Brown Act. Among other things, the Brown Act requires that the Parks, Beaches and Recreation Commission agenda be posted at least seventy-two (72) hours in advance of each regular meeting and that the public be allowed to comment on agenda items before the Commission and items not on the agenda but are within the subject matter jurisdiction of the Parks, Beaches and Recreation Commission. The Chair may limit public comments to a reasonable amount of time, generally three (3) minutes per person. It is the intention of the City of Newport Beach to comply with the Americans with Disabilities Act (“ADA”) The City of Newport Beach’s goal is to comply with the Americans with Disabilities Act (ADA) in all respects. If approved, the replacement tree would be a 36" box Arbutus unedo (Strawberry) tree, installed at homeowner's cost. Bench Donation – Bayview Park Consider the request to donate a bench from Leslie Miller in memory of Captain Dave and Elouise Gogerty at Bayview Park. Chair Marston asked why this item was not included under Consent. Manager Sereno explained that the bench request for Bayview Park was a new location and not a replacement bench; he went on to say that the staff report shows the new location. Commissioner Englebrecht asked if the bench would be uncomfortable. Manager Sereno said the bench was a Santa Monica model. Chair Marston opened the public discussion; hearing none the public discussion was closed. Motion by Commissioner Hayes; second by Commissioner Howald to approve the bench donation in memory of Dave & Elouise Gogerty at Bayview Park. Motion carried by unanimous vote. Commissioner Hayes asked staff to include a picture of the bench style in the future within the staff report. Manager Sereno agreed to include pictures in the future. He noted that the catalogue has several styles in it, but staff recommends the style to the donator. Commissioner Hayes inquired about the number of choices. Manager Sereno said he believed there were about 10 choices in the catalogue. The donor is shown the site and pictures of the suggested bench. He explained further about an upcoming request for a concrete bench without a back, which is intended to dissuade people from sleeping on it. Commissioner Englebrecht asked if anyone would want to sit on that type of a bench. Manager Sereno said this location would have a great view and reiterated that the bench is for sitting and not sleeping. VII. ANNOUNCEMENTS / FUTURE AGENDA ITEMS Director Detweiler said registration for summer camps had opened with over 500 registrations in 24 hours. She noted that a tri-fold had been mailed out to advertise the summer camps and announced that the Spirit Run is March 10th and that staff would run the annual Camp Expo at the Spirit Run which highlights the summer camps being offered. Parks, Beaches & Recreation Commission Minutes March 7, 2017 Page 3 Director Pisani made the following announcements, that:  the trees on Poppy were removed the week of February 27th along with the hardscape removal for the Public Works project.  an estimated completion date would be announced next month and that he would bring that to the Commission.  City Council approved a concept plan for a sidewalk on the south side of 15th Street and that it would require the removal of 15 declining Sugar Gum Special City trees. Public Works and the PB&R Commission would review the type of replacement trees.  Work will start in June and proceed through the summer. He reminded the Commission that the PB&R Commission had approved moving two Palm trees at 239 Carnation to elsewhere on the property last September; but a gas line was found running through the root ball of the tree and would not be replanted. He stated that two 65-foot Mexican Fan Palms were found and will be planted on the property. He went on to say that the Association had a minor comment, but was ultimately ok with the change. Commissioner Howald asked if the forest was gradually deteriorating. He stated he had received questions from several residents. Director Pisani said that the City had lost 70 to 80 trees in January with another 60 lost to wind storms in February. He noted that after clean up and stump removal is completed, staff will replant and work throughout the summer. Commissioner Howald requested a report on the number of trees in the City. Director Pisani said that this was possible and noted that some of the trees lost were in areas that were overplanted. Commissioner Howald loved the Osprey report in the RSS Activity Report. He then asked if the cement cut on Ocean Boulevard was where the project ended. Director Pisani said it went all the way to Marguerite and noted that the sidewalk, curb, and gutter will not be replaced on Ocean Boulevard. Commissioner Granoff asked if the trees are insured or where the money came from to replace fallen trees. Director Pisani said the money came from the general fund and that a Preliminary Damage Assessments (PDA) is submitted to Orange County and then goes to the State OES to see if they will declare an emergency. The January and February windstorms will probably qualify, but trees are not reimbursable. Discussion arose on whether the 239 Carnation would need to come back to the Commission for follow-up discussion. Director Pisani stated that the replacement trees were the same size and species as those removed; so it would not need to return to the Commission. Parks, Beaches & Recreation Commission Minutes March 7, 2017 Page 4 Discussion ensued regarding the complications of the tree removal. Director Detweiler said the Sunset View Park Ad Hoc committee meeting would be held in a few weeks and that they would come to the Commission in April for discussion and then to the community for outreach meetings. She noted that the project could include a pedestrian bridge, a potential expansion of the parking lot, and some recreational space. She reminded the Commission that they had chosen this location as a dog park location and would be part of the discussion through the conceptual design process. She commented that Public Works was applying for grants to cover the costs for a pedestrian bridge, which is top priority. VIII. PUBLIC COMMENTS ON NON-AGENDA ITEMS Jim Mosher said that this agenda was thin and recommended that the Commission put out a list of future agenda items that are up for discussion. He suggested that this was important for the Commission and the public to know what the staff is planning. IX. ADJOURNMENT - 6:45 p.m. Submitted by: ________ Teri Craig, Admin Assistant Approved by: _____ Marie Marston, Chair NEWPORT BEACH PB&R Commission Staff Report COUNCIL STAFF REPORT CITY OF Item V-B April 4, 2017 PARKS MAINTENANCE: Bonita Canyon Sports Park Upgrade With the supervision of our Parks Crew Chief Kim Pederson, parks contractor Mariposa Landscape removed and replaced underperforming plants at the Bonita Canyon Sports Park with more colorful variety of drought tolerant plants. The project was completed just in time for the Opening Day celebration of the upcoming baseball season. Safety Training at the Corporation Yard In March, MOD staff and crew members received hands on training from Great Scott Tree Services and Stihl USA on the proper use and safe procedures in operating chainsaws. The information gained will enhance our response to tree failures and increase safety awareness. The numbers below are reflective of the massive storm on February 17, 2017. Month of: # of Trees Trimmed: # of Trees Removed: # of Trees Planted: February 1,572 156 20 In addition, emergency removal of several City Special Trees was performed by Great Scott Tree Services due to failure during and after the recent winter storms: - Two (2) California Pepper trees @ 2207 and 2220 Waterfront, removed on January 20 and February 17 - One (1) Myoporum tree @ “The Wedge”, removed on February 23 - Three (3) Eucalyptus trees along the Groves Bike Trail, removed on February 17 and 21 - One (1) Oak tree @ Castaways Park, removed February 17 BEACH MAINTENANCE: The log boom that was installed at the Aquatic center before the winter season has collected over 65 tons of trash this year so far. The log boom collects debris that flow down from the San Diego Creek during and after winter rain events. Removal of the log boom is scheduled for Memorial Day weekend. And, I want to make it perfectly clear that I think he did a fabulous job, regarding me and the above-identified trees. Kevin was thoughtful, informative, gracious, and timely. He did what I requested, always. For example, I requested of him that the city would treat the ficus trees. This is because I believed they were infested with multiple infestations. It was in no way his fault that the treating company didn't plug the trees, that's for sure. And, nothing related to the trees' treatments was his fault. As to the actual trimming of the trees, there was nothing that he did there to fault him on, either. If I were to grade Kevin, I would give him an A+. He did a great job for me. NEWPORT BEACH PB&R Commission Staff Report COUNCIL STAFF REPORT CITY OF To: PB&R Commission From: Laura Detweiler, RSS Director Sean Levin, RSS Deputy Director Celeste Jardine-Haug, Senior Services Manager Re: Recreation & Senior Services Department Monthly Activities Report PREPARED, AWARE, AND EQUIPPED The Department, along with Katie Eing from the Police Department, planned a very successful Disaster Preparedness Training for staff. There are many programs and classes being run at different parts of the city throughout the day, and knowing how to behave, and what your priorities are during a disaster can be overwhelming. With this in mind, the training was put into place to teach staff how to not only handle themselves in a stressful situation, but how to properly lead people to safety and shelters. An important aspect of being prepared is being aware of your responsibilities, your environment and being able to think through practical plans of action. The session, which was half day, began with a test of the call out system, a tour of the Emergency Operations Center (EOC) and explanation of the City’s EOC process. The group moved to the Community Room where Red Cross representatives explained how they run and how we will work together in sheltering the public. Staff was provided an opportunity to view the Red Cross commissary truck and shelter trailer that would be used in during a disaster. In order to know how to help protect the public and each other, staff also learned about Active Shooters. Officer Vlad Andersen gave a meaningful talk, which included examples of situations to make it easier to understand. One of the situational scenarios included our after school sites. Thanks to this training, staff can be better prepared, aware and equipped for these stressful situations to serve the community. SENIOR SCAM LECTURE Unfortunately, there are many seniors in our community who continue to fall prey to scams in various forms. To bring awareness and prevent this from happening in the future, OASIS hosted a seminar entitled “Don’t Get Scammed!” on March 15 by Andi Quarry from NBPD. She provided information on what to look for, what to listen for, and how to respond to online inquires. Item V-C April 4, 2017 2 CRITICAL HOME REPAIRS FOR INCOME RESTRICTED SENIORS Staff had the opportunity to share information about our SHARP program with the Fire Department at their morning meetings. Kristen, with the Fire Department, felt it was worthwhile for the fire staff who see seniors struggling in the community to have information about a program that could be of help to them. We were very appreciative of this opportunity to spread the word. The Newport Beach SHARP Program is a collaboration between OASIS and Habitat for Humanity of Orange County. The program aims to help income-restricted seniors in need of critical home repair or modifications due to accessibility needs, safety concerns, health and wellbeing, or citation by Code Enforcement. Eligible participants must meet a list of requirements including but not limited to: a Newport Beach homeowner living in the home in need of repair, age 60 or older, income restricted, home repair is of critical nature. SEUSS’ BIRTHDAY On February 23, Marina Park preschool celebrated Dr. Seuss’ Birthday. With crafts, stories, and yummy treats. The students all enjoyed their morning and some had such a good time, they enrolled in the pre-school classes for March. SPORT AMENITY IMPROVEMENTS As the rain forecasts clear and youth sport seasons kick off, Recreation Staff worked to make the following improvements in City parks:  RSS Maintenance Staff replaced, sanded and painted 19 backstop boards at Bob Henry Park  Infields at Bonita Creek Park, Arroyo, CYC and Coastal Peak were repaired and prepped from heavy weather damage  Four Bonita Canyon Sports Park baseball field backstops and batting cages were repainted  New windscreens were installed on tennis court fencing at West Newport Tennis Court  Three tennis courts at San Joaquin Hills were resurfaced and re-striped  Arroyo Park outdoor basketball court was resurfaced and re-striped MBAC WELCOMES NEWPORT BEACH JUNIOR GUARDS The Marian Bergeson Aquatic Center opened its doors to be the host site for the Newport Beach Junior Lifeguard tryouts on March 5, 11, and 19. The tryouts always bring hundreds of excited families to the pool deck as they cheer on their Junior Lifeguard through their timed swim test. 3 MARINE PROTECTED AREA HIKES (MPA HIKES) The Natural Resources (NR) staff lead free hikes for the community once a month at the Little Corona tidepools during the lowest tide possible. These hikes are a fun way to spend time with family and friends while receiving a great workout out in nature and learnng about tidepools. Older kids enjoy the experience of climbing through a “cave-like” opening to move from one small beach to another. All hikes begin with meeting an NR staff member at the lifeguard tower on the Little Corona beach at the designated time and the group is led southeast toward Crystal Cove. Hikes are scheduled to begin at the lowest possible tide to enable access around the jutting rock outcroppings that line the approximate mile and a half of coastline stretch from Corona del Mar to Crystal Cove. The low tide also allows for great tidepool viewing along the way. As the hikers proceed, our NR staff member points out interesting biological facts as well as historical information about the area. If you are a serious tidepooler or photographer you may want to carry binoculars or a camera to preserve some memories from this beautiful trek. Check out the Newport Navigator for the next scheduled hike! We hope to see you out there! (This hike is a mid-level hike and not appropriate for young/small children). MOVIE IN MARINA PARK Save the date, Friday, April 7, Marina Park will be showing “Finding Dory” during Movie In Marina Park. Come out to this fun free community event with family and friends. Enjoy some time outside while playing games, activities and receiving free popcorn and candy. Food will be available for purchase.  Please bring lawn chairs, blanket or towels to sit on.  Parking will be free during the event. For any questions on this event or or for more information, please call 949- 270-8150. 4 RSS ATTENDS CALIFORNIA PARKS & RECREATION SOCIETY CONFERENCE Representatives from Recreation & Senior Services (RSS) attended the annual California Parks and Recreation Society (CPRS) conference on February 28-March 3 in Sacramento California. CPRS is an organization that provides education, networking, resources and is the public advocate for California park and recreation professionals. The statewide conference, held every March, provides RSS staff opportunities to improve their knowledge of park and recreation management, learn best practices, techniques, products and trends and network with other professionals across disciplines and regional boundaries. This year’s conference highlights included:  Recreation & Senior Services Department staff attended over 50 educational sessions covering topics such as conflict resolution, public-private partnerships, strategic planning and innovative staff trainings  Parks and recreation professionals marched to the state capitol building to share the message that “Parks Make Life Better!”, the CPRS banner slogan advocating our essential community service  Melissa Torres, Recreation Coordinator, presented “Toolbox for Effective Communication” during educational sessions  Leslie Hardy, Recreation Supervisor, presented “Senior Health & Wellness – Preparing for the Next Generation” during educational sessions  Anne Doughty, Department Assistant, was installed as Secretary for the Aging Section Board of Directors (state level) OASIS CELBRATES ST PADDY’S DAY On March 15, OASIS celebrated St. Patrick’s in the Evelyn Hart Event Center. Tickets were $5 and included corn beef, cabbage, green beer, and Irish tunes played by Dublin Up. There was no shortage of green and all of the guests were happy to celebrate this holiday early! 5 GROOMING THE FIELDS The Recreation & Senior Services Department recently purchased a new utility vehicle to assist with maintaining synthetic turf fields at Bonita Creek Park. The Toro Workman GTX Utility Vehicle is used to assist special events throughout the city and to sweep and groom the synthetic surface twice a week. Like a beach cleaning machine, the “sweeper” attachment helps pick up trash and debris, like the needles from the surrounding pines. The “groomer” redistributes and levels the rubber infill system, which in turn helps to straighten each blade of synthetic grass upright. This process makes for a superior playing surface each week and extends the life of the rug. MENTORING ACADEMY CONTINUES… On March 9, the Department’s Training Task Force Committee held the second class of four in the Mentoring Academy. The goal of the academy is to help prepare part- time staff to move up in their career in Recreation and Senior Services. This class, Speed Mentoring, was an opportunity for the part-time staff to have some one-on-one time with Supervisors and Managers in the department. The part-time staff was encouraged to come prepared with questions as they were given four minutes to meet with each mentor. Feedback from both part-time staff and mentors was very positive and everyone wished they could have had more time with each person. Not all of the staff gets to interact regularly and they enjoyed getting this one-on-one face time. RECREATION CONTRACT INSTRUCTORS CONTINUE TO FLOURISH Our Recreation & Senior Services programs continue to be in high demand, thanks largely to the talented group of contract instructors serving the community alongside our internal team. The donation will replace three Special Landmark (Myoporum) trees that failed during the recent storm and necessitated an emergency removal. DISCUSSION: City Council Policy B-17 establishes criteria for parks, facilities, and recreation program donations within the City. The policy is structured to establish a fair and uniform procedure for making gifts to the City, and to make the donation process easier for staff and donors. The City has received a donation request from Arbor Real Estate to donate three 24” box Myoporum trees at the West Jetty View Park. The cost of the donation will include the 10% maintenance fee required by Council Policy B-17. The donation request and proposed location were approved by the Municipal Operations Director. Since the value of the donation is greater than $1,000, the donation is eligible to receive dedicatory plaque. DISCUSSION: Sunset View Park is generally located at the northeast corner of Superior Avenue and West Coast Highway intersection in the West Newport community. There is an existing public parking lot at this location that primarily serves visitors to the beach and Sunset Ridge Park. The area between the existing parking lot and Sunset View Park is currently undeveloped. Refer to the attached exhibit for project location and proposed improvements. As part of the fiscal year 2016-2017 Capital Improvement Program, staff is exploring the feasibility of constructing pedestrian overcrossings, additional parking, and a recreational area. The intent of this conceptual project is to improve pedestrian access and vehicular circulation, increase parking, and develop a new recreational area. Buildout of the concepts could span over several years and multiple phases with the intent to fund this project through grants and other future funds. DISCUSSION: Staff recently inspected an Evergreen Pear tree located at 1961 Port Provence Place as a result of a tree removal request from the property owner Pamela Conner. The removal of the tree was requested due to damage to public property. The request was denied and Ms. Conner was informed of the City’s reforestation process. Pamela Conner met the procedural requirements for the reforestation request of the tree at 1961 Port Provence Place. Additionally, the Board of Directors of her legally established community association provided the attached resolution in support of the request. The Commission may either approve or deny the reforestation request. If approved by the Commission, there will be a one-for-one replacement, a 36” box Strawberry Tree, installed at the applicant’s cost.
