CALL MEETING TO ORDER – 5:00 P.M. II. ROLL CALL Commissioners Present: Judy Chang, Chair Arlene Greer, Vice Chair Michelle Bendetti, Secretary Miriam Baker, Commissioner Grace Divine, Commissioner Barbara Glabman, Commissioner Marie Little, Commissioner Commissioners Absent: None Staff Present: Tim Hetherton, Library Services Director Francine Jacome, Administrative Support Technician III. NOTICE TO THE PUBLIC IV. PUBLIC COMMENTS Susan Cramer suggested Cultural Arts Grant amounts for Kontrapunktus, MuseMe, Orange County Museum of Art, South Coast Repertory, Crystal Cove Conservancy, and KOCI Radio. Rick Stein and Joe Lewis reported seven of nine sculptures for the Sculpture Exhibition have been installed. The remaining two sculptures will arrive but not in time for the opening ceremony. The pieces look good in their locations. In response to a question, Mr. Stein corrected himself that six sculptures have been installed. The seventh will be installed the following day. In reply to Vice Chair Greer's query, Mr. Stein explained that the Popsicles artist was under financial duress as a result of hurricane damage at his home in the Florida Keys and had requested an expedited payment of the honorarium in order to pay for the shipment of the sculpture. V. CONSENT CALENDAR A. Approval of Minutes of the September 14, 2017 City Arts Commission Meeting 1. Draft of 09/14/2017 Minutes Newport Beach City Arts Commission Regular Meeting Minutes October 26, 2017 Page 2 2 Motion made by Chair Chang, seconded by Vice Chair Greer, and carried (7-0-0-0) to approve the draft Minutes for the meeting of September 14, 2017, as written. AYES: Chang, Greer, Bendetti, Baker, Divine, Glabman, Little NOES: None ABSTENTIONS: None ABSENT: None B. Consent Calendar Items 2. Financial Report - Review of financial information. In response to inquiries, Library Services Director Hetherton indicated he would provide information concerning the $1,491 amount to Dinwiddie Events of August 4 at a later time. The storage fee of $100 on July 14 pertained to storage of the Cows4Camp exhibit. TAVD is the company that prepares the minutes of City Arts Commission meetings. Arts OC receives payment for managing the Sculpture Garden project. The remaining payments under Sculpture Garden are the second half of honoraria paid to the artists when pieces are de-installed. 4. Cultural Arts Activities - Monthly review of cultural arts activities from the Library Administrative Office for upcoming Library and City arts events and services. Library Services Director Hetherton reported good attendance at the Central Library of Memories in the Making. The next exhibition will be installed November 5. Motion made by Chair Chang, seconded by Vice Chair Greer, and carried (7-0-0-0) to approve the Consent Calendar. Items for Review and Possible Action 4. 2017-18 Cultural Arts Grants – Staff recommends that the City Arts Commission review the grant applications and approve the recipients for recommendation to City Council for FY 2017/18 Cultural Arts Grants in accordance with City Council Policy I-10—Financial Support for Culture and Arts. Library Services Director Hetherton reminded Commissioners to recuse themselves from discussion of and vote on applications for which they have conflicts. Commissioners discussed programs listing sponsors, specifically the City Arts Commission, in program materials; number of people served by programs; other funding Newport Beach City Arts Commission Regular Meeting Minutes October 26, 2017 Page 3 3 sources for applicants; admission fees charged for programs; designating grant funds for specific programs; details of programs funded by grants; reserving funds for City Arts Commission programming; granting nominal amounts to show support for applicants' programs; and encouraging eliminated applicants to apply in the future. Commissioners eliminated from consideration the applications of Crystal Cove Conservancy, KOCI Radio, MuseMe, Newport Beach Public Library Foundation, Kontrapunktus, South Coast Repertory, and Pacific Symphony. Motion made by Chair Chang, seconded by Vice Chair Greer, and carried (7-0-0-0) to grant $25,500 to the City Arts Commission. AYES: Chang, Greer, Bendetti, Baker, Divine, Glabman, Little NOES: None ABSTENTIONS: None ABSENT: None Commissioner Bendetti recommended granting funds to the Balboa Island Improvement Association without knowing if the applicant could receive funds from the Balboa Theatre Fund. The applicant conducted four successful and free concerts in 2017 and is planning six concerts in 2018. Probably 1,200 people attended the concerts. A small grant would make a big difference to the Balboa Island Improvement Association. Chair Chang reported the Newport Beach Film Festival has the largest outreach. It receives a great deal of funding from the City, but it brings approximately 50,000 people to the City. The Film Festival received an $8,000 grant in 2017 and is requesting $25,000. The Orange County Museum of Art has outreach of approximately 9,000. Balboa Island Improvement Association has outreach of approximately 1,200. She does not support funding the Baroque Music Festival because it charges an admission fee. Vice Chair Greer suggested a nominal grant so that the Baroque Music Festival could utilize the grant as leverage to obtain other funding. The Newport Beach Film Festival hosts two days of free seminars that are attended by many people. In 2017, the grant to the Film Festival totaled $8,000. Commissioners discussed an amount to award to Newport Beach Film Festival. Suggestions ranged from $8,000 to $6,500. Motion made by Chair Chang, seconded by Vice Chair Greer, and carried (6-1-0-0) to approve a Cultural Arts Grant in the amount of $7,500 for the Newport Beach Film Festival. AYES: Chang, Greer, Bendetti, Divine, Little NOES: None ABSTENTIONS: Baker ABSENT: Glabman Commissioners eliminated the Balboa Island Museum and Historical Society and the Baroque Music Festival from consideration. Motion made by Chair Chang, seconded by Vice Chair Greer, and carried (6-0-0-1) to approve a Cultural Arts Grant in the amount of $1,000 for the Chuck Jones Center for Creativity. AYES: Chang, Greer, Bendetti, Baker, Divine, Little NOES: None ABSTENTIONS: None ABSENT: Glabman Chair Chang suggested eliminating Festival Ballet Theatre, and Commissioners concurred. Chair Chang recused herself from discussion of the Orange County Museum of Art's application. ice Chair Greer and Commissioner Baker supported a grant for the Orange County Museum of Arts because of its outreach and recognition of the City Arts Commission in materials. Motion made by Commissioner Baker, seconded by Vice Chair Greer, and carried (4-0-2- 1) to approve a Cultural Arts Grant in the amount of $5,000 for the Orange County Museum of Art. Commissioner Divine noted most museums in California offer free admission one day per month. Orange County Museum of Art offers free admission one day per week. AYES: Chang, Greer, Bendetti, Baker, Divine, Little NOES: None ABSTENTIONS: None ABSENT: Glabman Newport Beach City Arts Commission Regular Meeting Minutes October 26, 2017 Page 5 5 C.J. reported Balboa Island residents are upset with the number of visitors and their behavior while on the Island. The area is too small for the growing concert attendance. Jim Mosher referred to the budget, which indicated the cost of Free Fridays to the Orange County Museum of Art is $55,000. The $5,000 grant would not cover the Museum's cost to offer a second free admission day. Motion made by Chair Chang, seconded by Vice Chair Greer, and carried (6-0-0-1) to approve Cultural Arts Grants of $1,000 to the Balboa Island Improvement Association, $1,000 to Chuck Jones Center for Creativity, $7,500 to Newport Beach Film Festival, $5,000 to the Orange County Museum of Art, and $25,500 to the City Arts Commission. Use of Balboa Performing Arts Theatre Foundation Funds – Shakespeare in Marina Park – Update on activities related to staging Shakespeare performances in Marina Park. Library Services Director Hetherton reported the subcommittee will meet in November to evaluate vendors and develop a program and estimated costs for performances of Shakespeare in Marina Park. If the City Arts Commission approves a proposal, then he will present it to the City Manager in their budget meeting. In reply to Chair Chang's questions, Library Services Director Hetherton suggested the City Arts Commission develop a proposal for use of Visit Newport Beach funds for presentation to the City Manager. Vice Chair Greer suggested forming a subcommittee to develop proposals for use of Visit Newport Beach funds and the Cultural Arts Grant funds. Chair Chang appointed Vice Chair Greer, Commissioner Bendetti, and herself to the subcommittee. 6. Grand Opening of Sculpture in Civic Center Park Exhibition – Phase III – Staff will update the Commission on the Grand Opening of the Sculpture Exhibition event on Saturday, October 28, 2017. Library Services Director Hetherton reported the Arts Foundation agreed to host a luncheon for artists whose pieces are installed in the Sculpture Exhibition. This should be a nice event to acknowledge the artists' contributions. Following a program of comments from Chair Chang, Vice Chair Greer, and the Mayor, a reception will include a string quartet and children's activities. Staff submitted publicity information and advertising to many media outlets. The budget thus far is approximately $3,100. NBTV will film the events. Sculpture Exhibition Ad Hoc Subcommittee -- Commissioner Miriam Baker, Commissioner Grace Divine, Commissioner Arlene Greer Vice Chair Greer felt Phase III should impress visitors. Commissioner Baker expressed interest in illuminating Burnt Matchstick. Library Services Director Hetherton advised that power is not available at the location. Solar panels could be used, but they would be inordinately large and possibly detract from the artwork. 8. Performing Arts on the Balboa Peninsula Ad Hoc Subcommittee – Commissioner Bendetti, Commissioner Glabman, Vice Chair Greer Commissioner Bendetti reported two companies can perform Shakespeare in the Park. The subcommittee will review the two companies in November. Hopefully funds will be released for performances on the Peninsula. VII. CITY ARTS COMMISSION ANNOUNCEMENTS OR MATTERS WHICH MEMBERS WOULD LIKE PLACED ON A FUTURE AGENDA FOR DISCUSSION, ACTION OR REPORT (NON-DISCUSSION ITEM) Vice Chair Greer suggested formation of a performing arts subcommittee to plan Concerts on the Green. In answer to Chair Chang's query, Library Services Director Hetherton indicated the subcommittee could develop a proposal for use of Visit Newport Beach funds. He can present the proposal to the City Manager during the budget meeting. Commissioner Divine requested future items regarding a Newport Beach Firefighters memorial and illumination of Burnt Matchstick. VIII. PUBLIC COMMENTS ON NON-AGENDA ITEMS Jim Mosher remarked that the Balboa Performing Arts Theatre Fund should be used for an outdoor dramatic performance that might be more popular than Shakespeare. Of the Phase III sculptures, Getting Your Bearings is more dramatic than he imagined. Matchstick is dramatically visible from the Library and attractively framed by the views. He was disappointed that only one wheel in Cosmic Glints turns. Flight should be reoriented for better viewing. Susan Cramer appreciated the City Arts Commission granting itself funds for programming and suggested a subcommittee be formed to oversee programming. C.J. suggested creation of a public memorial for Newport Beach Firefighters and a remembrance wall similar to the 9/11 memorial.
