The Civil Service Board meeting is subject to the Ralph M. Brown Act. Among other things, the Brown Act requires that the Civil
Service Board agenda be posted at least seventy-two (72) hours in advance of each regular meeting and that the public be allowed
to comment on agenda items before the Board and items not on the agenda but are within the subject matter jurisdiction of the
Civil Service Board. The Chair may limit public comments to a reasonable amount of time, generally three (3) minutes per person.
The City of Newport Beach’s goal is to comply with the Americans with Disabilities Act (ADA) in all respects. If, as an attendee or a
participant at this meeting, you will need special assistance beyond what is normally provided, we will attempt to accommodate

Motion made by Board Member D. Wood, seconded by Vice Chair Fesler, to approve the Minutes for the March 6, 2017, regular meeting as presented. Motion carried.

A. ORAL REPORTS
1. CITY-WIDE AND HUMAN RESOURCES MATTERS – Rebecca Redyk, HR
Manager
HR Manager Rebecca Redyk reported:
Recruitment for the position of Fire Chief is open to City employees only until
Monday, April 10.
Microsoft Outlook, Intermediate Word, Intermediate Excel, and Intermediate
PowerPoint classes for City employees are scheduled for April 18 and May 2.
The City is accepting applications for the 2017 Ackerman Scholarship. Six
$700 scholarships are available to children residing in Newport Beach and
children of regular, full-time City employees. The deadline to apply is April 28.
The first Toastmasters meeting of the Employees of Newport Beach Charter
Club will be held April 6. To become a member, employees must commit to attending two meetings per month on the first and third Thursdays of each
month during the lunch hour.
On April 4, HR Director Barbara Salvini, HR Manager Sheri Anderson, Deputy
City Attorney Andy Maiorano, Senior Analyst Maggie Williams-Dalgart, will attend an all-day workshop on Advanced Investigations of Workplace
Complaints hosted by the City of Buena Park.
In response to Board Member Grant's questions, Ms. Redyk advised that recruitment for Fire Chief opened a few hours prior to the meeting and only current City of Newport
Beach employees can apply.
In reply to Chair Talbot, Ms. Redyk noted she would relay his request for a summary
report of the Investigations of Workplace Complaints workshop to Ms. Salvini.
2. FIRE DEPARTMENT MATTERS – Chip Duncan, Acting Fire Chief
Acting Fire Chief Duncan reported:
Fire staff will begin wildland training soon which includes drills on different types
of rope rescue, low angle rescue in brush or high angle rescue on high rises.
The First Annual Public Safety Challenge was held between the Newport
Beach Fire, Lifeguards, and Police Department. The Police Department won
the race, and the Lifeguards won the sand castle building contest.

Two CERT classes were held with 32 participants completing the CERT
training program. The next CERT classes are scheduled to begin in late
September. Information is available on the City website.
Marilyn Broughton, a CERT volunteer, passed away unexpectedly. A memorial
celebration is scheduled for April 28 at Calvary Chapel in Tustin. Ms.
Broughton was very active in the community.
In March 2017, EMS responded to 949 dispatches, 546 of which were
transports to the hospital. There have been 37 Trauma Intervention Program
(TIP) activations since its inception in October 2016. The average response
time is 22 minutes.
Fire staff are participating in the Senior Housing Assistance Repair Program
through the OASIS Senior Center. The program provides assistance to low-
income seniors needing home repairs and modifications related to access and
safety issues.
A Critical Incident Stress Management (CISM) Program was developed to
address mental well-being of our public safety personnel. Some of our Fire staff
received peer counselor training. Professionals are called in as needed. EMS
Division Chief Thompson has been instrumental in starting the program.
On March 9, two off-duty lifeguards, Alexander Brandt and Dan Moody,
responded to a surfer floating face down in the water. They began CPR while
awaiting Fire and Police aid. The patient was awake and breathing on his own
when transported to the hospital.
Newport Beach paramedics are training to be certified instructors and will offer
American Heart Association CPR classes for all City employees in the coming
months.
The Federal Court dismissed AmeriCare's lawsuit against the City. AmeriCare
challenged the City's right to be the exclusive provider of ambulance services
in the City.
The annual Newport Beach Seasonal Lifeguard tryouts were held on March 4,
with 60 applicants participating in a 1,000-meter swim and a 1,000-meter run-
swim-run exercise. After interviews and background checks, 25 candidates
have been invited to participate in the Basic Lifeguard Academy that begins on
April 12.

March 19 was the last swim test for the Junior Lifeguard program, and 1,430
participants passed the test.
In reply to Board Member S. Wood's questions, Acting Fire Chief Duncan explained
that Fire personnel identify problems applicable to the Senior Housing Assistance
Repair Program while responding to calls and report them to OASIS staff, who assigns
someone to address concerns. Services are provided at no cost to senior
homeowners.
In response to Vice Chair Fesler's inquiries, EMS Division Chief Kristin Thompson
advised that CISM peer counseling contractors are professional behavioral health
specialists. Contractors provided peer support training for police, fire, and lifeguard
personnel from seven jurisdictions over a three-day period in March.
Board Member Grant recognized the City Attorney's Office for its work in obtaining the
dismissal of AmeriCare's lawsuit.
3. POLICE DEPARTMENT MATTERS – Jonathan Stafford, Deputy Director of
Police Services
Deputy Director Jonathan Stafford reported:
Many Board Members and City staff attended the Police Appreciation Breakfast
held on Wednesday, March 29. The Police Department is very proud of all the
officers recognized at the breakfast. A video of the event is available through
the Police Department's website and Facebook page.
The Police Department's Baker to Vegas running team recorded its 13th
consecutive win in the 150 Division and placed 16th out of 250-plus teams.
Sandy Meadows, a founding volunteer, reached 8,000 hours of service, and
Joel Gerson reached 4,000 hours of service.
Volunteer Dotty McDonald received an award for public service from the
County of Orange at the Women in Newport Networking event.
Police officers are using focused patrols to apprehend burglars. Keys to
success are data-driven policing, beat knowledge, and information sharing.
Two recruits are currently in the Policy Academy and doing well. Two
additional recruits were given conditional job offers and are in the final stages
of the hiring process.

One Community Service Officer (CSO) recently retired, and one will be going
to the Police Academy.
Calls for service in March 2017 totaled 8,322, an increase over February 2017
and a decrease over March 2016.
Part I crime decreased by 38 crimes through March 28, 2017. Drivers are
decreases in auto burglaries, bike thefts, and petty thefts.
The in-car computer project is mostly complete and receiving positive reviews.
The Police Department's next technology project is a Mobile Video System
(MVS), which will provide significant improvements over the existing system
including increased field of view, crisp HD video, HD audio with noise
cancellation, and its smaller size. The video can be shared with the District
Attorney’s office and therefore DVDs will no longer be needed.
In reply to Vice Chair Fesler's question regarding issues with the new parking payment stands, Deputy Director Stafford will contact the Revenue Division staff, which handle
the parking garage payment system, and report back via email.
Board Member Grant commended the recent Neighborhood Watch information event and noted the turnout was excellent. She noted the recent death of K-9 Officer Elko
and offered condolences to his handler, Officer Roland Stucken. She further
commented that the Chamber of Commerce did an amazing job hosting the Police
Appreciation Breakfast.
In response to Chair Talbot's inquiry, Deputy Director Stafford reported the National
Highway Traffic Safety Administration provided education and funds for patrols during
Distracted Driver Awareness Month.
