for Phases 3 and 4 could be
performed simultaneously with the understanding that Phase 4 sculptures would be
installed at the conclusion of Phase 3. The City Arts Commission agreed to issue a call
for Phase 3 and 4 sculptures simultaneously, and Library Services Director Hetherton
would contact Purchasing staff to modify the Request for Proposals. Vice Chair Kerr
suggested the Request for Proposal allow artists to indicate whether pieces would be
available in 2017, 2018 or both.
10. Government Relations Ad Hoc Subcommittee - Commissioner Lynn

Chair Selich reported she had discussed with Council Members the City Arts
Commission's wish to present ideas to the City Council.
11. Finance Ad Hoc Subcommittee - Commissioner Michael Kerr,
Commissioner Jennifer Van Bergh, Commissioner Lynn Selich
Vice Chair Kerr advised that financial planning would be difficult until the City's Arts
Commission could make plans for events.
VII. CITY ARTS COMMISSION ANNOUNCEMENTS OR MATTERS WHICH MEMBERS
WOULD LIKE PLACED ON A FUTURE AGENDA FOR DISCUSSION, ACTION OR
REPORT (NON-DISCUSSION ITEM)
Vice Chair Kerr announced Backhausdance was performing on February 3, and inquired
whether Council Members should be invited to the performance. Library Services Director
Hetherton would issue an invitation from Cultural Arts.
Chair Selich requested future agenda items regarding culinary arts classes and McFadden
Square.
Commissioner Greer requested a future agenda item regarding the Performing Arts
Subcommittee recommendation.
Chair Selich assumed discussions with Pacific Symphony were under way as Pacific
Symphony made calendar decisions in January. Library Services Director Hetherton
reported Pacific Symphony could be delayed in scheduling events because it was
searching for a venue for its summer concert series. He would follow up with Pacific
Symphony.

In response to Chair Selich's question, Vice Chair Kerr advised that Pacific Symphony
needed a summer venue that would accommodate 40,000 seats and fulfill many
infrastructure needs.
Library Services Director Hetherton announced a free Kontrapunktus concert of baroque
music on January 28 at Our Lady Queen of Angels Church. He had encouraged the group
to apply for a City Arts Commission grant.
Commissioner Greer requested an agenda item regarding recommendations from the Art
in Public Places Subcommittee.
VIII. PUBLIC COMMENTS ON NON-AGENDA ITEMS
Jim Mosher applauded the City Arts Commission for suggesting public input for milestones
to add to McFadden Square and suggested including a link to existing tiles so that public
input could harmonize with milestones. The City Arts Commission should encourage the
Orange County Museum of Art to remain in Newport Beach and to place a satellite gallery
at Fashion Island to showcase OCMA art and exhibits.
Commissioner Logan expressed interest in the City Arts Commission discussing the
matter with OCMA.
IX. ADJOURNMENT – 6:11 PM
Chair Selich adjourned the meeting in memory of former City Attorney, Council Member
and Mayor Denny O'Neil at 6:11 p.m.
