The City Arts Commission meeting is subject to the Ralph M. Brown Act. Among other things, the Brown Act requires
that the special meeting City Arts Commission agenda be posted at least seventy-two (72) hours in advance of the
meeting and that the public be allowed to comment on agenda items before the Commission and items not on the
agenda but are within the subject matter jurisdiction of the City Arts Commission. The Chair may limit public comments
to a reasonable amount of time, generally three (3) minutes per person.
The City of Newport Beach’s goal is to comply with the Americans with Disabilities Act (ADA) in all respects. If, as an
attendee or a participant at this meeting, you will need special assistance beyond what is normally provided, we will

Susan Cramer suggested Cultural Arts Grant amounts for Kontrapunktus, MuseMe, Orange County Museum of Art, South Coast Repertory, Crystal Cove Conservancy, and KOCI Radio.
Rick Stein and Joe Lewis reported seven of nine sculptures for the Sculpture Exhibition
have been installed. The remaining two sculptures will arrive but not in time for the
opening ceremony. The pieces look good in their locations.
In response to a question, Mr. Stein corrected himself that six sculptures have been
installed. The seventh will be installed the following day.
In reply to Vice Chair Greer's query, Mr. Stein explained that the Popsicles artist was under financial duress as a result of hurricane damage at his home in the Florida Keys and had requested an expedited payment of the honorarium in order to pay for the shipment of the
sculpture.

B. Consent Calendar Items
2. Financial Report - Review of financial information.
In response to inquiries, Library Services Director Hetherton indicated he would provide
information concerning the $1,491 amount to Dinwiddie Events of August 4 at a later time. The storage fee of $100 on July 14 pertained to storage of the Cows4Camp exhibit. TAVD
is the company that prepares the minutes of City Arts Commission meetings. Arts OC
receives payment for managing the Sculpture Garden project. The remaining payments under Sculpture Garden are the second half of honoraria paid to the artists when pieces
are de-installed. 4. Cultural Arts Activities - Monthly review of cultural arts activities from the
Library Administrative Office for upcoming Library and City arts events and
services.
Library Services Director Hetherton reported good attendance at the Central Library of Memories in the Making. The next exhibition will be installed November 5.

A. Items for Review and Possible Action
4. 2017-18 Cultural Arts Grants – Staff recommends that the City Arts Commission review the grant applications and approve the recipients for
recommendation to City Council for FY 2017/18 Cultural Arts Grants in
accordance with City Council Policy I-10—Financial Support for Culture and Arts.
Library Services Director Hetherton reminded Commissioners to recuse themselves from
discussion of and vote on applications for which they have conflicts.
Commissioners discussed programs listing sponsors, specifically the City Arts
Commission, in program materials; number of people served by programs; other funding

sources for applicants; admission fees charged for programs; designating grant funds for
specific programs; details of programs funded by grants; reserving funds for City Arts Commission programming; granting nominal amounts to show support for applicants' programs; and encouraging eliminated applicants to apply in the future.
Commissioners eliminated from consideration the applications of Crystal Cove Conservancy, KOCI Radio, MuseMe, Newport Beach Public Library Foundation,
Kontrapunktus, South Coast Repertory, and Pacific Symphony.
Motion made by Chair Chang, seconded by Vice Chair Greer, and carried (7-0-0-0) to
grant $25,500 to the City Arts Commission.

Commissioner Bendetti recommended granting funds to the Balboa Island Improvement
Association without knowing if the applicant could receive funds from the Balboa Theatre Fund. The applicant conducted four successful and free concerts in 2017 and is planning six concerts in 2018. Probably 1,200 people attended the concerts. A small grant would
make a big difference to the Balboa Island Improvement Association. Chair Chang reported the Newport Beach Film Festival has the largest outreach. It
receives a great deal of funding from the City, but it brings approximately 50,000 people to the City. The Film Festival received an $8,000 grant in 2017 and is requesting $25,000.
The Orange County Museum of Art has outreach of approximately 9,000. Balboa Island
Improvement Association has outreach of approximately 1,200. She does not support funding the Baroque Music Festival because it charges an admission fee.
Vice Chair Greer suggested a nominal grant so that the Festival could utilize the grant as leverage to obtain other funding. The Newport Beach Film Festival hosts two days of free
seminars that are attended by many people. In 2017, the grant to the Film Festival totaled
$8,000.
Commissioners discussed an amount to award to Newport Beach Film Festival. Suggestions ranged from $8,000 to $6,500.
Motion made by Chair Chang, seconded by Vice Chair Greer, and carried (5-2-0-0) to approve a Cultural Arts Grant in the amount of $7,500 for the Newport Beach Film Festival.

Commissioner Divine noted most museums in California offer free admission one day per month. Orange County Museum of Art offers free admission one day per week.

C.J. reported Balboa Island residents are upset with the number of visitors and their behavior while on the Island. The area is too small for the growing concert attendance.
Jim Mosher referred to the budget, which indicated the cost of Free Fridays to the Orange County Museum of Art is $55,000. The $5,000 grant would not cover the Museum's cost to offer a second free admission day.
Motion made by Chair Chang, seconded by Vice Chair Greer, and carried (6-0-0-1) to
approve Cultural Arts Grants of $1,000 to the Balboa Island Improvement Association,
$1,000 to Chuck Jones Center for Creativity, $7,500 to Newport Beach Film Festival, $5,000 to the Orange County Museum of Art, and $25,500 to the City Arts Commission.

5. Use of Balboa Performing Arts Theatre Foundation Funds – Shakespeare in Marina Park – Update on activities related to staging
Shakespeare performances in Marina Park.
Library Services Director Hetherton reported the subcommittee will meet in November to evaluate vendors and develop a program and estimated costs for performances of
Shakespeare in Marina Park. If the City Arts Commission approves a proposal, then he will present it to the City Manager in their budget meeting.
In reply to Chair Chang's questions, Library Services Director Hetherton suggested the City Arts Commission develop a proposal for use of Visit Newport Beach funds for
presentation to the City Manager.
Vice Chair Greer suggested forming a subcommittee to develop proposals for use of Visit
Newport Beach funds and the Cultural Arts Grant funds.
Chair Chang appointed Vice Chair Greer, Commissioner Bendetti, and herself to the
subcommittee. 6. Grand Opening of Sculpture in Civic Center Park Exhibition – Phase III – Staff will update the Commission on the Grand Opening of the Sculpture Exhibition event on Saturday, October 28, 2017.
Library Services Director Hetherton reported the Arts Foundation agreed to host a luncheon for artists whose pieces are installed in the Sculpture Exhibition. This should be
a nice event to acknowledge the artists' contributions. Following a program of comments
from Chair Chang, Vice Chair Greer, and the Mayor, a reception will include a string quartet and children's activities. Staff submitted publicity information and advertising to
many media outlets. The budget thus far is approximately $3,100. NBTV will film the
events.
Vice Chair Greer commended staff for planning events in a short time.

Vice Chair Greer felt Phase III should impress visitors.
Commissioner Baker expressed interest in illuminating Burnt Matchstick.
Library Services Director Hetherton advised that power is not available at the location. Solar panels could be used, but they would be inordinately large and possibly detract from
the artwork. 8. Performing Arts on the Balboa Peninsula Ad Hoc Subcommittee –
Commissioner Bendetti, Commissioner Glabman, Vice Chair Greer
Commissioner Bendetti reported two companies can perform Shakespeare in the Park.
The subcommittee will review the two companies in November. Hopefully funds will be released for performances on the Peninsula.

Vice Chair Greer suggested formation of a performing arts subcommittee to plan Concerts
on the Green. In answer to Chair Chang's query, Library Services Director Hetherton indicated the
subcommittee could develop a proposal for use of Visit Newport Beach funds. He can present the proposal to the City Manager during the budget meeting.
Commissioner Divine requested future items regarding a Newport Beach Firefighters memorial and illumination of Burnt Matchstick. VIII. PUBLIC COMMENTS ON NON-AGENDA ITEMS
Jim Mosher remarked that the Balboa Performing Arts Theatre Fund should be used for
an outdoor dramatic performance that might be more popular than Shakespeare. Of the Phase III sculptures, Getting Your Bearings is more dramatic than he imagined.
Matchstick is dramatically visible from the Library and attractively framed by the views.
He was disappointed that only one wheel in Cosmic Glints turns. Flight should be reoriented for better viewing.
Susan Cramer appreciated the City Arts Commission granting itself funds for programming and suggested a subcommittee be formed to oversee programming.
C.J. suggested creation of a public memorial for Newport Beach Firefighters and a remembrance wall similar to the 9/11 memorial.

Watercolors by Chip Fesko: November 6, 2017 - January 5, 2018
Newport Beach City Arts Commission
presents Abstract Pixel Geometric Patterns in
Watercolors, by artist Chip Fesko. The paintings in this
exhibition contain 10,000 quarter-inch squares per
canvas, all bursting with pixel-like squares of color. Mr.
Fesko’s geometric abstract art is explore similar
territory to the work of artists such as Frank Stella, Ran
Davis, Mino Argento, Pat Lipsky, Nadir Afonso and
Betty Hawley Kelso.
Each painting takes weeks and sometime months to
finish for Mr. Fesko to complete, and after five years
his series contains a mere 12 paintings that are
currently on exhibit in the Central Library gallery
space. Inspiration for Fesko's artwork comes from
many different directions such as his recent painting
The Power of Gold inspired by the accomplishments of
Olympic Athletes from the Summer Olympics. Chip
Fesko was a recent winner at the 53rd Annual Newport
Beach Art Exhibition. His piece, Fire, took 2nd place in
the Watercolor category.
Burnt Matchstick
City staff is working with artist Karl Unnasch to light
Burnt Matchstick. The artist will be on site on
December 11 to install lights in the piece.

Cultural Arts Grants
At the November 14 regular meeting, City Council approved Cultural Arts Grants to the following arts
organizations:
Balboa Island Improvement Association (BIIA) $1,000
The Balboa Island Arts and Music Committee of the Balboa Island Improvement Association produces
quality musical events on Balboa Island and assists in promoting local and regional art in collaboration with
the Balboa Island Home Tour, Balboa Island Art Walk, and Balboa Island Brush Off. These grant funds will
be used to help promote concerts for children, residents and visitors at St. John Vianney Chapel. BIIA will
also offer Concerts in the Park, a free series of performances featuring country, folk and blues on Friday
evenings, in late July and August. Families with children, pets and Newport Beach visitors will be able to
enjoy music and sing-a-long in this park-side setting located at Balboa Island Park on Agate adjacent to the
Beek Community Center.
Chuck Jones Center for Creativity $1,000
The Chuck Jones Center for Creativity will present "Food for Thought: Creativity Workshops with Brain
Health in Mind", a program intended to benefit residents by encouraging brain health through creativity.
Dr. William R. Shankle is a widely recognized expert in the field of brain aging, and has received many
research grants and awards. He is considered a pioneer in using creativity to delay the effects of early
onset dementia. Dr. Shankle and the Hoag Hospital Center for Neurosciences, Orange County Vital Brain
Aging Program (OCVBA), has collaborated with the Center for Creativity to develop and conduct a series of
programs that served an estimated 500 people at 15 events. Based on these results, OCVBA has decided to
expand the program in 2017. Through this collaboration with OCVBA, the Center is uniquely qualified to
provide this program to the senior community in Newport Beach. In addition, the Center has the ability
(subject to the trademark and copyright provisions of Warner Bros. Entertainment, Inc.) to use characters
created by Chuck Jones for the programs as a key tool for enhancing reminiscence therapy in this age
demographic.
Newport Beach Film Festival $7,500
The Newport Beach Film Festival’s goal is to provide cultural enrichment, family entertainment, and
education to the residents of Newport Beach and surrounding areas through the medium of cinema. With
this funding, the Newport Beach Film Festival is planning a multi-program series covering several days of
the Festival similar to the 2017 Seminar Series. The Newport Beach Film Festival will hold the seminars at
key locations in Newport Beach and surrounding area. Past seminar topics have included directing,
screenwriting, production design, cinematography, film music composition, animation, documentary
filmmaking, editing, virtual reality, and special effects. The program will be similar to the 2017 event. The
seminar topics and panelists will continue to change annually, in order to expand and improve this program
to meet the needs of the community.
Orange County Museum of Art $5,000
The mission of Orange County Museum of Art (OCMA) is to enrich the lives of a diverse and changing
community through modern and contemporary art. OCMA provides arts education for the community that
both children and adults can enjoy and is the only modern and contemporary art museum in Newport
Beach. This funding will be used for three programs: OCMA’s Free Fridays program removes barriers to
access and provides the Orange County community with greater opportunities for meaningful arts
education and experiences through lectures, panel discussions, films, and other programs at no cost. Free
Fridays occur every Friday at OCMA where admission is free to the museum and its programs with
extended hours from 11 am to 8 pm with programs scheduled for two of the four Fridays per month during
each exhibition cycle to complement the exhibitions on view. Free Fridays are enhanced with a series of

exciting activities, including artist talks, panel discussions, and a range of thematic “culture nights” that
offer the community the opportunity to attend music or dance performances deepening visitor
experiences in a fun and casual social setting.
Continuing OCMA’s longstanding partnership with the Newport Beach Film Festival, now celebrating its 11-
year anniversary, the museum also presents the cinematic works of emerging artists and established
independent filmmakers on select Fridays as part of the Cinema Orange series. For the fall 2017 season for
example, the film series will offer programming that engages diverse themes such as spirituality in art,
innovation in creative practices as well as timely topics that relate to California and the Pacific Rim region
and to exhibitions and artists on view.
City Arts Commission $25,500
The City of Newport Beach Arts Commission is dedicated to providing a range of free cultural programming
that enriches the entire community, including children and families. The Arts Commission sponsors
multidisciplinary arts programs funded by the Cultural Arts Grant Program such as arts lectures, performing
arts, and visual art exhibitions in Central Library and at City Hall. The Arts Commission extends the range of
arts programming by providing additional funding for the annual Concerts on the Green series, and the
annual Newport Beach Art Exhibition.

Sculpture Exhibition Photography Contest
RECOMMENDATION:
Staff requests approval for a proposal for a photography contest intended to create further interest in
the Sculpture in Civic Center Park Exhibition.
DISCUSSION:
To continue to generate public interest in the Sculpture in Civic Center Park Exhibition, Commissioner
Glabman has proposed that the City Arts Commission sponsor a photography contest. Visitors to the
Sculpture in Civic Center Park Exhibition are encouraged to submit photographs of the works on display,
and/or photographs depicting interaction with the sculptures. Winners will be determined by popular
vote.
Entry Guidelines: The City Arts Commission will accept entries from any digital device, including
smartphones.
How to Enter: Enter the contest by submitting photos to arts@newportbeachca.gov with the subject
line, “photo contest”. Cultural Arts will accept submissions from Monday, January 1, 2018 through
Thursday, March 1, 2018.
Entries:
Image data files created with any digital device including smartphones, tablets, and digital still
cameras (including medium and large-format cameras).
Images that have been retouched using software or by other means will be accepted.
Retouched photography using a camera app or photo-editing app is also accepted.
Both color and monochrome images will be accepted.
File size: up to 10 MB of image data per work.
File format: JPEG/150 dpi recommended.
The standard color space for the judging process is RGB.
Note: Winners may be requested to provide higher resolution images for publication or display purposes
related to the contest.
Eligibility: The contest is open to all, professional and amateur, regardless of age, gender or nationality.
Entrants under 18 years of age require the permission of a parent or guardian. By entering the contest,
entrants under 18 years of age indicate that they have obtained the permission of a parent or guardian.

Submission Rules: Entry is limited to original works that the entrant holds all applicable rights.
The limit for submitted works is 10 photos.
Photos cannot depict any climbing, hanging, modification, or physical abuse of the sculptures.

An ad hoc subcommittee will recommended winners to the City Arts Commission for approval.
Contest results will be announced on the Cultural Arts website by April 1, 2018.
The winners will be notified via email sent to their registered email addresses.
Photographs of the five most popular submissions will be published in the Daily Pilot.

remaining assets, $175,000, to the Newport Beach Arts Foundation with the stipulation that the City
Arts Commission use the money for staging performing arts in the City of Newport Beach with a
preference to the Balboa Village. The Newport Beach Arts Foundation turned these funds over to the
City of Newport Beach for City Arts Commission programming in June 2015. Accessing these funds
requires City Council approval.
In order to access these funds, the Shakespeare on the Balboa Peninsula Ad Hoc Subcommittee has
developed a plan to stage a performance in autumn 2018 at a venue on the Balboa Peninsula. Staff will
submit this funding request to the City Manager for inclusion in the Fiscal Year 2018/19 budget.
The committee has identified Alchemy Theatre as the most suitable vendor. The committee evaluated
three other companies: the New Swan Theatre, Shakespeare by the Sea, and Shakespeare OC. The New
Swan Theater has stated that the cost and logistics of staging a performance off site are prohibitive.
Shakespeare by the Sea is unable to stage performances at any time other than the summer. The
Recreation Department has requested that the Arts Commission stage the performance in the fall or
spring due to traffic and parking congestion on the Peninsula during the summer months. Shakespeare
OC had expressed some initial interest in a collaboration with the City Arts Commission, but have not
responded to requests for a meeting.
Alchemy Theatre, based in Santa Ana, is a small yet active theatre company that has staged Shakespeare
performances in Huntington Beach’s Central Park, and other venues, including the Fullerton College
Sculpture Garden, and the Westminster Community Playhouse.
In addition to live performances, Alchemy also engages in community and educational outreach, and
professional leadership programs, including apprenticeships, internships, and mentoring that allow
theatre practitioners at all levels of experience to explore all parts of the process. The Alchemy Actors
Academy provides workshops, intensive residencies, and private coaching for new and experienced

actors. Alchemy also supports new works development in the form of readings and workshops to assist
playwrights and composers in bringing new works to the public.
Mr. Jeff Lowe, founding ensemble member of Alchemy Theatre Company, stated the cost of staging a
performance on the Balboa Peninsula at $5,000.00 per performance. Ideally, Alchemy would present
two performances, a tragedy and a comedy, staged on successive evenings, as Shakespeare by the Sea
did when the City contracted them for live Shakespeare performances in the past. City staff and
