Item V.A. Minutes of the December 6, 2016 PB&R Commission
Meeting
The following corrections are suggested:
Page 1, motion at end of page: “Motion by Commissioner Cole, second by Commissioner
Hayes, to accept Consent Calendar Items VII-A V-A through VII-E V-F.”
Page 3, second to last sentence: “Director Detweiler stated that one of the reasons staff was
not recommending the use of the sound blankets at this point was because of cost and they
could be somewhat unsightly.”
Page 5, first paragraph of text: “Director Detweiler discussed the reason for the Ad Hoc
committee was to include community outreach during for the conceptual design phase of the
project.”
Page 5, paragraph 2 of Item VII, sentence 2: “He went on to say that many had taken the
Public Works information sheet home. Commissioner Howald gave kudos to the Public
Works Department and to staff for Poppy with Pisani.”
Page 5, paragraph 3 of Item VII, sentence 2: “She reminded the Commission that the Boat
Parade starts the next week and that there is a tree lighting ceremony at Marina Park with
fireworks on December 14 …”
Item V.B. Parks, Trees & Beach Maintenance Divisions Activities
Report
Since the Commission frequently struggles with questions based on risk of tree failures, it would
seem helpful, if possible, to provide additional information on how the failures experienced
during the recent storms correlate with the risk assessments. For example, page 4 of the report
illustrates 5 removals on the Groves Bike Trail, an area that had been carefully studied in prior
years. Were those removals all due to actual storm damage or were some precautionary? Did
the observed storm damage correlate with the prior risk assessments? More generally, how
many of the trees that failed throughout the City had been identified as trees at higher risk of
failure than any others?
Item V.C. Recreation & Senior Services Activity Report
The report does not mention the date on which the Science of Sustainability Symposium (page
1) was held. I do not recall hearing about it. Was it listed on the City’s online calendar? If not,
an opportunity for greater awareness of this activity was missed.

Item VI.A. Reforestation - 117½ 54th Street
In rendering its decision, the Commission should be aware not only of the reforestation sections
in City Council Policy G-1 (“Retention or Removal of City Trees,” Attachment F to the staff
report), but also Policy G-3 (“Preservation of Views”), as well as the “Supplemental Tree
Trimming” section on page 11 of G-1 (which does not seem to have been reproduced in the
agenda packet).
Irrespective of that, additional views of how the tree appears from street level (as the City
normally includes in its reports), and showing how it fits in the larger context of the street, would
seem helpful.
