CALL MEETING TO ORDER – 5:00 PM II. ROLL CALL Commissioners Present: Lynn Selich, Chair Michael Kerr, Vice Chair Jennifer Van Bergh, Secretary (late) Michelle Bendetti Judy Chang (late) Arlene Greer Caroline Logan Commissioners Absent: None Staff Present: Tim Hetherton, Library Services Director Elaine McMillion, Administrative Support Technician III. NOTICE TO THE PUBLIC IV. PUBLIC COMMENTS Michael Magrutsche suggested the City Arts Commission identify sites within the sculpture garden for pieces of sculpture and then ask artists to suggest or create sculpture for each site. [Commissioner Van Bergh arrived.] Chair Selich requested Library Services Director Hetherton consider compiling specifications for sculpture sites. Virginia Hayter suggested adult and children coloring books of artwork in the sculpture garden be developed and sold in the Library and in gift shops. Susan Kramer suggested the islands and dates of origination be included in McFadden Square. Chair Selich suggested a list of events proposed for inclusion in McFadden Square be placed on the website for public input. Draft of 01/12/2017 Minutes Motion made by Commissioner Greer, seconded by Commissioner Logan, and carried (6- 0-0-1), to approve the draft Minutes for the meeting of January 12, 2017 as presented. AYES: Selich, Kerr, Van Bergh, Bendetti, Greer, Logan NOES: None ABSTENTIONS: None ABSENT: Chang B. Consent Calendar Items 2. Financial Report - Review of financial information. Library Services Director Hetherton reported sufficient funds were available for the juried art show and professional services. Additional funds could be available through reimbursement of the school district's 2015-16 Cultural Arts Grant. [Commissioner Chang arrived.] 3. Cultural Arts Activities - Monthly review of cultural arts activities from the Library Administrative Office for upcoming Library and City arts events and services. Library Services Director Hetherton reported he met with representatives of the Festival Ballet and Backhausdance to plan performances in March and May. Scott Amling's photography exhibit would open on February 13. Five hundred people had responded to the Performing Arts Community Survey. Chair Selich stated she had mentioned the survey in her column for Stu News. In addition, Stu News had been running a link to the survey. In response to Chair Selich's questions, Library Services Director Hetherton indicated he would present a report on the survey in March, and the City Arts Commission could decide whether to continue or terminate the survey. He could generate a statistical report from Constant Contact to include in the presentation to the City Council. Motion made by Commissioner Greer, seconded by Commissioner Logan, and carried (7- 0-0-0), to approve the Consent Calendar. CURRENT BUSINESS A. Items for Review and Possible Action 4. McFadden Square Timeline Update – Staff requests that the City Arts Commission review the McFadden Square Timeline, add notable City events to the chronology and recommend the timeline to City Council for approval. Vice Chair Kerr noted many local athletes had been inducted into Halls of Fame for various sports and suggested a comprehensive list be created. Chair Selich felt a list of athletes could be utilized to obtain corporate sponsorships. 5. Central Library Gallery Exhibits – The Art in Public Places Ad Hoc Subcommittee recommends that the City Arts Commission approve exhibitions by Jane Kelley, Diana Blaisure, Diana Ghoukassian, and Gianne de Genevraye in the gallery space in the Central Library lobby. Commissioner Greer reported the Art in Public Places Subcommittee reviewed and recommended works by Jane Kelley, Diana Blaisure, Diana Ghoukassian, and Gianne de Genevraye for exhibition in the Library. Chair Selich noted Ms. Ghoukassian had an art gallery in Irvine. Commissioner Logan added that she was one of the winners of the Newport Beach Art Exhibition. Motion made by Commissioner Greer, seconded by Commissioner Logan, and carried (7- 0-0-0) to approve the subcommittee's recommendation of exhibitions by Jane Kelley, Diana Blaisure, Diana Ghoukassian, and Gianne de Genevraye in the Central Library. Concerts on the Green 2017 – The Performing Arts Ad Hoc Subcommittee recommends that the City Arts Commission approve the selection of performers for the 2017 summer concert series. Commissioner Bendetti reported the Performing Arts Subcommittee received 25-30 submissions in addition to the groups of which the subcommittee was aware. They selected The Tijuana Dogs, Flashback Heart Attack, and the Citrus College band, Night Shift. The Tijuana Dogs and Flashback Heart Attack were available should the City Arts Commission approve the subcommittee's recommendation. The subcommittee was awaiting word from Night Shift. The subcommittee also had a list of alternate groups should they be needed. These bands would expand the demographics of concert attendees. In response to Chair Selich's and Vice Chair Kerr's inquiries, Library Services Director Hetherton advised that Pacific Symphony was not ready to confirm a date. Vice Chair Kerr stated Pacific Symphony had published their summer dates. Library Services Director Hetherton would contact them again. Motion made by Commissioner Bendetti, seconded by Commissioner Greer and carried (7-0-0-0) to approve the acts recommended by the Performing Arts Subcommittee. AYES: Selich, Kerr, Van Bergh, Bendetti, Chang, Greer, Logan NOES: None ABSTENTIONS: None ABSENT: None Chair Selich assumed a variety of food trucks would be available at concerts. 7. Request to Move Reimbursed Cultural Arts Grant Funds to Programming Budget – Staff requests that the $2,400 Cultural Arts Grant reimbursed to the Cultural Arts Division from the Newport Mesa Unified School District be deposited in the Programming budget and be used for the 2017 Newport Beach Art Exhibition. Library Services Director Hetherton advised that the Newport Mesa Unified School District had not submitted a completion report for the grant. When he contacted them, they indicated they had not used the grant for the project and volunteered to return the funds. He believed it would be appropriate to use the funds for City Arts Commission programming. Motion made by Commissioner Greer, seconded by Commissioner Logan, and carried (7- 0-0-0) to approve staff's recommendation to deposit the funds into the programming budget. Art in Public Places Ad Hoc Subcommittee – Commissioner Arlene Greer, Commissioner Caroline Logan, Commissioner Jennifer Van Bergh Commissioner Greer advised that the Sculpture Garden subcommittee was awaiting word from City staff regarding a consultant and regarding the possibility of releasing Phase 3 and Phase 4 calls for artists simultaneously. The subcommittee would meet soon to discuss the Newport Beach Art Exhibition; temporary artworks to fill the gap between de- installation of Phase 3 and installation of Phase 4 of the Sculpture Garden; and developing and/or clarifying a policy for loaning and maintaining all City art and guidelines for art on loan from artists and artwork considered for permanent acquisition by the City. Mark Leysen offered to donate a painting to the City of Newport Beach. The subcommittee selected Mr. Leysen's painting Shifting Currents. The subcommittee would provide a recommendation to the City Arts Commission in March. Newport Beach City Arts Commission Regular Meeting Minutes February 9, 2017 Page 5 5 In response to Vice Chair Kerr's inquiry, Commissioner Greer stated the subcommittee would discuss artists touring the Sculpture Garden and determining appropriate locations for their work as part of responding to the call for artists. The subcommittee had discussed holding a "call for artists" open house to orient artists. Chair Selich suggested an open house could be used to make artists aware of the materials they should use if they wanted their artwork considered for permanent display. Commissioner Greer felt many topics could be presented in an orientation. 9. Performing Arts Ad Hoc Subcommittee – Commissioner Michelle Bendetti, Commissioner Arlene Greer, Commissioner Judy Chang Commissioner Bendetti advised that planning concerts needed to begin sooner in the fiscal year. The subcommittee wanted to conduct outreach to national acts and performers. 10. Marketing & Communications Ad Hoc Subcommittee - Commissioner Michelle Bendetti, Commissioner Lynn Selich Chair Selich reported the subcommittee held a conference call with the Camp Ronald McDonald Executive Director and the curator of the Cows4Camp exhibit regarding activities to underwrite and sell cows. The subcommittee would begin promoting the concert series. 11. Government Relations Ad Hoc Subcommittee - Commissioner Lynn Selich, Commissioner Michael Kerr, Commissioner Jennifer Van Bergh Vice Chair Kerr announced the subcommittee requested the City Arts Commission be included in the City Council's Study Session on March 28. The City Arts Commission should discuss topics, goals, and information to present to the City Council. This would be an opportunity to learn the Council's view on issues relevant to the City Arts Commission. Chair Selich suggested assigning Commissioners to liaise with Council Members. Library Services Director Hetherton advised that that would be appropriate. Commissioner Greer added that Commissioners needed to be aware of City Arts Commission issues in order to discuss them with Council Members. 12. Finance Ad Hoc Subcommittee - Commissioner Michael Kerr, Commissioner Jennifer Van Bergh, Commissioner Lynn Selich Vice Chair Kerr had nothing to report. VII. CITY ARTS COMMISSION ANNOUNCEMENTS OR MATTERS WHICH MEMBERS WOULD LIKE PLACED ON A FUTURE AGENDA FOR DISCUSSION, ACTION OR REPORT (NON-DISCUSSION ITEM) Chair Selich requested an item regarding support for the Field of Honor event. Newport Beach City Arts Commission Regular Meeting Minutes February 9, 2017 Page 6 6 Commissioner Greer requested items regarding approval of Chip Fesko as an exhibiting artist and Mark Leysen's donation of Shifting Currents. Library Services Director Hetherton reported the Arts Foundation wished to make a presentation to the City Arts Commission in March. Commissioner Greer noted the Arts Foundation was searching for a chairman for Art in the Park. VIII. PUBLIC COMMENTS ON NON-AGENDA ITEMS Vice Chair Kerr noted the Backhausdance performance the prior week sold out and received rave reviews. Everyone would enjoy the performance in Newport Beach in May. In response to a question from a member of the public, Chair Selich did not believe the police would allow tailgating on the roof of the parking structure during concert series events. IX.
