TITLE: Establish Pilot Program Allowing A -frame Signs in Lido Marina
Village and Initiate Zoning Code Amendment Allowing A -frames
Long -Term (PA2014-054)
ABSTRACT:
A -Frame signs are only permitted on private property in Corona del Mar commercial
corridor. Businesses in Lido Marina Village with limited visibility have requested the ability
to locate A -frame signs on their properties. A one-year pilot program would assess the
impacts of allowing this type of signage in this area. If successful, the City Council may
amend the Zoning Code to allow A -Frames in Lido Marina Village long-term.
RECOMMENDATION:
a) Find the project is categorically exempt under Section 15303, of the State CEQA
(California Environmental Quality Act) Guidelines — Class 3 (Construction or
Conversion of Small Structures);
b) Establish a one-year pilot program allowing A -frame signs in Lido Marina Village,
subject to Zoning Code Section 20.42.090G; and
c) Initiate an amendment to the Newport Beach Municipal Code allowing A -frame signs
in Lido Marina Village.
FUNDING REQUIREMENTS:
There is no fiscal (budget) impact related to this item.

DISCUSSION:
The City's current sign regulations only allow A -frame signs in Corona del Mar. These
provisions were established in 2014 at the request of the Corona del Mar Business
Improvement District (CdMBID) for businesses with limited visibility. Businesses in Lido
Marina Village, particularly those located off the main walkway, have requested the ability
to locate A -frame signs as currently permitted in Corona del Mar. The draft Pilot Program
is provided as Attachment A. The regulations included in the proposed Pilot Program are
consistent with those created for Corona del Mar.
Lido Marina Village is becoming a more vibrant destination for residents and visitors. With
renovation efforts complete, now is the time for businesses to flourish. A pilot program
would allow additional signage during the busy summer months and an opportunity to
consider the impacts of these signs.
ENVIRONMENTAL REVIEW:
Staff recommends the City Council find this project is categorically exempt under Section
15303, of the State CEQA (California Environmental Quality Act) Guidelines — Class 3
(Construction or Conversion of Small Structures) in that the pilot program would allow for
A -frame signs to locate on private property.
NOTICING:
The agenda item has been noticed according to the Brown Act (72 hours in advance of
the meeting at which the City Council considers the item).

A -frame Sign Pilot Program
Beginning , A -frame signs would be permitted on private property in Lido Marina
Village. At this time, the City Council has authorized A -frame signs as a pilot program for
a one-year period to evaluate the pros and cons of these sign types.
What is an A -frame sign?
Section 20.42.040 of the Newport Beach Municipal Code defines an A -
frame sign as "a freestanding portable sign typically constructed of
wood, metal, or plastic. These signs are usually small and are removed
at the close of business. They are typically hinged at the top, or
attached in a similar manner, and widening at the bottom to form a-,
shape similar to the letter `A."'

sign or other type of portable sign (i.e., restaurant menu signs)

o A -frame signs can be displayed during regular business hours and must be removed
when the establishment is closed

o No
What are the design requirements?
o A -frames cannot be illuminated
o No flags, pennants, balloons, or other attention attracting devices
o No more than two sign faces per sign
o Re -writable surfaces, such as chalk boards or dry -erase boards are OK
o The use of paper or cloth is allowed if located within a glass or plastic enclosure
o A -frames must be capable of keeping the sign upright in a moderate wind
