Brown Act. Among other things, the Brown Act requires that the Civil Service Board agenda be posted at least seventy-two (72) hours in advance of each regular meeting and that the public be allowed to comment on agenda items before the Board and items not on the agenda but are within the subject matter jurisdiction of the Civil Service Board. IV.CHAIR/VICE CHAIR ELECTIONS FOR 2017/2018 Board Member Grant nominated Board Member Fesler for Chair. There were no other nominations. The closing of nominations was moved by Board Member Wood and seconded by Board Member Grant. Board Member Grant advised that Board Member Fesler has had a long service with the Board. She is extremely capable and qualified to chair the Board. PUBLIC COMMENTS Jim Mosher remarked that he had difficulty understanding why Civil Service Board hearings involving the review of discipline of City employees in the civil service system are shrouded in secrecy. With such hearings closed to the general public, it is difficult for the public to know if justice is being served. Mr. Mosher noted the Board is following the rules in holding a closed hearing; however, he did not necessarily agree with the rules. VI. CONSENT CALENDAR A. APPROVAL OF CIVIL SERVICE BOARD MEETING MINUTES 1. APPROVE MINUTES FOR THE JUNE 5, 2017, REGULAR MEETING. Chair Fesler and Board Member Wood confirmed they had listened to the recording of the June 5 meeting and are prepared to vote on the minutes of such meeting. Board Member Wood revised the last bullet under “Fire Department Matters” should reflect that the Fire Department purchased two drones, one of which will be used to search for missing swimmers. On page 4, the second bullet should begin "On June 1". Motion made by Board Member Grant, seconded by Board Member Wood, to approve the minutes as amended. Motion carried. FIRE DEPARTMENT PRESENTATION OF PLAQUE TO FORMER 2016-2017 CSB CHAIR MAIQUAL TALBOT Acting Assistant Fire Chief Jeff Boyles appreciated Mr. Talbot's service to the City and his dedication and commitment to Public Safety and presented him with a plaque in recognition of his time served on the Civil Service Board. The leather shield on the plaque represents his attendance at Fire Ops 101. B. DISCUSS AND POSSIBLY TAKE ACTION ON THE SEPTEMBER 2017 REGULAR MEETING DATE DUE TO THE LABOR DAY HOLIDAY Human Resources Director Salvini noted the Labor Day holiday falls on September 4, 2017, which is the regular date for the Civil Service Board meeting. The Civil Service Rules and Regulations state the meeting shall be held on the next succeeding Wednesday or on a date and time agreed to by the Board. The next succeeding Wednesday is September 6. If the Board wishes to hold the meeting on the subsequent Monday, it needs to vote for Monday, September 11, 2017. Board Member Herzog indicated he could not be present on September 6 or September 11 so he did not have a preference for either date. Motion made by Vice Chair Grant, seconded by Board Member Wood, to hold the Civil Service Board meeting on Monday, September 11, 2017. Motion carried. UPDATE AND POSSIBLE ACTION TO SET CLOSED HEARING DATES FOR DISCIPLINARY APPEAL HEARING (CIVIL SERVICE, POLICE EMPLOYEE) Deputy City Attorney Maiorano reported a Civil Service employee has requested an appeal hearing in a disciplinary matter. A legal advisor to the Board and attorneys for both the City and the employee will be present at the hearing. Staff suggests the Board reserve the dates of November 6, 7, 14, and 15 for the hearing. The hearing shall begin at 9:00 a.m., recess between noon and 1:30 p.m., and continue from 1:30 p.m. to 4:30 p.m. until completed. Motion made by Board Member Wood, seconded by Board Member Della Grotta, to set the hearing dates for November 6, 7, 14, and 15, 2017, beginning at 9:00 a.m. Motion carried. CITY-WIDE AND HUMAN RESOURCES MATTERS – Barbara J. Salvini, Human Resources (HR) Director HR Director Barbara Salvini reported:  The Employee Service Awards were held on June 15. Senior IT Apps Analyst Faz Kiatkwankul was named Employee of the Year. The Local Coastal Program Implementation Committee received the Team Work award.  Faz Kiatkwankul, Shaun Tormey, Rebecca Lightfoot, and Susie Digiovanna graduated from the Cal State Fullerton Leadership Development for Public Agencies Program in July. Staff will begin accepting nominations for the next class later in the month.  Human Resources is offering two sessions of Substance Abuse Awareness training to all employees on August 22.  The City's annual Health Fair is scheduled for September 20, from 10:00 a.m. to 1:00 p.m. in the Community Room.  Recruitment for the Community Development Director position is coming to a close. City Manager Kiff has completed second interviews, and a decision should be made in the near future.  An agreement with the Association of Newport Beach Ocean Lifeguards (ANBOL) has been adopted by the City Council. The term of the Memorandum of Understanding (MOU) is July 1, 2017 through June 30, 2021. In response to Vice Chair Grant's questions, Director Salvini advised that funds are allocated for four employees to attend the Leadership Development program each fiscal year. Employees from any department can apply to attend the program. Vice Chair Grant felt it was important to have leadership training for employees. In reply to Chair Fesler's inquiries, Director Salvini indicated graduation from the Leadership Development program is acknowledged on the employment application and is factored into the applicant's complete package. A portion of the program is held during business hours, and a portion is completed outside of business hours. She had not heard of any complaints from applicants not selected for the program. 2. FIRE DEPARTMENT MATTERS – Justin Carr, Fire Battalion Chief Fire Battalion Chief Carr reported:  The Fire Department purchased two drones, one of which will be used in the Lifeguard Department. The Fire Department will use the second drone. A member of the Fire Department is a licensed drone operator and is interested in expanding opportunities to use the drone.  The Fire Department hired Erika Rivera as administrative assistant to the Chief. DraftAugust 7, 2017, NB Civil Service Board Minutes Page 5 of 7  Fire Chief Duncan will speak at the monthly Speak Up Newport meeting on August 9.  Fire personnel are assisting with fires active in San Luis Obispo, Santa Barbara, and Mariposa. Two Fire personnel are working as fire line medics.  Station 3 participated in Camp 911 at the Newport Beach Country Club.  On July 25, a car accident at San Miguel and Pacific View resulted in a fatality.  Five candidates passed the Captain's promotion exam. Two candidates will be promoted soon.  Five probationary firefighters recently took the eight-month test and did well.  The Engineer probationary testing was held on July 7.  The C.E.R.T. team held a class for administrators, teachers, and staff at Sage Hill High School and Harbor Courts; staffed community booths at the summer concert series; and participated in the Police Department's National Night Out event.  For July 2017, Emergency Medical Services received 1,119 total dispatches, 942 of which were medical aid. Total medic transports to the hospital was 653.  The Fire Department hosted a Significant Other Survival (S.O.S.) workshop.  There has been a recent outbreak of Hepatitis A in San Diego and Santa Cruz Counties.  All recent customer satisfaction surveys have been positive.  July 2017 Marine Operations statistics: First Aid/Medical Calls 792 Preventatives 36,408 Rescues 1,318 Total Calls 65,809  The third anniversary of Lifeguard Ben Carlson's death occurred on July 6.  The Junior Lifeguard program hosted a hot dog dinner, participated in the California Surf Lifesaving Association Regional Junior Lifeguard competition, and held the Monster Mile. DraftAugust 7, 2017, NB Civil Service Board Minutes Page 6 of 7 Board Member Della Grotta stated the Junior Lifeguard program is the best program in Newport Beach. The program helped her sons in many aspects of their lives. In reply to Board Member Herzog's question, Battalion Chief Carr indicated the Fire Department participates in the County's September 11 memorial service and observes a moment of silence in the morning. Station 8 sometimes places 343 flags on the lawn to signify the 343 firefighters who perished. In response to Chair Fesler's query, Battalion Chief Carr reported a busy July 4 weekend, but there were no significant calls for service. 3. POLICE DEPARTMENT MATTERS – Jonathan Stafford, Deputy Director of Police Services Deputy Director Jonathan Stafford reported:  He welcomed Board Members Herzog and Della Grotta on behalf of Chief Lewis and the Police Department.  Between 6:00 p.m. on July 3, and 6:00 a.m. on July 5, the Police Department made only 62 arrests. Most of the arrests were alcohol related. This is half the number of arrests made in 2013 and continues a five-year trend of decreasing arrests.  On August 4, Deputy Chief Dennis Birch graduated from the Executive Leadership Institute at the Drucker School of Management at Claremont Graduate University.  National Night Out was held August 1 at Bonita Canyon Sports Park with displays of vehicles and equipment, the Mounted Enforcement Unit and K-9 Unit, and games and activities for children.  Several hiring processes are nearly final. One Cadet has a start date with the Police Department. One Community Service Officer has an interview in the next week. Two part-time Dispatchers have received conditional job offers.  Two Recruits will graduate the Police Academy on August 24. A third Recruit has reached midterm, and two more have just begun the Academy.  In July, the Police Department had 10,810 CAD events, an increase from 8,977 in June 2017. July 2017 had an increase of 335 events over July 2016.  Through August 1, 2017, Part I crime is up 35 crimes. The two main drivers are residential burglary and theft/larceny. In response to Board Member Wood's inquiry, Deputy Director Stafford advised that most medical emergency calls are not included in CAD events. Nice work on activating the volunteers! They have assisted us with a distraught pet owner whose pet died; a displaced elderly person from a fire, a couple in distress over a miscarriage, and multiple death situations with distraught family members. HIE at NBFD: NBFD completed the HIE Pilot -and were so successful, it will now be offered to other OC fire departments!! We were first in the nation and blazed the trail for other departments to follow in. NBFD has been testing the ability of EMS to search, access, download from and upload to -a Health Information Exchange (HIE) network!. Patient allergies, medications and diagnosis/outcome data are being downloaded into our ePCR and our ePCR is going directly into their medical record. HIE searches will remain a permanent option for us to perform. Another New Ambulance/Autoloader: It looks like we will another new ambulance (with an Autoloader) in 2018! Rehab Trailer: A Rehab Trailer is in the budget for 2018. More Monitors: We have ordered two new monitors, at the price of $35k each, to increase our backup cache. With special events, taking monitors out of service for repairs and putting PAU's in service, we were running too lean. Narcotics: Trialing of the new Pharmlogs continues. Medics, please log in and give it a try. We need your feedback on the system. A new policy will be coming out to reflect the new way of accounting for narcotics. 1 I Page "By Your NBFD EMS Division" AUGUST 2017 Kardex: When was the last time you looked on the County EMS website or Kardex (it is on the iPad) to review procedures we do not do all the time? The Kardex has BLS and ALS procedures, medications, algorithms, etc. Do you know where your Safe Surrender Kit Is? Recently, another OC Fire Department had an infant surrender to them. This brings the total to four in the last two years. Ensure you and your crew know where your kit is located in your station. A Target Solutions assignment will be forthcoming. No Slmnll'. No Bl:nnc. Next up is policy ""=I '--:::;:rt.'r"'-- development, countywide training on what a i"'""""Y Peer Supporter is and what they do. After the program is developed a bit more, flyers will be coming out on our Peer Support team. Confidentiality is the hallmark of the program, and we are working to develop the program around that foundation. On July 22, NBFD hosted an event at Station 7 for spouses/significant others of firefighters. The class was really the first of its kind and hopefully helps those who you go to home to understand your jobs and how it can affect home life. California Professional Firefighters (CPF) has partnered with Cal-Chiefs to form a Firefighter Behavioral Health Task Force. I am honored to say I was chosen to be a part of that task force! More to come on that endeavor. 21P age "By Your NBFD EMS Division" AUGUST 2017 OC/OCEMS HAPPENINGS Policy Updates: The MCI Fire Annex is being updated to reflect current practice and ICS. The Ribbon system for triaging high numbers of victims will also be added to the policy. Tags are not going away, they will be placed on patients before they leave the scene, after initial triage with the Ribbons. More OCEMS updates will be coming out in October 2017. Stay tuned ... Two changes: Narcan is added to EMT Scope and we do not automatically suction a newborn anymore. Only if airway is blocked do we use the bulb syringe. Keep the peds BVM mask handy on all field deliveries, all the way to the hospital. A New Kid in Town! OCEMT is a private school located in Lake Forest and run by paramedics. OCEMS has approved the school as a Paramedic School! Their first class starts this fall. Push Dose Epi: Push Dose Epi was given successfully to a dialysis patient in shock by an OC paramedic. [ NBPD] Newport PD is carrying Narcan for Opioid overdoses -training in progress. Document use by PD on your ePCR. PD is required to call in Fire after Narcan is administered, and they cannot take a suspect directly to jail after Narcan administration without a paramedic eval first. Reminder: It is not in Paramedic or EMT Scope of Practice to administer Narcan to canine officers should they go down from an opiate overdose. Doing so can result in loss of your certification. [LEGAL HAPPENINGS ] Americare filed a lawsuit in Federal Court against multiple OC fire agencies last year. That lawsuit was dismissed "With Prejudice" in Federal Court. That was a good thing, as the ruling was in Fire's favor. Americare is now appealing that ruling with the Ninth Circuit of Appeals and taking us all back to court again. The major premise of their lawsuit, and what we are fighting, is Americare's challenge of our right to provide exclusive 911 transport services within our City. 31 Page "By Your NBFD EMS Division" AUGUST 2017 [ STATE HAPPENINGS~ New EMT Regulations: EMSA issued new EMT Regulations, which includes adding Narcan administration, Epi pen administration and basic Tactical Medicine training. Tactical Casualty Care Training Guidelines have been approved by EMSA. Wireless 911 Routing Status Update: Cal OES oversees the routing of all 911 calls statewide, and is attempting to address a big issue. In California, there are 28.5 million 911 calls per year. Of those, 85% are from wireless phones. Existing 911 telephone infrastructure was built and designed in the ?O's based on landline calls (known location of the caller; phone number corresponding to a physical billing address). The best that the State's existing infrastructure can accommodate for wireless phone location is the location of the cell tower for the call (if the cell tower is programmed correctly). Most of today's wireless phones are capable and do transmit location data (UBER App anyone?). However, the State's infrastructure is not capable of accepting the data and it is not in the App format. Accurate location of 911 calls from mobile callers is still years out, as phone vendors need to redesign the chip, then the next generation 911 infrastructure can be built around that. Most ePCR's are done by ALS transporting units. The average length of a call, from dispatch to BLS, is 46 min. Please remember to hit all appropriate times on your ePCR. 51 P a g e "By Your NBFD EMS Division" AUGUST 2017 [ QI/EPCR/DOCUMENTATION] AMA vs Tx and Release: Careful, these patients can legally be high risk. Have the patient sign an AMA should they be doing something but they are not (i.e., refusing transport, a treatment, a specialty destination, etc.) Mark the correct AMA type under Disposition. A patient who receives a 12 lead, a medication, Blood Glucose check, or placed on the monitor, etc. and refuses transport gets an AMA, not a Release. A Release is only for the patient who is so minor you are very comfortable saying they do not need to go to the hospital via an ambulance, or possibly at all. Mark the "Release" disposition only if they are not an AMA, but are being released in the field. Persons receiving a Release still meet the definition of a patient and need an ePCR completed. A person in police custody can still sign an AMA. Make BHC for any complicated, high risk, questionable AMA. BRUE or patients receiving a 12 lead who sigh out AMA also need BHC.
