The Civil Service Board meeting is subject to the Ralph M. Brown Act. Among other things, the Brown Act requires that the Civil
Service Board agenda be posted at least seventy-two (72) hours in advance of each regular meeting and that the public be allowed
to comment on agenda items before the Board and items not on the agenda but are within the subject matter jurisdiction of the
Civil Service Board. The Chair may limit public comments to a reasonable amount of time, generally three (3) minutes per person.
The City of Newport Beach’s goal is to comply with the Americans with Disabilities Act (ADA) in all respects. If, as an attendee or a
participant at this meeting, you will need special assistance beyond what is normally provided, we will attempt to accommodate

Public comments are invited on agenda and non-agenda items generally considered to be
within the subject matter jurisdiction of the Civil Service Board. Speakers must limit comments
to three (3) minutes. Before speaking, we invite, but do not require, you to state your name for
the record. The Civil Service Board has the discretion to extend or shorten the speakers’ time
limit on agenda or non-agenda items, provided the time limit adjustment is applied equally to all
speakers. As a courtesy, please turn cell phones off or set them in the silent mode.

1. APPROVE MINUTES FOR THE DECEMBER 5, 2016, REGULAR MEETING.
Vice Chair Fesler requested the Minutes include Mr. Mosher's modification of replacing "sustained" with "caused" in Item 2.
Motion made by Board Member D. Wood, seconded by Vice Chair Fesler, to approve the Minutes for the December 5, 2016 meeting as amended. Motion carries.

VI. CURRENT BUSINESS
A. ORAL REPORTS
1. CITY-WIDE AND HUMAN RESOURCES MATTERS – Barbara J. Salvini, Human
Resources (HR) Director
HR Director Barbara Salvini reported:
The City offered cyber security training to City employees in December. The IT
Department also implemented extra security practices.
Senior Human Resources Analyst Maggie Williams-Dalgart, Acting Assistant Fire
Chief Jeff Boyles, Code Enforcement Supervisor Matt Cosylion, and Utilities Supervisor Casey Parks completed the Cal State Fullerton Leadership
Development Program for public agencies. The next group of employees scheduled to attend the spring 2017 Leadership Development Program is Social Services Supervisor Susie DiGiovanna, Branch Librarian Rebecca Lightfoot,
Inventory Analyst Shaun Tormey, and Senior IT Analyst Faz Kiakwunkul.
Beginning in January, the City offered Word and Excel training classes for employees which will continue through February.
The City's HEAL Committee has arranged exercise sessions for employees during lunch breaks. If interest in exercise classes continues to grow, more classes will
be scheduled.
The recruitment process for seasonal hiring has begun and Lifeguard Trainee and
Recreation Leader are currently open. More positions will be opening soon.
2. FIRE DEPARTMENT MATTERS – Chip Duncan, Acting Fire Chief
Acting Fire Chief Duncan reported:
With the recent retirement of Chief Poster, he became Acting Fire Chief and Jeff
Boyles is now Acting Assistant Fire Chief of Operations. He will continue to attend Board meetings; however, Acting Assistant Fire Chief Boyles will now present oral reports to the Board.
Acting Fire Chief Duncan presented Chair Talbot with a gold badge for his
completion of the Fire Ops 101 course. Acting Assistant Fire Chief Jeff Boyles reported:
The next Fire Ops 101 course is scheduled for February 25 at Fire Station 7.
A new ambulance is scheduled for delivery the following week. A private citizen
donated most of the funds for its purchase.

State CERT Awards were presented to Peninsula Point for Neighborhood of the
Year, Life Safety Specialist II Raymi Wun for CERT Instructor of the Year,
community member Rick Riley for Spirit of CERT, and community member Tom Callister for CERT Volunteer of the Year.
The Trauma Intervention Program (TIP) has been activated 19 times since it
began in October 2016.
In 2016, the Fire Department received a total of 11,827 calls, 8,878 of which were
EMS responses.
Lifeguards conducted CPR classes for firefighters, paramedics, and lifeguards in January.
The Junior Lifeguard website went live on January 16, 2017. Swim tests are scheduled for March 5, 11 and 19.
The first lifeguard recertification class was held January 25.
3. POLICE DEPARTMENT MATTERS – Jonathan Stafford, Deputy Director of
Police Services
Deputy Director Jonathan Stafford reported:
The Executive Officer for the Chief of Police, Jay Short, was present.
Recent promotions include Lieutenant Jeffrey Brouwer to Deputy Chief, Sergeant Rachel Johnson to Lieutenant, and Detective Bob Bennett to Sergeant.
He and Lieutenants Brouwer and Psaros attended the recent swearing-in
ceremony of David McGill as Chief of Police for Sedona, Arizona. Chief McGill
retired from the Newport Beach Police Department with the rank of Deputy Chief.
The Police Appreciation Breakfast is scheduled for March 29, 7:15 a.m., at the Newport Beach Hyatt Regency.
Two recruits graduated the Academy and both are in the Field Training Officer
Program. One of the recruits, Matthew Sommer, was elected class Sergeant by
his peers which is the highest peer award to receive. Two recruits are preparing to enter the Academy later in February, including a current employee who is a P/T
Community Service Officer.
The Academy class selected fallen officer Bob Henry to honor at the Fallen Officer Memorial 5K Run. Representatives from Police, Fire, Human Resources, Municipal Operations, Lifeguards, City Manager's Office, and IT attended the
event.
Computer Automated Dispatch CAD events totaled 100,994 for 2016 and 8,172 for January 2017, a decrease of 2.3 percent from 7,985 events in December 2016.

Compared to January 2016, January 2017 CAD events decreased 1.2 percent or 100 events.
Part 1 Crime increased 2.4 percent or 57 crimes in 2016. The most significant
driver was burglary or theft from motor vehicles, which increased by 53 crimes over
2015. Violent crime decreased 2.7 percent or 3 crimes. Property crime increased by 2.7 percent or 60 incidents. Arrests decreased 1.9 percent or 67 arrests. DUI
arrests decreased 16 percent or 72 arrests.
The Police Department has created a new Vision Statement. The statement was
a product of employee focus groups, an employee survey, and a final workshop on January 20. The official Vision Statement reads “Building on our tradition of
excellence, we will work as a team with those we serve to meet the challenges of
tomorrow. We will anticipate the needs of our community and achieve success through leadership, innovation and unparalleled service.” This statement will be
placed on the wall behind the front reception area of the police station, in the briefing room, and several other locations throughout the department to remind employees of its value and to demonstrate the department’s vision.
Board Members D. Wood and Grant expressed appreciation for the SWAT training event they attended in January, which they described as excellent.
Board Member Grant advised that she was a recent victim of a crime which gave her a different perspective on the work and service our police officers provide. She commended
dispatch and police officers for their incredible work. She further noted that leadership from Human Resources, Fire, and Police personnel was very important and valuable to
the community. She further noted that she frequently sees City employees in the
community at various events outside of their traditional roles and feels it’s very beneficial to the community to see City employees contributing in this way.

There being no further business to come before the Civil Service Board, the meeting was
adjourned at 5:27 p.m.
The agenda for the Regular Meeting was posted on Thursday, February 2, 2017, before 5:00
p.m., on the City’s website, public counter in the Human Resources Department (Bay A2) and in the Meeting Agenda Binder located in the entrance of the City Council Chambers at 100 Civic
Center Drive.

Subject: Comment on CSB minutes
In reading the draft minutes (for Feb. 6) to be presented at tonight’s Civil Service Board meeting, I
noticed there seems to be something wrong with the last bullet point at the bottom of page 3, where it
says:
“Computer Automated Dispatch CAD events totaled 100,994 for 2016 and 8,172 for January 2017, a
decrease of 2.3 percent from 7,985 events in December 2016.”
While the difference between the two numbers in bold is indeed 2.3%, unless I’m missing something
isn’t 8,172 is an increase from 7,985?
