FIELD ALLOCATION & USE POLICY

YOUTH SPORTS COMMISSION (YSC)
•Governing document that outlines a fair and equitable
process to allocate athletic fields
•14 Parks w/ 26 athletic fields
•4 Parks with lights
•Prioritizes youth, open play and residency
YSC: WHO WE SERVE
•Local Youth Sports Groups
•Open Members: 6 organizations
•Recreation based and volunteer driven
•Accepts all participants
•Voting rights
•Club Members: 7 organizations
•Teams are formed though tryouts
•Paid coaches
•No voting rights
YSC: OVERVIEW OF FORMAT
•2 allocation meetings per year
•4 allocations per year
•Primary: Fall and Spring-all fields
•Secondary:Winter and Summer-focuses field usage on synthetic turf
fields
•Field maintenance meetings twice a year
•Per player fund
2017 REVISION PROCESS & TIMELINE
•JUNE: Staff evaluated the policy for revisions
•AUG 31: Revised policy emailed to the YSC groups for review and comment
•SEP 7: Met with YSC Groups to discuss the proposed revisions.
•OCT 18-NOV 1:Final comment and review period
•NOV 2-6:YSC-Open Member Group cast email vote on revisions –
Unanimously Passed
POLICY EDITS
SECTION 4 DEFENITIONS
•Participant Roster: Complete list of registered participants who participate
on a designated team in games and practices within the organization.
•Games: teams participating in organized, officiated and sanctioned play,
based on a pre-established schedule;
•Practices: Non-officiated play designated for assigned team(s) who are
operating within a sanctioned gaming circuit.
•Programs: Any organized play that is not a game or practice. Includes but
not limited to camps, clinics, and skills based academies. Organizations shall
only provide programs and services not offered by City programs.

SECTION 8 FIELD ALLOCATION REQUESTS
•Currently, Club groups submit their own documentation
•Recommend that the governing body of a Club group serve as initial source
for roster data
•Alternatives for self governing Club groups
•Year-round club groups may submit one roster each year
•Collection process and residency status assessment
•Increases accuracy
•Minimizes duplications
•Promotes consistency

SECTION 9 FIELD ALLOCATION PROCEDURE AND PRIORITY FORMULA
•Currently allow 10 “program” days
•Recommend increasing the total number of program days to twelve
•Gives organizations ability to run three, 4 day programs
•Most camps on Bonita Creek Park synthetic turf

SECTION 13 FIELD MAINTENANCE FEES
•Currently bill once per year (June)
•Recommend the per player maintenance fee be billed twice per year
(December & June)
•Less financial burden on organizations
•Easier billing for Fall only user groups

•Currently no guideline for safety zones
•Recommend addition of a 10 foot minimum safety buffer for field layouts from
•Non-athletic landscaping

•Less than 10 feet away must be approved by City staff prior to placement
