Brown Act. Among other things, the Brown Act requires that the Civil Service Board agenda be posted at least seventy-two (72) hours in advance of each regular meeting and that the public be allowed to comment on agenda items before the Board and items not on the agenda but are within the subject matter jurisdiction of the Civil Service Board. The Chair may limit public comments to a reasonable amount of time, generally three (3) minutes per person. The City of Newport Beach’s goal is to comply with the Americans with Disabilities Act (ADA) in all respects. CALL MEETING TO ORDER Chair Talbot called the meeting to order at 5:00 p.m. II. PUBLIC COMMENTS Jim Mosher noted the February minutes referred to a Social Services Supervisor, but he could not find such a position listed on the City's website. When he searched the City's website for the person's name, he found the job title to be Recreation Supervisor. The names of job positions and job descriptions should align. He further commented that the California Supreme Court issued a ruling stating any communication conducted on a personal cell phone concerning public business was subject to the Public Records Act. He assumed some revision would be needed to the City's employee handbook to incorporate the Supreme Court's ruling that any communication concerning public business should be copied to the public account. V. CONSENT CALENDAR A. APPROVAL OF CIVIL SERVICE BOARD MEETING MINUTES 1. APPROVE MINUTES FOR THE FEBRUARY 6, 2017, REGULAR MEETING. Motion made by Vice Chair Fesler, seconded by Board Member Sharon Wood, to waive the reading of the minutes, to approve the minutes with Mr. Mosher's correction, and to order filed. Motion carried. DraftMarch 6, 2017, NB Civil Service Board Minutes Page 2 of 6 In response to Vice Chair Fesler's question, Ms. Salvini advised that Social Services Supervisor was a working title for the position and was used to refer to the assignment the person is performing. AYES: Fesler, Grant, Talbot, D. Wood, S. Wood. NOES: None. ABSTAIN: None. ABSENT: None. VI. CURRENT BUSINESS A. ORAL REPORTS 1. CITY-WIDE AND HUMAN RESOURCES MATTERS – Barbara J. Salvini, Human Resources (HR) Director HR Director Barbara Salvini reported:  In January, the City held a Cyber Security training for employees and classes were filled to capacity. A second class was added for March 7, 2017.  HR Manager Rebecca Redyk and Senior Management Analyst Maggie Williams- Dalgart are attending the 19th Annual Public Sector Employment Law Conference on March 9 and 10 in Anaheim.  On March 16, two half-day workshops entitled The Power to Transform Relationships will be held for staff.  The City will be hosting a one-day Leadership Academy at Marina Park on both March 22 and 23. HR Specialist Marissa Sur and Administrative Assistant Traci Mackinen will be attending.  Participants in the spring 2017 Cal State Leadership Program will begin instruction on March 23.  HR Specialist Stephanie Godfrey will be taking maternity leave beginning Wednesday. A temporary Department Assistant, Tosha Sanchez, will be filling in for her. In reply to Board Member Doug Wood's question, Ms. Salvini indicated Ms. Sanchez was a part-time City employee. In response to Chair Talbot's inquiry, Ms. Salvini stated the only set date for a future Cyber Security class was the following day, March 7. FIRE DEPARTMENT MATTERS – Jeff Boyles, Acting Assistant Fire Chief Acting Assistant Chief Boyles reported:  The Fire Department's call load increased by 53 percent because of the recent storm. The Fire Department had an additional 21 investigations and fire alarm responses, 11 power line problems, 2 swift water rescue responses, and a cardiac arrest.  The prior week, Acting Fire Chief Chip Duncan, Fire Battalion Chief Justin Carr, and Acting Assistant Chief Boyles participated in Dr. Seuss Day at Newport Elementary School and read to some of the students.  The American Legion is hosting its annual Firefighter of the Year and Lifeguard of the Year dinner on March 6, 2017. Aside from Newport Beach, Costa Mesa, the Coast Guard, the Sheriff’s Department and Huntington Beach are also going to attend.  Several Fire staff participated in the blood drive the prior week.  Spring 2017 CERT classes are underway and were held at Station 7 on Thursday, March 2 and Saturday, March 4.  In February, the Fire Department responded to 884 calls. Of those calls, 646 were medical aid dispatches and 478 were transports to the hospital.  Lifeguards had a total of 1,619 incidents, including animal calls, public assists, boat calls, enforcements, medical aid, preventative actions, and rescues.  Lifeguard Captain Skeeter Leeper, Lifeguard Officer Andy Matsuyama and Lifeguard Captain Brian O'Rourke rescued two novice surfers in distress near the Newport Pier.  On Saturday, March 4, the City held its annual lifeguards tryouts for 90 applicants. They completed a 1,000-meter swim and a Run-Swim-Run exercise.  Colleen Gill, Administrative Assistant to the Fire Chief, will be retiring on Friday, March 9, 2017. She has been with the Fire Department for 19 years.  The Fire Operations 101 class was held February 25. Council Member Herdman, Civil Service Board Member Robyn Grant, Community Development Director Kim Brandt, City Manager Dave Kiff, and Civil Service Board Member Sharon Wood participated. Photos taken during the class were shared with the Civil Service Board and members of the public. DraftMarch 6, 2017, NB Civil Service Board Minutes Page 4 of 6 In response to Board Member Sharon Wood's question, Acting Assistant Chief Boyles relayed that animal incidents usually related to lost, stray, and/or injured animals. Recent incidents include an injured seal, a half-eaten bat ray, and fishing wire wrapped around a seagull's neck. The public calls lifeguards, and then lifeguards respond and call animal control. Vice Chair Fesler encouraged the Fire Department and Police Department to consider posting more items to their Facebook page because it is great publicity and demonstrates safety personnel's contributions to the betterment of the community. In reply to Chair Talbot's inquiries, Acting Assistant Chief Boyles stated a car was not burned during the Fire Operations 101 class. A more efficient wooden structure was used. Acting Assistant Chief Boyles further clarified to Chair Talbot that the rescue of the surfers occurred a couple of weeks ago. Board Member Sharon Wood thanked everyone for their assistance and support during the Fire Operations 101 class. It is a good program to learn exactly how firefighters work. 3. POLICE DEPARTMENT MATTERS – Jonathan Stafford, Deputy Director of Police Services Deputy Director Jonathan Stafford reported:  The prior Friday, Police staff attended a memorial service in Downey for Whittier Police Officer Keith Boyer who was killed in the line of duty.  On February 20, Police staff attended the Police Explorer graduation at the Orange County Sheriff's Academy. Two Newport Beach Explorers graduated at that time.  Board Members were invited to attend the Police Appreciation Breakfast on March 29, 7:15 a.m., at the Newport Beach Hyatt Regency.  Two recruits are scheduled to begin the Pre-Police Academy on March 13.  Community Service Officer and Dispatcher hiring processes are underway with interviews scheduled in March.  CAD events totaled 6,913 in February 2017, a decrease from January 2017 events of 8,172 and from February 2016 events of 7,984. The decrease in February 2016 events may be related to the recent rainy weather.  Through March 1, 2017, Part I crimes are down 5.4 percent, or 19 crimes. DraftMarch 6, 2017, NB Civil Service Board Minutes Page 5 of 6  The Mobile Computer Terminal (MCT) replacement is almost complete. The Dell tablet, which is built for military, is rugged, can be removed, and used outside police vehicles. They currently have a total of 64 devices. In reply to Vice Chair Fesler's question, Deputy Director Jonathan Stafford advised that forms and documents available at the police station are also available on the tablets. In response to Chair Talbot's inquiry, Deputy Director Jonathan Stafford indicated data entered on tablets is sent to a central server. Police officers can run license plates and individual's names, receive and send calls for service and information, and write reports from tablets. VII. CIVIL SERVICE BOARD ANNOUNCEMENTS OR MATTERS WHICH MEMBERS WOULD LIKE PLACED ON A FUTURE AGENDA FOR DISCUSSION, ACTION OR REPORT (NON-DISCUSSION ITEM) In response to Board Member Doug Wood's question, Ms. Salvini reported the City had a policy for cell phone usage. After the recent California Supreme Court ruling, Staff would review it with the City Attorney to ensure compliance with directives from the court case and to update City policy, if needed. Board Member Grant appreciated receiving notice of emails sent to the government email address. In reply to Vice Chair Fesler's inquiries, Ms. Salvini clarified that reviewing City policy was to ensure it provides employees with notice that use of personal devices for business purposes could result in personal devices being inspected in the event of litigation. She believes City policy currently complies with the ruling. The City provides cell phones to some employees. Some employees receive a phone stipend to supplement their personal device. Chair Talbot relayed Public Information Manager Tara Finnigan's request for one or more Board Members to attend the Women in Newport Networking (WiNN) forum on March 16. Chair Talbot, Vice Chair Fesler, and Board Member Sharon Wood indicated they planned to attend. Board Member Grant indicated that she is on the WiNN board and therefore will be at the event. Chair Talbot suggested inviting former Board Members to fill three extra seats at the Police Appreciation Breakfast on March 29. Board Members concurred. Vice Chair Fesler indicated that staff could also be invited if former Board Members could not attend. VI.
