Re: West Coast Highway Capacity Information Session
As a part of the Mariners' Mile Revitalization Master Plan Study, the Public Works
Department has provided input and information to the Planning Division and the
study consultant regarding circulation in the Mariners' Mile area. Of particular
importance and interest in the community is the future plan for a full six-lane Coast
Highway facility between Dover Drive and Newport Boulevard. In recent public
meetings, a number of questions and concerns have been raised regarding the
widening of Coast Highway to provide for six lanes.
The Public Works Department will provide a presentation to outline the background
and City's role in planning and maintenance of Coast Highway. An overview of the
Master Plan of Arterial Highways and a discussion of the key policies of the
General Plan Circulation Element will also be covered. Additionally, Public Works
staff will summarize the existing and future traffic volumes and review the capacity
requirements for Coast Highway.
On January 26th, the City introduced concepts that are being considered for
inclusion in the Mariners' Mile Revitalization Master Plan. This was the third
workshop; each has been very well attended. Staff will continue meeting with
interested parties, as needed, to ensure questions and comments are addressed.

➢ Iconic Highway running along the US West Coast ( 1,400
miles between Canada and Mexico)

Highway, runs 37 miles through Orange County
➢ Renamed Pacific Coast Highway in 1941
➢ Functions as Rural and Urban

Administrator of the County's Master Plan of Arterial Highways
( MPAH )

City Council Direction for Mariners' Mile
With this recent capacity review re-confirming that the Current
Approved MPAH and General Plan Roadway Designation for West
Coast Highway through Mariners' Mile requires at least a 6 Lane
Major Arterial, City Council directed staff in May 2016 to:
1) Work to Remove the Remaining On-Street Parking and Construct
a Class II On-Street Bike Lanes. Look into possibly relocating
Public Street Parking to On-Site Lots.
2) Undertake a Land Use Study to Review and Recommend Possible
Land Use and Zoning Modification for the Mariners' Mile
Business Areas to assist with Property Redevelopment and
Revitalization in conjunction with Ultimate Roadway Widening
and Improvements.

Widening and Improvements.
• Current OCTA/Caltrans PCH Corridor Study Supports Need for
Commitment of OCTA Measure M and Grant funding.
• City Gas Tax, Measure M2, and Traffic Impact Fee funding could
Provide Necessary Match Funding.
• Right-of-Way Dedications and/or Roadway Improvement can be
required with Development Projects.

With this recent capacity review re-confirming that the Current
Approved MPAH and General Plan Roadway Designation for West
Coast Highway through Mariners' Mile requires at least a 6 Lane
Major Arterial, City Council directed staff in May 2016 to:
1) Work to Remove the Remaining On-Street Parking and Construct
a Class II On-Street Bike Lanes. Look into possibly relocating
Public Street Parking to On-Site Lots.
2) Undertake a Land Use Study to Review and Recommend Possible
Land Use and Zoning Modification for the Mariners' Mile
Business Areas to assist with Property Redevelopment and
Revitalization in conjunction with Ultimate Roadway Widening
and Improvements.

• Scattered On-Street Parking exist throughout Mariners' Mile
(both metered & non-metered)
• Removal of Parking on Arterials is Recommended as it Causes Safety
Concerns, Increases Congestion and Conflicts with Bicyclist.
• Developments are Required to be Self-Parked .
• Replacement of lost Public Street Parking Maybe Required by
Coastal Commission .
• During recent OCSD Sewer Main project (that removed all street
parking for around 2 years), it appeared there was ample on-site
parking available.
• OCTA Study and funding guidelines should assist with construction
of off-street parking lots to replace on-street parking.

• State has Primary Responsibility for PCH, however due to known
long term budget shortfalls & higher priorities, Major Caltrans
Funding is unlikely.
• OCTA's Measure M & Combined Transportation Funding Program
(Grants) would be the Primary Funding Means for Arterial
Widening and Improvements.
• Current OCTA/Caltrans PCH Corridor Study Supports Need for
Commitment of OCTA Measure M and Grant funding.
• City Gas Tax, Measure M2, and Traffic Impact Fee funding could
Provide Necessary Match Funding.
• Right-of-Way Dedications and/or Roadway Improvement can be
required with Development Projects.
