Brown Act. Among other things, the Brown Act requires that the Civil Service Board agenda be posted at least seventy-two (72) hours in advance of each regular meeting and that the public be allowed to comment on agenda items before the Board and items not on the agenda but are within the subject matter jurisdiction of the Civil Service Board. The Chair may limit public comments to a reasonable amount of time, generally three (3) minutes per person. The City of Newport Beach’s goal is to comply with the Americans with Disabilities Act (ADA) in all respects. IV.PUBLIC COMMENTS Jim Mosher suggested the admonition for this public comments item be stated as an invitation for public comments by the Chair, as it is not realistically an admonition. Mr.Mosher then commented that he had recently witnessed the Fire Department rendering emergency medical services in a caring and professional manner and further stated he assumed the Fire Department is equally competent in fighting fires. Mr. Mosher notedthat it was rather disturbing that the public received only five days' notice of the relocating of the Lido fire station. He further stated the City Council deciding whether to relocate the Corona del Mar fire station prior to receiving public comment is odd. V.CONSENT CALENDAR A.APPROVAL OF CIVIL SERVICE BOARD MEETING MINUTES 1.APPROVE MINUTES FOR THE SEPTEMBER 11, 2017, REGULAR MEETING. CITY-WIDE AND HUMAN RESOURCES MATTERS – Rebecca Redyk, Human Resources (HR) Manager HR Manager Rebecca Redyk reported:  The Employee Health Fair was held on September 20, with 51 vendors present. TK Burgers served lunch to approximately 380 employees. Flu shots were administered to 95 employees.  Open enrollment ends October 6. Risk Management staff have been visiting various locations to assist employees with the online process and to answer questions.  On September 12, the City Council approved a holiday closure schedule for City Hall and off-site facilities during the holidays. The City, except for public safety services and emergency on-call functions, will be closed beginning Monday, December 25, 2017, through Monday, January 1, 2018 , and reopen on Tuesday, January 2, 2018. Because employees use accrued leave during the closure, the City's paid leave liability is reduced. The Public Information Manager and City Clerk's Office will coordinate communication of the holiday closure to the public.  Two half-day workshops regarding Constructive Conflict were held on September 13. Fifty-eight employees attended the workshops and learned about the different types of conflict and how best to handle each type.  Two half-day training sessions entitled Leading Generations are scheduled for October 12. In response to Chair Fesler's questions, HR Manager Redyk advised that training sessions are not mandatory. All employees are welcome to sign-up; however, they do need supervisor approval to attend. 2. FIRE DEPARTMENT MATTERS – Jeff Boyles, Assistant Fire Chief Assistant Fire Chief Boyles reported:  A Fire Department employee had a family member present at the Las Vegas incident, but she was not injured.  On September 21, the Fire Department held its 20th Annual Fire and Lifeguard Appreciation Dinner. DraftOctober 2, 2017, NB Civil Service Board Minutes Page 3 of 5  The Fire Department sent three fire engines to assist with the Canyon Fire in Corona.  The Fire Department Open House is scheduled for October 8 at Fire Station Number 7.  The date of the Fire Department Badge Pinning Ceremony has been confirmed for October 24.  Fire Ops 101 was held on September 16 and went well.  The Community Emergency Response Team (C.E.R.T.) held a Disaster Preparedness Expo in conjunction with the Green-on-Green Expo on September 9. Nine C.E.R.T. volunteers have been certified as CPR/AED instructors. Fall C.E.R.T. classes are scheduled during the evenings on Tuesdays and Thursdays and all-day on Saturdays. Drill the Skills is scheduled for November 4.  Marine Operations estimated a beach population of 716,000 in September and performed 133 ocean rescues.  On September 22, Lifeguard Assistant Chief Rob Williams participated in a press conference regarding a pilot program to detect sharks. In addition, Assistant Chief Williams attended the Governor's Public Safety Medal of Valor Ceremony on September 25.  On September 10, the Fire Department and members of the community participated in the 5K Tunnel to Towers run. Every year firefighters participate in the race while wearing their turnout gear. In response to Board Members' inquiries, Fire Assistant Chief Boyles reiterated that the Open House would be held at Fire Station Number 7 on Acacia from 11:00 a.m. to 2:00 p.m. on October 8. The Badge Pinning Ceremony is planned for October 24 at 8:30 a.m. in City Council Chambers. Board Member Wood shared her observations of the Marine Supervisor of the Year Award winner and his family from the Appreciation Dinner. She appreciated the opportunity for the family to celebrate the award and for the winner's son to be proud of his father. In reply to Chair Fesler's question, Fire Assistant Chief Boyles suggested groups interested in receiving CPR/AED training contact Life Safety Specialist Matt Brisbois. a. YOUR NEWPORT BEACH FIRE DEPARTMENT – Presentation by Chip Duncan, Fire Chief DraftOctober 2, 2017, NB Civil Service Board Minutes Page 4 of 5 Fire Chief Duncan gave a presentation to the Board on the Fire Department’s services, resources, statistics, and other historical information regarding the department. In response to Board Member Wood's question, Chief Duncan clarified that patients may sign out against medical advice of being transported to a medical facility. In reply to Board Member Herzog's queries, Chief Duncan advised that the Fire Department does consider the impact of large developments on the Department. In Environmental Impact Reports (EIR) for large developments, the Fire Department has requested an additional paramedic transport. Increased population and population density affect the Department. Large apartment buildings do have different types of service calls. In answer to Chair Fesler's inquiries, Chief Duncan felt the increase in medical calls results from an aging population and from greater access to the EMS system. Unfortunately, some medical calls are not urgent. The Community Development Department works with developers regarding fees for the impact that new development will have on City services. Deputy City Attorney Maiorano added that the Community Development Department determines applicable fees and consults with City departments regarding conditions placed on development projects. Developers mitigate the impacts resulting from new developments by a process. Board Member Wood explained that environmental documentation such as an Environmental Impact Report (EIR) is the initial step in determining the impact of a development project. Mitigation measures for such impacts are written into the EIR and become conditions of approval. A developer may have to contribute funds to expand facilities or to add equipment. 3. POLICE DEPARTMENT MATTERS – Jonathan Stafford, Deputy Director of Police Services Deputy Director Jonathan Stafford reported:  National Coffee with a Cop Day will be October 4 at the Lido Village Starbucks from 4:00 p.m. to 6:00 p.m.  On September 29, Press Information Officer Jennifer Manzella rode with Officer Preasmyer and K9 Hondo and tweeted about their activities. Her tweets received 92,000 impressions, an increase of 24.3 percent over 2016. All her tweets can be viewed via a link on the Police Department's Facebook page.  Two part-time Dispatchers and a part-time Community Service Officer (CSO) were sworn in on September 18. In addition, two newly graduated Police Officers were welcomed to the Department.  A new CSO will join the Department at the end of October. One Dispatcher is in the final stages of the recruitment process. DraftOctober 2, 2017, NB Civil Service Board Minutes Page 5 of 5  Two lateral hires and one academy graduate are in the background review phase of recruitment. One recruit began the pre-academy today.  Three recruits are progressing well at the academy, and one of them will graduate this month.  In September 2017, there were 8,506 computer-aided dispatch (CAD) events, a decrease from 8,854 events in August 2017. Compared to September 2016, which had 8,205 CAD events, there was an increase of 301 events.  Part 1 crime has a slight increase of only three crimes compared to 2016 year-to- date crimes. Significant drivers are auto burglary, which is up 23 crimes, and theft/larceny, which is up 23 crimes. In response to Chair Fesler's query regarding a recent police chase, Deputy Director Stafford indicated the Department received multiple calls of a vehicle traveling westbound on Coast Highway at a high rate of speed and driving recklessly. Subsequent to the vehicle crashing, police apprehended the driver and arrested him for driving under the influence and reckless driving. VII. In fact, the City's libraries will be open to the public on all those days (except Dec. 25 and 31 and Jan. 1) and I believe I heard some other non-safety people may be working as well, even in the absence of an emergency: http://www.newportbeachca.gov/Home/Components/Calendar/Event/40933/2592? curm=12&cury=2017 If Ms. Redyk did not mention the libraries, the minutes should be left as is. But if she did, the Board may wish considering correcting them to read: "The City, except for libraries, public safety services and emergency on-call functions, will be closed ..." Also, under "Public Comments" on page 1, in addition to what is reported, I seem to recall I intended to mention that despite the Fire Department's otherwise exemplary service, disgruntled storage unit tenants have repeatedly come to our City Council meetings to criticize what they feel was the City's inadequate response to the Production Place fire last year: http://www.ocregister.com/2016/11/12/three-injured-including-firefighter-in-4-alarm- fire-in-newport-beach-industrial-complex/ as well as the inadequate inspections and regulations they believe contributed to the losses. But I often forget to say what I stand up to say, so, in the absence of access to the audio I don't know if I actually said that on Oct. 2, or not.
