Brown Act. Among other things, the Brown Act requires that the Parks, Beaches and Recreation Commission agenda be posted at least seventy-two (72) hours in advance of each regular meeting and that the public be allowed to comment on agenda items before the Commission and items not on the agenda but are within the subject matter jurisdiction of the Parks, Beaches and Recreation Commission. The Chair may limit public comments to a reasonable amount of time, generally three (3) minutes per person. Tree Reforestation – 935 Tiller Way Parks, Beaches & Recreation Commission Minutes June 6, 2017 Page 2 Consider the reforestation request of two City Bauhinia blakeana (Hong Kong Orchid) trees located at 935 Tiller Way and replaced at applicant’s expense with two 36” box Little Gem Magnolia trees. Director Pisani stated that item VI-A request was rescinded per applicant’s request. B. Tree Reforestation – 2118 Serrano Avenue Consider the reforestation request of two City Magnolia grandiflora (Magnolia) trees located at 2118 Serrano Avenue on Granada Avenue and replaced at applicant’s expense with two 36” box Draco Dragon trees. Landscape Manager Sereno presented the reforestation request and noted the project has been in process since September 2016. There is an encroachment and maintenance agreement for the parkway with the City since 1999, which makes it unique. They must retain the nonstandard parkway elements. The Magnolias are now too large for the space and will be replaced with Draco Dragon trees. Draco Dragons will be added to the City’s approval list pending Commission and Council approval. The trees have been located and possibly procured. Chair Marston confirmed that the first time the project was denied was because of process. Landscape Manager Sereno said that the damage had been to the parkway surface as the Magnolias are too large for the parkway. It is because of the easement that the trees affect private property. Chair Marston opened the public comments Bob Mueller stated that he has worked for Mr. Flowers for 29 years. He feels the City has bent over backward to accommodate Mr. Flowers. He noted that staff located and procured two Draco Dragons because they are difficult to find and would most likely have sold prior to the hearing. He provided pictures to the Commission of the trees. Mr. Mueller thanked the Commission for its time. Chair Marston closed the public comments Motion by Vice Chair Hayes, seconded by Commissioner Granoff to approve the reforestation request at 2118 Serrano Avenue. Motion carried unanimously with Commissioners Anderson and Englebrecht absent. C. Youth & Adult Sports Programs. Presentation by Recreation Supervisor Molly Patience. Supervisor Patience provided a PowerPoint presentation on Youth Sports Commission and Youth/Adult Sports programming to the Commission. Supervisor Patience explained that the sports selected are through a combination of the history of programs that have done well in the area and working with contract Parks, Beaches & Recreation Commission Minutes June 6, 2017 Page 3 providers to keep up with trends. The City has been looking to institute a Water Polo league with a contractor. Asked how many residents participate in the activities, Supervisor Patience explained the adult programs are more of a split where the youth are 75/25 residents. Supervisor Patience also explained the role of the contractors and the City oversight varied by sport. The City has oversight to assure issues are dealt with and audit the programs for quality assurance. Adult softball, soccer, and basketball are directly overseen by the City except for the contracted referees, umpires and field preparation services. Chair Marston opened the public comments; Hearing none the public comments were closed Chair Marston thanked Recreation Supervisor Patience for her presentation. VII.ANNOUCEMENTS / FUTURE AGENDA ITEMS PB&R Commission / staff announcements / Ad Hoc Committee updates or matters which members would like placed on a future agenda for discussion, action or report (non-discussion item). Director Detweiler announced the traditional 4th of July events. Commissioners are invited to lead the parade. There are about 1,300 summer camps that will start June 26th. Pickleball court construction at Bonita Canyon has begun; when it is done the courts on San Joaquin will revert back to Tennis only. Commissioners will be invited to the opening of the courts. ADJOURNMENT – 6:45 p.m. Submitted by: ________ Teri Craig, Admin Assistant Approved by: _____ Marie Marston, Chair  NEWPORT BEACH   PB&R Commission Staff Report  CITY OF  Item VI-B August 1, 2017 PARKS MAINTENANCE: John Wayne Park Dedication Preparation The Landscape Division coordinated the new park sign, the trees were trimmed, the lawn was fertilized, sprinkler heads were replaced, a new flagpole was installed, and new decomposed granite was placed around the Special Coral tree. The Concrete Crew poured a new concrete walkway and fixed the base around the flagpole. Lower Buck Gully Restored Recently, Dan Sereno, Anthony Petrarca, and Kim Pederson (not pictured) performed their annual inspection of lower Buck Gully with MOD’s Parks and Facilities Contractor, Mariposa Landscapes. Mariposa has been working with the City to assure compliance with the 5-year biological monitoring by removing invasive and non-native plant material. Five years after this reach of the Buck Creek was restored, the habitat is now healthy, robust and comprised of 100% native plantings! The Steps at Jasmine Recently, under the direction of our Parks Maintenance staff, the City’s Median and Roadside Contractor, Park West Landscape, did a great job at converting the vegetation next to the steps at Bayside Drive and Jasmine Avenue into an attractive drought tolerant landscape. It adds a nice experience to the steps up from Bayside to Jasmine. MOD Preps and Take Down for the Fourth The 4th of July is one of the busiest holidays for the Municipal Operations Department. Prior to the 4th: MOD crews assisted the Police Department in setting up cones and message boards, providing barricades and assisting with lane closures for the Lido Island, Balboa Peninsula, and Channel Park parades. On the morning of July 5th, crews from the General Services and Utilities Divisions started at 5a.m. removing trash and litter from the beaches, surrounding sidewalks and streets. By mid-morning, the beach areas were clean yet again! A big thank you goes out to all staff members who came to work bright and early to ensure that the City continues to be a popular destination for visitors and still rated as one of the nicest coastlines to visit in California. Great job to all involved. Parks, Trees, and Beach Maintenance Divisions Activities Report June 6, 2017 Page 3 TREES: As part of the City’s overall grid and annual trimming schedule, in May and June, the City’s tree service contractor pruned trees in Buffalo Hills, Peninsula, and Newport Heights, and responded to service requests citywide. Month of: # of Trees Trimmed: # of Trees Removed: # of Trees Planted: May 1,940 71 28 June 327 33 43 Update: At its May 2, 2017 meeting, the Commission approved two Special Trees at 318 and 326 Marine Avenue for removal due to the trees being identified as potential liabilities for failure. On July 18, the two Special Trees were removed by the City’s tree contractor, Great Scott Tree Services. BEACH MAINTENANCE: Berms at the Balboa Pier Field Maintenance crews built and leveled berms on both sides of the Balboa Pier to combat the combination of a king tide and seven foot surf. The berms were put up to minimize or prevent the waves from flooding the parking lot and the business area around the pier. Over 5,000 residents and visitors were able to enjoy an exciting parade marching through their neighborhood followed by a grand celebration at Mariners Park on Tuesday, 4th of July. The parade featured: Newport Beach Police and Fire, Mayor Kevin Muldoon, Council Member Will O’Neill, Parks, Beaches & Recreation Commissioner Laird Hayes, Noble Cause Foundation Dancers and WWII Jeeps, Orange Coast Musical Arts Marching Band, Mariner’s Elementary School Teacher of the Year, Student Council Co- Presidents, and the winner of the Most Patriotic Marlin contest. Last but not least, the paraded ended with festive bikes, strollers and wagons. The event included food, inflatables, and lots of field games. This was a great way to start off the 4th of July and see firsthand how Parks Make Life Better! The community had a fun, safe and festive time. On the other side of town, the seventh Annual 4th of July is for Families event held in West Newport Beach was also a huge success. The event started at 36th Street with a bike parade down Balboa Boulevard to Channel Place Park. The parade was led by Cub Scout Packs 10 and 316, as well as Council Members Diane Dixon and Scott Peotter. The Lido Fire Engine, Antique Police Car, Police Chief Lewis and family and then followed with approximately 700 other participants trailing at the end in their festive attire. Once the participants arrived at Channel Place Park, the festival began and included carnival games, bounce houses, giant slides, a dunk tank, face painters, game master, and crafts. Additionally, there was delicious food options provided thanks to the food sponsors: Chronic Taco, Pie Not, Starbucks and Kona Ice. Thanks also go out the event sponsors, Nicolai Glazer Real Estate Group, Hoag Hospital, BW Realty, West Newport Beach Association, and Balport Grocery. Both events were a huge success and appreciated by the community. Thank you to all the staff, volunteers, sponsors and committee members that help make events such as these possible! Item VI-C August 1, 2017 2 Dog Days of Summer On June 20, OASIS held it’s first-ever, Dog Days of Summer event in the courtyard. Over 50 people and dogs were in attendance at the relaxed social gathering to officially kick off summer and raise some funds for the new, Friends of the Newport Beach Animal Shelter. The non-profit received over $100 in donations. Silver Glove Fitness Class Debut On June 29, OASIS offered its first older adult, boxing class. Andrew Deming, OASIS personal trainer and a certified Rock Steady Boxing instructor led the participants through a variety of drills including ab work, jump rope, ladder/agility drills and shadow boxing. Please join us in welcoming our two latest additions to the City and Department. Congratulations to Matt and Kristen who are now part of the OASIS team! Matthew Palmer joined OASIS as a Senior Recreation Leader in May. He comes with experience from the City of Costa Mesa in their after school program ROCKS, and Hotel Irvine as the Customer Experience Agent. Matthew is going to school currently for a degree in Computer Information Systems in the Business Field. In his free time, he likes to participate in extracurricular activities such as ultimate Frisbee, hiking, running, and almost any other sport. He is also an avid snowboarder and tries to go a few times a year during the winter. Kristen Rivera joined the OASIS team in May as a Recreation Leader. She is currently studying Communications at Cal State Long Beach and would like to pursue a career in real estate. Kristen is currently studying diligently for the California Real Estate Exam and hopes to have her license by December. Kristen ran track and cross-country with Coach Sumner at Corona del Mar High School and had a great time going to CIF and the State Championship all four years! Along with working for the City of Newport Beach, Kristen works as a nanny as well for the last four years and loves it! When she is not working at OASIS or with her favorite kids, Kristen enjoys going to the beach and hiking with friends. 3 Update on the Senior Housing Assistance Repair Program (SHARP) The Senior Housing Assistance Repair Program is in full effect, having completed one project with four others in the works. The program aims to help income-qualified seniors in need of critical home repair, and forms a unique partnership between the OASIS Senior Center and Habitat for Humanity. So far, projects have replaced roofing, repaired plumbing, improved handicap accessibility, and addressed code enforcement concerns such as tree trimming, landscaping and painting. Tuesday Night Topics-Voyage of the First Fleet On July 25, OASIS provided an exciting and informative presentation by David A. Grant, Orange Coast College President Emeritus. Mr. Grant discussed the year 1787, the taking of English convicts from England to southeast Australia — where they were to spend the rest of their natural lives. The voyage alone was one of the most astonishing journeys in all sea-faring history. Senior Transportation Service Receives Grant from HOAG Hospital Staff just received great news that the OASIS Transportation program will receive a grant from the Hoag Community Benefit program for $150,000! This is the largest grant this program has ever received! This grant will assist in the cost of providing the excellent transportation service to our senior residents for FY18. The OASIS transportation service provides approximately 15,000 rides per year for City residents age 60 and over who have retired from driving, either temporarily or permanently. Transportation is available from a resident’s home to the OASIS Senior Center, medical appointments, grocery stores and any other essential errands that they may need. Transportation is available within City limits, with a few exception to areas in Costa Mesa and Irvine. Seniors using the service report that they have a marked increase in quality of life: access to healthcare, socialization and essential services and a decrease in isolation and depression, common maladies in older adults. BMX SUMMER CAMP Our BMX Summer camp received an unexpected treat when X-Games pro and BMX star Mike "Hucker" Clark stopped by and put on a demo for the participants! His enthusiasm and riding skills made this popular camp an even more memorable experience for the kids. Thanks camp leader Ryan Brennan for making summer great for these 13 little BMX stars! 4 NCCC Receives More Natural Light!  The Newport Coast Community Center completed the retrofit of the classroom doors to include a glass panel for easy viewing, better transparency, and additional natural light. The project took about two weeks to complete and now provides parents the ability to watch their kids in our programs without disturbing the class. The new windows have also provided NCCC staff the ability to monitor the facility throughout the day, and it has brightened up the facility’s main hallway. Park Patrol The following patrol checks/public contact numbers reflect the Park Patrol daily calls for service as well as issues discovered during normal patrol activities. Due to the timing of the meeting, these monthly summaries will be two months behind (i.e. in June you will receive April summary). All costs associated to be the responsibility of NMSC. DISCUSSION: The demand for lighted fields in the City cannot be met with the current supply that is available. Due to shortages in fields with lighting, NMSC was not allocated any lit field space for the upcoming fall season. NMSC is proposing to utilize temporary lights at BCSP field #5 (see Attachment B). NMSC has been granted use of temporary lights at BCSP field #5 over the past ten years and has complied with all conditions. As a result, the City has received no complaints regarding the temporary lights. A layout of the proposed temporary lights is attached (see Attachment C). NMSC will continue to use the recommended metal halide bulb fixture and is proposing to use four light standards, two each placed at opposite ends of the field. This configuration will help NMSC move their practice areas around which will reduce wear on the grass. The four light standards will be positioned so as not to shine toward bordering residents as well. BACKGROUND: NMSC is a 501(c)3 club soccer organization that serves the youth in the Newport-Mesa area. Club soccer is an exclusive activity in which the players must be selected based on skill level in order to participate. The organization is in its 13th year of existence and has over 500 girls and boys in the program ranging in ages of 5-16 years old. The Recreation & Senior Services Department allocates athletic field space according to the Youth Sports Commission (YSC) Member Requirements & Field Allocation & Use Policy. Field use for practice and games is allocated to YSC-Open & YSC-Club Members, City led adult & youth sport programs and other community requests. The Newport Mesa Soccer Club is a 501(c)3 non-profit organization that serves children in the Newport- Mesa area. We provide a year-round, athletic, team-orientated experience for the community. Club soccer is often the next step for children who have progressed through AYSO programs and want to continue playing at a highly competitive level through their Jr. and Sr. High School years and possibly in College. The conditions we propose for our request are as follows: • Light fixtures: Four portable diesel-powered temporary lights, the type of which deemed acceptable to the City Recreation Department, as in prior years. Operated via security key. • Location: Two portable lights at each end of the field, positioned so as to not shine at the bordering residences. • Hours of Operation: Sept. 25 – Nov. 17, 2017 (8 weeks) and Jan. 2 – March 9, 2018 (10 weeks) from dusk to 7:55pm, weekdays only. Due to DST, the average daily light usage is projected to be minimal (1-2 hours/night, ending by 7:55pm). Historically, due to rain, we aren’t able to operate for 1-3 weeks during this part of the year. • Storage & Safety: During non–operational hours, the lights will be locked and stored in a location acceptable to the Recreation Dept. This will be our tenth year to use temporary lights at this field. We believe the City and local residents would agree that we have been good stewards of the City’s park. We work diligently with the Recreation staff, Park Patrol and our members to ensure the local residents are not inconvenienced. There just are not enough lighted fields in the city to accommodate our kids. These temporary lights provide a welcome, but less than ideal solution. At this time of the year, it gets dark as early as 4:50pm. Without lights, we would not be able to continue to provide this positive and healthy activity for our local youth. The need for organized and constructive after-school activities for adolescents cannot be over-emphasized. This field is an ideal location for temporary lighting as there are no homes adjacent to the property and a wide greenbelt surrounds the field -- minimizing the impact on the local residents. In addition, we strictly adhere to the approved hours of operation and we work diligently to be good neighbors. Thank you for your consideration. Both were named prior to Council Policy B-9 being adopted in 1988. Balboa Island Park is located adjacent to Agate Avenue on Balboa Island. This small park is home to the Carroll Beek Community Center as well as a half-court basketball court, a tot lot, and some greenspace with park benches. He established the winter, fall, and springtime Classical Music Concerts performed at St. John Vianney Chapel on Balboa Island. He also established Pop Concerts on Summer Friday Nights at the Balboa Island Park, free to all comers. As part of the Balboa Island Centennial Celebration, Ralph in collaboration with other Balboa Island Residents commissioned the group of original murals near the Balboa Island Ferry, de­picting some of the Balboa Island and Newport Beach history. In addition, he chaired the com­mittee that selected the sculptor to create the life size bronze, "Sunsets," of a couple sitting on a bench on the South Bay Front of the Harbor at sunset. Ralph Rodheim tirelessly sought to make life more enjoyable for all. It is for these selfless accomplishments that he should now be recognized for what he did for our community, by add­ing his name to this local park, thereafter having it become known as," Ralph Rodheim Park." The request was denied and applicants/property owners were informed of the City’s reforestation process. Additionally, the Board of Directors of their legally established community association, Harbor View Hills South (HVHS), provided the attached resolution in support of the request. If approved by the Commission, there will be a one-for-one replacement trees, installed at the applicant and Association’s costs. The Meyers have been in dispute with the HVHS HOA, the resident across the street, and the City about the placement and proximity of the trees that disrupt their blue water views for several years. With the assistance from the City, those parties have come to an agreement to resolve this issue with this reforestation. The HOA will be paying for the reforestation of three trees and the Meyers will be paying for two.
