Brown Act. Among other things, the Brown Act requires that the special meeting City Arts Commission agenda be posted at least seventy-two (72) hours in advance of the meeting and that the public be allowed to comment on agenda items before the Commission and items not on the agenda but are within the subject matter jurisdiction of the City Arts Commission. The Chair may limit public comments to a reasonable amount of time, generally three (3) minutes per person. CALL MEETING TO ORDER – 5:01 P.M. II. NOTICE TO THE PUBLIC IV. PUBLIC COMMENTS None. V. CONSENT CALENDAR A. Approval of Minutes of the April 13, 2017 City Arts Commission Meeting 1. Draft of 04/13/2017 Minutes Commissioner Greer clarified her comments on page 5, paragraph 12. She was suggesting the donor form could be utilized during the summer to raise money for all the arts programming if adopted by the Newport Beach Arts Foundation. The timeline was relative to the donor form, June through September. Commissioner Logan requested "Commissioner Logan was pleased with Vice Chair Kerr's proposals and the logic of those proposals" on page 5 be amended to "Commissioner Logan thanked Vice Chair Kerr." She recalled Library Services Director Hetherton advising the Commission that the Ronald Reagan statue was intended to be permanently installed at the Civic Center. Commissioner Greer reported the Art in Public Places subcommittee is composed of herself, Commissioner Logan, and Commissioner Van Bergh. However, the Newport Beach Art Exhibition group is composed of Commissioner Greer, Commissioner Logan, and Commissioner Chang. Motion made by Commissioner Greer, seconded by Commissioner Logan, and carried (6-0-0-1) to approve the draft Minutes for the meeting of April 13, 2017 as amended. AYES: Selich, Kerr, Bendetti, Chang, Greer, Logan NOES: None ABSTENTIONS: None ABSENT: Chang, Van Bergh Commissioner Logan noted some comments in the Minutes were attributed to the incorrect Commissioner. B. Consent Calendar Items 2. Financial Report - Review of financial information. Library Services Director Hetherton reported sufficient funds are available for the juried art show. Fewer funds are being spent on the program because of other funding priorities during the fiscal year, but the event should still be nice. In response to Chair Selich's question, Library Services Director Hetherton preferred the Cows4Camp people handle the silent auction. The exhibit will remain until June 30th. In reply to Commissioner Chang's question, Library Services Director Hetherton indicated funds are not available for a photographer at the Art Exhibition. Perhaps the City Arts Commission could approach the Arts Foundation about funding a photographer or music. Commissioner Greer added that photographs taken during the Art Exhibition will be used in future marketing efforts. If photographs are not taken, then they would lose the opportunity to show people what they do. Commissioner Greer agreed to approach the Arts Foundation about funding a photographer for the Art Exhibition. In response to Commissioner Chang's questions, Library Services Director Hetherton stated $2,200 is budgeted for catering during the Art Exhibition. That amount will provide wine, beer, pretzels, cheese, and crackers. Attendees will have to pay for wine at the event. The Arts Foundation raised $23,000 for the 2016 Pacific Symphony concert. Those funds may be applied to this year's concert. Visit Newport Beach's $10,000 donation was used to pay for insurance, police officers, security guards, the after party, and catering for last year's Pacific Symphony concert. The after party probably cost less than $5,000. Funding for the Pacific Symphony concert was higher than funding for Concerts on the Green because more people attended and there were more expenses and higher expenses. Chair Selich added that the reception was held for donors who gave a certain amount of money. Commissioner Chang was not comfortable with using City funds to pay for a private event. Library Services Director Hetherton reported typically taxpayer funds are not used to host a private event. Newport Beach City Arts Commission Regular Meeting Minutes May 11, 2017 Page 3 3 Chair Selich suggested agendizing a discussion of the funding structure of the Pacific Symphony concert at the next meeting. Library Services Director Hetherton noted some donations for Pacific Symphony were received after the event. Commissioner Greer suggested the Performing Arts Subcommittee hold a discussion. 3. Cultural Arts Activities - Monthly review of cultural arts activities from the Library Administrative Office for upcoming Library and City arts events and services. Motion made by Commissioner Greer, seconded by Commissioner Logan, and carried (6- 0-0-1) to approve the Consent Calendar. AYES: Selich, Kerr, Bendetti, Chang, Greer, Logan NOES: None ABSTENTIONS: None ABSENT: Van Bergh VI. CURRENT BUSINESS A. Items for Review and Possible Action 4. Timeline for 2017 Sculpture Exhibition in Civic Center Park – Staff presents the timeline for Phase III developed by Arts Orange County for review. Library Services Director Hetherton advised that on May 19 the Art in Public Places Subcommittee is meeting with Arts Orange County to talk about the timeline for Phase III of the Sculpture Garden. The outline of tasks contains some benchmarks. He will send Commissioners an email containing important meeting dates. The public will be able to view submissions online and provide comments. Arts Orange County has committed to providing updates at City Arts Commission meetings. Commissioner Greer was excited about the kick-off meeting for the artist call, which will be a new event. Vice Chair Kerr reiterated his suggestion at a previous meeting for the City Arts Commission to discuss a two-year rotation schedule for sculptures. Chair Selich remarked that information for the artist call needs to include language about artists using materials that can withstand being in the weather. In response to Vice Chair Kerr's questions, Library Services Director Hetherton advised that Phase III will be installed in October 2017 and de-installed in August 2019. Phase IV will be installed in August 2018 and de-installed in August 2020. Under a two-year rotation, Phases III and IV would extend for three years. There will be no sculptures between approximately August and October 2017 when the current ten pieces are de- installed. Newport Beach City Arts Commission Regular Meeting Minutes May 11, 2017 Page 4 4 Vice Chair Kerr questioned whether expanding Phases III and IV to three years would be a logical move in order to reduce expenses. Library Services Director Hetherton advised that artists would have to agree to the loan period. Chair Selich suggested referring the question to the Art in Public Places Subcommittee for discussion. 5. Placement of Ronald Reagan Statue – Staff recommends that the Art in Public Places Ad Hoc Subcommittee, in collaboration with sculptor Miriam Baker, determine an appropriate site in Civic Center Park to place the Ronald Regan Sculpture. Chair Selich requested this item be tabled. Motion made by Commissioner Greer, seconded by Commissioner Logan, and carried (6- 0-0-1) to table discussion of placement of the Ronald Reagan statue. Art in Public Places Ad Hoc Subcommittee – Commissioner Arlene Greer, Commissioner Caroline Logan, Commissioner Jennifer Van Bergh Commissioner Greer reported the subcommittee finalized the venue for the Newport Beach Art Exhibition. Approximately 50 submissions have been received. The deadline for submissions is currently May 26, but it will probably be extended. All Commissioners are requested to help with check-in of artists. The Newport Beach Arts Foundation will help with volunteer work. 7. Performing Arts Ad Hoc Subcommittee – Commissioner Michelle Bendetti, Commissioner Arlene Greer, Commissioner Judy Chang Commissioner Bendetti had attended a Flashback Heart Attack performance the prior weekend. They will provide nice, diverse entertainment. Flashback Heart Attack's performance is scheduled for July 9 and Pacific Symphony for July 16. 8. Marketing & Communications Ad Hoc Subcommittee - Commissioner Michelle Bendetti, Commissioner Lynn Selich Chair Selich indicated the subcommittee will be working on the Cows4Camp exhibit and the Pacific Symphony concert. Commissioner Greer requested Commissioners speak to clubs and organizations about upcoming arts events. Newport Beach City Arts Commission Regular Meeting Minutes May 11, 2017 Page 5 5 In reply to Commissioner Chang's inquiry, Assistant City Manager Jacobs advised that approximately 200 people follow Cultural Arts on Instagram, 600 people on Facebook, and 90 on Twitter. Chair Selich reported the 2017-2018 fiscal year budget includes funding for an administration/fundraising position. The budget will be presented to the Council on May 23 for approval. In response to Commissioner Chang's question, Library Services Director Hetherton indicated Visit Newport Beach funds will pay for the staffing position. This position will work with the Arts Foundation regarding fundraising. Commissioner Chang supported initiating an arts manager position, but she was not sure the position should support fundraising. Assistant City Manager Jacobs suggested staff provide the Commission with a scope of services for the position for discussion prior to releasing the Request for Proposals. Commissioners reported they could not access or were not aware of their City email accounts. 9. Government Relations Ad Hoc Subcommittee - Commissioner Lynn Selich, Commissioner Michael Kerr, Commissioner Jennifer Van Bergh This item was combined with Item 10. 10. Finance Ad Hoc Subcommittee - Commissioner Michael Kerr, Commissioner Jennifer Van Bergh, Commissioner Lynn Selich Vice Chair Kerr reported an email was sent to Commissioners proposing the creation of a board of trustees to supplement the Arts Foundation and requesting the names of people who might want to join the board of trustees. Several Council Members have informally contacted him to endorse and support the concept. The trustees would be responsible for writing checks and overseeing the staff person's fundraising efforts. Trustees would create their own structure, determine minimum financial obligations, and determine levels of recognition and rewards for donations. A number of people have expressed interest in discussing this. The trustees could host a signature event to recruit members and to promote internal cohesion. The Arts Foundation and the trustees could meet annually with the City Arts Commission to brainstorm arts programming. The Arts Foundation could create a broad-based membership concept with the board of trustees organizing and governing membership. If trustees are successful in raising a significant amount of money, he proposed a Memorandum of Understanding with the City Council regarding the disposition of funds raised by the trustees. Next steps include additional discussion of the concept, obtaining approval, and then soliciting members for the board of trustees. The inaugural board could be composed of four to eight people. He suggested holding a reception for prospective trustees or those wanting more information at the Pacific Symphony concert. Newport Beach City Arts Commission Regular Meeting Minutes May 11, 2017 Page 6 6 Commissioner Chang expressed concern about using taxpayer funds to hire an Arts Foundation fundraiser. Hiring an arts manager to handle programming could encourage people to donate. Vice Chair Kerr explained that funding for the position would be budgeted in the first year. After the first year, the position should raise sufficient funds to pay for itself and programming. The position could be 20 percent administrative and 80 percent fundraising. The City Council has asked the City Arts Commission to increase the level of private support for the arts. Commissioner Chang noted substantial funds were raised through email blasts. Those could continue four times a year. Vice Chair Kerr clarified that funds raised through email blasts were relatively small. Four email blasts a year would likely result in diminishing donations. The Arts Foundation needs a person dedicated to fundraising. In reply to Commissioner Chang's questions, Library Services Director Hetherton explained that the $23,000 was placed in the donation account and will be used to supplement the cost of this year's Pacific Symphony concert. The proposed program budget totals $95,000, of which $35,000 is planned for regular programming and $60,000 for the Pacific Symphony concert. That $60,000 could be comprised of Visit Newport Beach funds and donations. Vice Chair Kerr clarified that the budget is composed of revenues and expenses without allocations for specific events. Library Services Director Hetherton reported the $23,000 was donated for the Pacific Symphony concert and could not be used for other programming. Commissioner Chang recalled that the email asked for donations to support the arts, not specifically Pacific Symphony. She wanted to understand how the City Arts Commission could budget so much money for one event while reducing funds for another event. Chair Selich reminded Commissioners that the City Arts Commission discussed and approved programming and a budget for the year. Commissioner Greer suggested each subcommittee submit a list of programs and costs for the City Arts Commission's use in preparing a budget. A wider variety of programming will attract more donations. Commissioner Chang felt funding should be spread among each of the arts, not one major event. Library Services Director Hetherton indicated $60,000 will be dedicated to the Pacific Symphony concert. That $60,000 is mostly comprised of $23,000 in donations from last summer and the remainder from Visit Newport Beach funds. Commissioner Logan reported the Sister City program could be added to the 2014 stone in the McFadden Square Timeline. In 2014, the City celebrated the 30th anniversary of its association with Sister City Okazaki. She would look into anniversary celebrations for Sister Cities Antibes and Ensenada. CITY ARTS COMMISSION ANNOUNCEMENTS OR MATTERS WHICH MEMBERS WOULD LIKE PLACED ON A FUTURE AGENDA FOR DISCUSSION, ACTION OR REPORT (NON-DISCUSSION ITEM) Commissioner Chang requested agenda items regarding funds for the Arts Foundation staff position, more clarification of the City Arts Commission's budget, and the return on investment of Cultural Arts Grants. Commissioner Greer requested a City Arts Commission Retreat. VIII. PUBLIC COMMENTS ON NON-AGENDA ITEMS Jim Mosher remarked that documents relevant to the agenda should be made available to the public. He suggested a four-year tenure with a rotation of two years for the Sculpture Garden. The City Arts Commission should remind the City Council of the City Arts Commission's duty to make recommendations to the City Council regarding arts and culture within the City. The proper question is not where the Ronald Reagan statue should be placed but whether it should be moved. IX. ADJOURNMENT – 6:26 P.M. The Friends Room was filled to capacity for this engaging talk that also included Mr. Lam’s parents, Lee Cheong Kwong and Lee So Ching. “Of all places my parents could have immigrated to in America, thank God they chose Balboa Island, right?” So says Wing Lam, perhaps best known as the co-founder of Wahoo’s Fish Taco restaurant chain. The incredible story of the Lee family spans over half a century and across half the globe. Their journey begins in Mainland China and winds its way to Hong Kong, Tokyo, Brazil, and finally to Balboa Island, where they open the first Chinese restaurant in the area, Shanghai Pine Garden. Their story is filled with hardship and challenges that most of us could not even imagine. Yet through it all, their passion for life and love of family resulted in a perpetual joy that radiates to all who come into their presence. Wing, the third of five sons, was born in Sao Paulo, Brazil, and moved to California as a teenager in 1975. He didn’t speak English and was one of the only Asian children at his school in Costa Mesa. Like his parents, he overcame these challenges and with two of his brothers went on to open Wahoo’s Fish Taco, which today is one of Orange County’s iconic restaurant brands. The lecture was preceded by a reception in the Bamboo Courtyard at 6pm. This free lecture was presented by the Balboa Island Museum and Historical Society thanks to a cultural arts grant from the Newport Beach City Arts Commission. 2 of 2 Backhausdance On Saturday, May 20 on the Civic Green, at 2 p.m., Backhausdance presented an engaging, athletic and entertaining outdoor performance for the community to enjoy. In addition to two repertory works, this critically-acclaimed Orange County contemporary dance company introduced a new dance specifically created for the Civic Center venue by Artistic Director Jennifer Backhaus. Funding for the event was provided by the City Arts Commission through a Cultural Arts grant. The proposed budget includes the following: 1. An increase of $60,000 in the Programming budget for a concert by the Pacific Symphony tentatively scheduled for July 16, 2017; 2. An increase of $100,000 in the Professional and Technical Services budget for a contract employee who will solicit funds from the public and assist the Newport Beach Arts Foundation plan or manage a fundraising campaign. DISCUSSION: In early 2017, Vice Chair Kerr, as a member of both the Finance Ad Hoc Subcommittee and the Government Relations Ad Hoc Subcommittee, arranged individual meetings with members of the Newport Beach City Council to discuss arts funding. Vice Chair Kerr, informed by the City Council directive to increase private support of the arts in Newport Beach, advocated on behalf of City arts. Chair Selich and Vice Chair Kerr also made a formal presentation and request for funding at the April 11, 2017 City Council study session. The City Arts Commission leadership made the following recommendations: 1. City Council should approve Phase III of the Sculpture Exhibition in Civic Center Park which will then become a focal point for private fundraising; 2. City Council should again provide funding for a Pacific Symphony concert on the Civic Green, which will also provide an opportunity to demonstrate community advocacy for the event through private fundraising; 3. City Council should fund, for a 2-year period, a contract for a fundraiser who will work with a revamped Newport Beach Arts Foundation board to develop and cultivate private support for the arts in Newport Beach. The proposed City Arts Commission budget for fiscal year 2017/18 (ATTACHMENT A) shows increased funding for contract services, with $40,000 that is typically allocated to Professional and Technical Services augmented with an additional $100,000 allocated towards a contract fundraiser. The Programming budget is increased from $35,000 in fiscal year 2016/17 to $95,000 in 2017/18. This increase of $60,000 is intended for staging a Pacific Symphony concert and related activities on July 16, 2017 in the Civic Green. The proposed budget, which totals $291,498, is increased 37.7% from fiscal year 2016/17. This figure does not include the $155,731 City Council allocated for Phase III of the Sculpture Exhibition in Civic Center Park. The Finance Ad Hoc Subcommittee suggests that the proposed budget supports City Arts Commission programming, addresses City Council’s direction to cultivate private funds for City arts, and assists the Newport Beach Arts Foundation in raising funds to support and expand future programming. DISCUSSION: The Finance Ad Hoc Subcommittee, in response to City Council direction to cultivate private funds for City arts, has a proposal to assist the Newport Beach Arts Foundation in raising funds to support and expand future City Arts Commission programming. PROPOSAL OVERVIEW: The purpose of the Newport Beach Arts Foundation is to provide financial support for arts and culture programming in the City of Newport Beach as recommended by the City Arts Commission for approval by the City Council. To assist the Arts Foundation in this task, the Newport Beach City Council and the City Arts Commission propose establishing a Board of Trustees for the Foundation. In addition to its primary fundraising mission, the Board of Trustees will also assist the City Arts Commission in formulating plans for future arts initiatives and programming, as well as advocate for arts and culture in Newport Beach and within their appropriate sphere of influence. The Board of Trustees will be comprised of members who represent various mediums and art interests (performing, visual, cultural, culinary, etc.). Each Trustee would also be encouraged to solicit new Arts Foundation members and Trustee candidates throughout the year. It is anticipated that the Board of Trustees will host an annual signature event (gala, golf tourney, et al) with the following criteria and goals: to create social cohesion and enthusiasm for the arts and culture in Newport Beach; to be fun and engaging; to be used as a recruiting mechanism; and to ultimately reinforce positive outcomes and experiences associated with membership and fundraising on behalf of the Arts Foundation. In addition, Trustees will be asked to participate in an annual programming and fundraising brainstorming session with the City Arts Commission. 2 of 2 The Finance Ad Hoc Subcommittee proposes that the Board of Trustees will be a self-starting and self- regulated organization that will be assisted by a development and operations staff person who will adhere to the Arts Foundation by-laws and assist in the mission and fundraising goals. The Trustees will establish a minimum financial obligation for membership, as well as other rules they deem appropriate. The Trustees will establish and encourage broad-based community membership in the Arts Foundation with participation at various levels of support and recognition. The existing Newport Beach Arts Foundation members will continue with their current activities through their membership in an “Arts in Action” Board. Existing Arts Foundation members will be welcome to join the Board of Trustees, should they so choose. The Arts Foundation will then execute a Memorandum of Understanding (MOU) with the Newport Beach City Arts Commission to indicate an intended common line of action. Vice Chair Kerr has presented this plan to representatives of the Newport Beach Arts Foundation, who have agreed to bring the proposal to the present Newport Beach Arts Foundation Board. DISCUSSION: Recap of 2016 Concert: At the April 2016 regular meeting, Staff recommended that the City Arts Commission seek City Council approval for a performance by the Pacific Symphony on the Civic Green on Sunday, August 14, 2016. Staff recommended a request to City Council of $60,000 to fund the concert. In addition to the $50,000 performance fee, staff recommended that the City Arts Commission request an additional $10,000 to host a post-concert reception in the Civic Center Community Room. Staff requested that the City Arts Commission use the reception to promote and raise funds for the Newport Beach Arts Foundation. The City Arts Commission approved the plan. A motion was made by Commissioner Selich and seconded by Chair Greer, and carried (6-0-1-0) to approve the performance by the Pacific Symphony on August 14, 2016. Support of the motion was as follows: AYES: Commissioners Chang, Goldberg, Greer, Logan, Smith, Selich. NOES: None ABSTENTIONS: Commissioner Kerr. ABSENT: None The City Manager presented the request to City Council as a budget check list item at the May 24, 2016 regular meeting. City Council approved this proposed change to the budget at the June 14, 2016 regular meeting. While the City Arts Commission asked that funds from the Balboa Performing Arts Theater Foundation be utilized for the event, Visit Newport Beach (VNB) funds were transferred to the City Arts Commission’s programming budget to pay for the concert. In preparation for the event, staff worked with Chair Greer, Vice Chair Selich, and Commissioner Kerr to plan and promote the event and to advise the Newport Beach Arts Foundation in the fundraising effort. Staff created an online donation form which was disseminated in the Cultural Arts email newsletter (ATTACHMENT A). The Newport Beach Arts Foundation was able to raise $18,300 which they donated to the City to help defray the cost of the event. 2 of 3 Staff erroneously reported that $23,800.00 was raised for the event. This is a result from an error in Accounts Payable. A check for $4,500 was mistakenly sent to the Newport Beach Arts Foundation. The check should have been sent to the Pacific Symphony as their Cultural Art Grant, approved by the City Arts Commission in October 2016. Instead, the check was sent to the Newport Beach Arts Foundation, who then deposited the funds and issued a check to the City which included these funds. In April 2017 the error was discovered and a check for $4,500 was sent to the Pacific Symphony for their City Arts Commission approved grant activity. Staff did not exceed budget in staging the event. The 2016 concert was well attended, with a crowd estimated at 5,000 attendees. The event drew a favorable response from the community and served as an appropriate vehicle to demonstrate community advocacy in the form of private fundraising. 2017 Concert: The proposed Cultural Arts budget includes an additional $60,000 in the programming budget for a second concert by the Pacific Symphony. VNB is again the source of these funds. VNB funds are a portion of the Transient Occupancy Tax used for public benefit funding. Commencing in June 2014, VNB contributes $150,000.00 annually to the City of Newport Beach for expenditure programs or activities (e.g., public art, cultural and promotional activities, beautification projects, etc.) that benefit the public, as determined by the City Council, whose approval is required to expend these funds. 3 of 3 The Pacific Symphony has reserved Sunday, July 16, 2017 for the performance. As in 2016, the Pacific Symphony will also provide activities to engage younger concertgoers in the form of the interactive Musical Playground. The Pacific Symphony concert, along with the Sculpture Exhibition in Civic Park, has been identified by the Newport Beach Arts Foundation and the Finance Ad Hoc Subcommittee as a flagship event that can be used to encourage private fundraising and designated gifts. In past years, the City Arts Commission has granted back a portion of the Cultural Arts Grants budget to fund its own programming. For FY 2016/17, staff recommended that that the City Arts Commission grant the full $40,000 to eligible arts organizations, in order to increase the variety and quality of City- sponsored cultural opportunities. In 2016, the City Arts Commission used a matrix to identify worthy organizations. Criteria were as follows: whether the proposed program occurs in Newport Beach; the number of people served; the aesthetic quality of the proposed program; the program’s reflection upon Newport Beach; cost effectiveness; the participation of Newport Beach residents in the organization; and the availability of matching funds. Commissioners who have a potential conflict of interest are asked to recuse themselves from the discussion. DISCUSSION: McFadden Square is a public art project situated at the Newport Pier. In 2006, Newport Beach-based landscape architectural design firm Peridian International, in collaboration with the City Arts Commission, centered the design of the project around a labyrinth, including a walking path that traces the 100-year history of Newport Beach with markers of significant events surrounded by benches. The focal point of the project is a bronze sphere sculpture depicting natural scenes of the community, commemorating the heritage of Newport Beach, and recognizing Centennial sponsors and community donors. The chronology of the City on the path has not been updated since 2006. As the governmental body tasked to maintain the historical aspects of the community, it is appropriate for the City Arts Commission to recommend updates to the timeline to City Council. The City Arts Commission established the following criteria for inclusion on the timeline: 1) community wide importance; 2) have cultural, artistic and/ or historic value; 3) endure the test of time; 4) acknowledge achievements of famous residents. In regard to the City’s fallen heroes, the City Arts Commission advises that they should be memorialized in significant and meaningful ways (e.g., Bob Henry Park or the Ben Carlson Lifeguard Headquarters). 2 of 2 The City Arts Commission asked staff to create an online survey (ATTACHMENT A) to garner public input for suggested updates. Participation in the survey was fairly limited and most suggestions failed to meet the established criteria (ATTACHMENT B). Staff recommends that the City Arts Commission approve the following updates suggested by the Newport Beach Historical Society to the timeline: 2007: Newport Coast Community Center Opens; Fire Station # 7 opens in Santa Ana Heights 2008: Marine 1/1 Memorial Sculpture. 2010: Oasis Senior Center facility dedicated. 2012: Coastline Community College campus & Art Gallery established on Monrovia Street. 2013: City Hall moved to Newport Center as part of 20-acre Civic Center project. 2014: Sunset Ridge Park opens as West Newport's first sports park. 2014: Inaugural Sculpture Exhibition in Civic Center Park. 2014: Rex Brandt and Joan Irving Brandt’s home and studio “Blue Sky” is designated as a historic point of interest. 2015: Marina Park opens with community room, sailing facility and visitor’s marina. 2016: Local sailors Bill Ficker and Dave Ullman inducted into Sailing Hall of Fame. 2017: 50th anniversary celebration of the Newport Beach Historical Society. The "Newport Coast" and "Pelican Hill" communities enter Newport Beach and are incorporated into the City plan 3. Crystal Cove is recognized as a historical site. The mid-century "cottages" and surfer life style, so integral to Newport Beach's original appeal, are preserved for visitors and locals to enjoy. 4. Recognition of the historic significance of Balboa Island and The Balboa Peninsula begins with the restoration of the Fun Zone, Balboa Village and the Island Ferry. 5. The Balboa Historical Society establishes its first headquarters on "The Island". Historic designation is bestowed on "The Lautner House" on "The Bay". 6. The Pavillion, site of the red-car terminal for beach-goers from Los Angeles and Pasadena is renovated and becomes a familiar setting for television sit-coms 7. "The Wedge" is named one of the top ten Surfing Legend Locations in the world 8. Definitely the City Hall. Sculpture, Garden Oasis, Coast line Community college, oasis 9. Such a great cultural/educational event. I certainly hope to celebrate permanent Centennial Legacy Project and activity for more and more years to come and celebrate 11-. Collins where he established Harbor, Lido, and Balboa Islands. (2) In 1875, the McFadden brothers acquired the landing from Captain Samuel S. Frankly, this sounds a bit boring and despite living here for most of my life, I have never been to McFadden Square. It sounds like one is wasting money that could be better spent elsewhere. Why in the world do we need a timeline of new buildings, parks, etc. in Newport Beach? Wouldn't a simple list be sufficient inside the civic center or NB Central Library? Many residents might be wealthy but others are just barely making it here in Newport Beach, and this money could do so much more than create a luxury timeline art piece. Maybe Newport Beach just isn't that interesting a place in regards to timeline worthy events, which is why many people like it; it's a peaceful place to raise a family and people focus on that and not monuments. I mean really, the "inaugural sculpture exhibition" is a timeline worthy event??? This is definitely reaching for straws. Please reconsider this whole endeavor, use the money for real art, and put a simple historical timeline in the library. 27. City Hall move along with the sculpture exhibition in the civic center.
