CALL MEETING TO ORDER Chair Fesler called the meeting to order at 5:02 p.m. II. ROLL CALL Civil Service Board Members Roberta Fesler, Chair Robyn Grant, Vice Chair Jane Della Grotta, Board Member Howard Herzog, Board Member (absent) Sharon Wood, Board Member Staff Members: Barbara J. Salvini, Secretary to the Board/HR Director Andrew Maiorano, Deputy City Attorney Traci Mackinen, Administrative Assistant to the HR Director The Civil Service Board observed a moment of silence in memory of 9/11 first responders. Ill. FLAG SALUTE -Led by Board Member Della Grotta IV. PUBLIC COMMENTS None. V. CONSENT CALENDAR A. APPROVAL OF CIVIL SERVICE BOARD MEETING MINUTES 1. APPROVE MINUTES FOR THE AUGUST 7, 2017, REGULAR MEETING. Motion made by Board Member Della Grotta, seconded by Board Member Wood, to approve the minutes as written. Motion carried. UPDATE AND POSSIBLY TAKE ACTION TO SET NEW CLOSED HEARING DATES FOR DISCIPLINARY APPEAL HEARING (CIVIL SERVICE, POLICE EMPLOYEE) Deputy City Attorney Andy Maiorano advised that the attorney for the employee has a trial scheduled outside the county for the dates set previously and requested new dates be set. Deputy City Attorney Maiorano proposed the following new dates for the Board's consideration which work for counsel for the City, counsel for the employee, and counsel for the Board --February 22, 26, and 27, 2018, during the hours of 9:00 a.m. to noon and 1 :30 p.m. to 4:30 p.m., except for February 27, 2018 for which the end time would be 3:00 p.m. Motion made by Vice Chair Grant, seconded by Board Member Wood, to set the hearing dates for February 22, 26, and 27, 2018, beginning at 9:00 a.m. and concluding at 4:30 p.m. on February 22 and 26 and 3:00 p.m. on February 27, 2018. Motion carried. AYES: NOES: ABSTAIN: ABSENT: Fesler, Grant, Della Grotta, Wood None None Herzog B. ORAL REPORTS 1. CITY-WIDE AND HUMAN RESOURCES MATTERS -Barbara J. Salvini, Human Resources (HR) Director HR Director Barbara Salvini reported: • Melissa Gleason, Elizabeth McKibben, Tonee Thai, and Lauren Wooding- Whitlinger have been selected for the Cal State Fullerton Leadership Development for Public Agencies Program, which begins October 3, 2017. • Seimone Jurjis has been appointed to the position of Community Development Director. • The HR Department has initiated a recruitment for an HR Specialist. The recruitment opened the prior week, and staff has already received more than 198 applications. • To comply with the Drug-Free Workplace Act, the City held two sessions of Substance Abuse Awareness Training for all employees in August 2017. • The City's annual employee health fair is scheduled for September 20, 2017 from 10:00 a.m. to 1 :00 p.m. in the Community Room. • Director Salvini congratulated Jeff Boyles on his appointment to Assistant Fire Chief. In response to Chair Fesler's questions, Director Salvini explained that all applications for the HR Specialist position will be subject to a preliminary screening to determine 150 September 11, 2017, NB Civil Service Board Minutes Page 3 of 5 applicants who meet the minimum qualifications. Thereafter, staff will perform an analysis to ensure applicants' qualifications meet the City's needs. With respect to the newly adopted Memorandum of Understanding with the Lifeguards (ANBOL), the contract changes are italicized and primarily consist of changes to salaries and reimbursement amounts. 2. FIRE DEPARTMENT MATTERS -Jeff Boyles, Assistant Fire Chief Assistant Fire Chief Boyles reported: • Fire departments around the county participated in a 9/11 remembrance ceremony on the morning of the meeting. • Five firefighter recruits joined the City's Fire Department in August 2017 and will complete orientation training in September 2017. • The City's Community Emergency Response Team (CERT) held its quarterly "All Hands" meeting for all CERT volunteers. The next meeting is November 14, 2017, at 6:30 p.m. in the Friends Room. • On September 9, 2017, the 9th Annual CERT Disaster Preparedness Expo was held in partnership with the City's Chamber of Commerce. • The Fire Department estimates the beach population for August 2017 was 1.57 million people. Marine Operations received 451 first aid/medical calls and performed 752 rescues in August. • Over the Labor Day weekend, the Fire Department estimates the beach population was 322,000 people. Marine Operations performed 123 rescues. • The EMS Messenger contains statistics and happenings from the Fire Department's EMS Division. • The Health Information Exchange pilot program ended and was a success. The City of Newport Beach was the first in the nation to complete the pilot program. • From January to June 2017, the EMS Division treated 90 cardiac and/or respiratory arrest patients; treated 82 trauma patients; and went on 5,411 medical runs. • Four of the City's engine companies have responded to wildfires in Santa Barbara, Fresno, Humboldt, LA County, Mariposa County, and Oregon through the Master Mutual Aid Agreement. The State reimburses the City for costs of deploying the personnel. September 11, 2017, NB Civil Service Board Minutes Page 4 of 5 • The Fire and Lifeguard Appreciation Dinner is planned for September 21, 2017. • A badge pinning ceremony for promotions is tentatively scheduled for October 24, 2017. Board Member Grant noted the Fire Chief recently gave a Fire Operations presentation to Speak Up Newport and the Chamber of Commerce's Government Affairs Committee. Board Member Grant suggested the Fire Chief give his presentation to the Civil Service Board. She complimented Fire personnel for their interaction with the public. Chair Fesler requested staff coordinate a presentation for the Board because few people are aware of the scope of services the Fire Department offers. 3. POLICE DEPARTMENT MATTERS -Jonathan Stafford, Deputy Director of Police Services Deputy Director Jonathan Stafford reported: • On September 6, 2017 the City's Police Department hosted the third installment of the Distinguished Leaders series at Marina Park. Tom Davin presented leadership principles and learning examples from his career. • A new bicycle safety campaign has more officers on the streets and school routes and is providing information through social media. • During August 2017, the Department upgraded officer safety equipment by issuing Narcan and Nitrile gloves to officers. Officers have already used Narcan once. • The Citizen's Academy is in its third week with 28 attendees. Graduation will be November 15. • Chiefs interviews are scheduled for the positions of a Community Service Officer, one lateral police officer, and one academy graduate. One recruit candidate has received a conditional job offer. Once the recruit completes the hiring process, she will begin the Academy in October. • Two recruits are currently in the Academy. Two recruits graduated the Academy on August 24, 2017. Officer Chris McMurray was the Honor Graduate as the top- ranked recruit for his class. • In August 2017, the Police Department had 8,854 Computer-Aided Dispatch (CAD) events, a decrease from 10,810 events in July 2017. Compared to August 2016, August 2017 had an increase of 408 events. September 11 , 2017, NB Civil Service Board Minutes Page 5 of 5 • Part I crime through September 6, 2017 increased by only nine crimes over the last year-to-date. Residential burglary is up 11 crimes for the year, and theft/larceny is up 22 crimes. In reply to Board Member Wood's inquiry regarding the new equipment for officers, Deputy Director Stafford indicated officers and K-9s can be exposed to opioids through inhalation or touch . In answer to Board Member Della Gretta's query, Deputy Director Stafford advised that certain factors can point to higher instances of drug abuse and, as to the City, generally result in higher instances of drug abuse on the west side of Newport Beach. Board Member Della Grotta reported she and Board Member Herzog attended the teen police academy graduation in August 2017. She commended the Police Department for an excellent job. VII. ADJOURNMENT There being no further business to come before the Civil Service Board, the meeting was adjourned at 5:33 p.m .
