The City Arts Commission meeting is subject to the Ralph M. Brown Act. Among other things, the Brown Act requires
that the special meeting City Arts Commission agenda be posted at least seventy-two (72) hours in advance of the
meeting and that the public be allowed to comment on agenda items before the Commission and items not on the
agenda but are within the subject matter jurisdiction of the City Arts Commission. The Chair may limit public comments
to a reasonable amount of time, generally three (3) minutes per person.
The City of Newport Beach’s goal is to comply with the Americans with Disabilities Act (ADA) in all respects. If, as an
attendee or a participant at this meeting, you will need special assistance beyond what is normally provided, we will

enacted by one motion in the form listed below. City Arts Commissioners have received
detailed staff reports on each of the items recommending an action. There will be no separate
discussion of these items prior to the time the City Arts Commission votes on the motion
unless members of the City Arts Commission request specific items to be discussed and/or
removed from the Consent Calendar for separate action. Members of the public who wish to
discuss a Consent Calendar item should come forward to the lectern upon invitation by the

Rick Stein, Arts Orange County, reviewed the process for selecting the artwork for Phase
III of the Sculpture Garden. The photography contest, social media, and events in the Park will maintain public momentum for the exhibit. Currently, Phase IV is planned to open in Autumn 2018, if approved by the City Council. Temporary art installations are the
current trend in public art, and Newport Beach's Sculpture Garden is on the cutting edge.
Vice Chair Greer appreciated all the support and efforts to light Burnt Matchstick.
Commissioner Divine stated the sculptures in the Sculpture Garden have a feel-good,
family-oriented approach. She thanked Arts OC for their assistance with the Sculpture
Garden.

Susan Cramer advised that the Minutes for the October meeting omitted her comments regarding Pacific Symphony.

Vice Chair Greer reported that the first sentence of her comments on page 3 of the Minutes refers to the Baroque Music Festival.

Commissioner Little indicated the motion to approve $7,500 for the Newport Beach Film
Festival should include her vote in favor of the motion.
Motion made by Vice Chair Greer, seconded by Commissioner Baker, and carried (5-0-0-
2) to approve the draft Minutes for the meeting of October 26, 2017 as amended.

B. Consent Calendar Items
2. Financial Report -Review of financial information.
Library Services Director Hetherton reported a deposit of $25,500 from the Cultural Arts
Grants Program into the programming budget. Professional services expenses are within budget even with the expenses for lighting Burnt Matchstick. Honorariums for the
Sculpture Exhibit have been paid. Sufficient funds are available for planned activities.
3. Cultural Arts Activities -Monthly review of cultural arts activities from the
Library Administrative Office for upcoming Library and City arts events and
services.
Library Services Director Hetherton advised that Chip Fesko's work is on display at Central Library. Phyllis Paxton's work will be on display beginning in January 2018.
In response to Commissioner Glabman's inquiries, Library Services Director Hetherton stated Council Policy I-13 funds were utilized to buy real property for the new fire station.
Proceeds from the sale of the current fire station property will not reimburse the I-13 funds
because Policy I-13 has been eliminated. The program whereby 2 percent of developer fees support cultural arts facilities has been abolished. The City Arts Commission could
suggest the Council reinstate funding for cultural arts. Commissioners as individual
residents can speak to Council Members on the subject.
Motion made by Commissioner Glabman, seconded by Commissioner Divine, and carried (5-0-0-2) to approve the Consent Calendar.

Vice Chair Greer related Chair Chang's appointment of herself, Vice Chair Greer and
Commissioner Baker to an Art in Public Places Ad Hoc Subcommittee.
5. Appoint a Performing Arts Ad Hoc Subcommittee for 2018 Spring/Summer Concert Series – Staff requests that the Chair appoint an ad hoc subcommittee to review and recommend performers for the 2018
spring/summer concert series.
Vice Chair Greer related Chair Chang's appointment of herself, Vice Chair Greer and
Commissioner Bendetti to a Performing Arts Ad Hoc Subcommittee.
6. Sculpture Exhibition Photography Contest – Staff requests approval for
a proposal for a photography contest intended to create further interest in
the Sculpture in Civic Center Park Exhibition.
Commissioner Glabman reported the subcommittee suggested a Sculpture Exhibition Photography Contest to engage the public. News releases regarding the contest can include rules and examples of appropriate entries. Winning photographs may be
published in the Pilot, and winning photographers will receive dinner at a local restaurant.
Library Services Director Hetherton advised that the Pilot has agreed to publish the
winning entries. Examples of entries can also be placed on the website.
Vice Chair Greer suggested the City Arts Commission's official photograph be taken in
front of Sculpture Garden artwork and published on the website and social media as a means to feature the Sculpture Garden.
Library Services Director Hetherton offered to promote the contest in libraries and email blasts. Staff suggests submissions be accepted January 1 through March 1. Staff is
reluctant to allow the public to vote on winners because there is no way to ensure
individuals vote only once.

on the Balboa Peninsula Ad Hoc Subcommittee recommends that the City Arts Commission approve a proposal to stage Shakespeare performances
on the Balboa Peninsula in autumn 2018.
Library Services Director Hetherton reported the City Arts Commission can utilize the
Balboa Performing Arts Theatre Foundation Fund to provide performing arts on the Balboa

Peninsula. The City Manager has previously indicated he would ask City Council to
approve expenditure of funds for a compelling program developed by the City Arts Commission. Commissioner Glabman has given staff the names of four potential vendors for performances of Shakespeare. Of the four, Alchemy Theatre is the most viable vendor
because of cost, logistics, and availability. Alchemy Theatre can provide costumes, sets, and crew. The City Arts Commission will likely have to contract for sound engineering. Alchemy Theatre has quoted a cost of $7,000 for two performances, one tragedy and one
comedy, in Newport Beach at the end of September or beginning of October. Based on the cost, good reputation of Alchemy Theatre, and fulfillment of Charter requirements,
Library Services Director Hetherton believed this is a good program to recommend for
funding. Alchemy Theatre's performances are professional.
In response to questions, Library Services Director Hetherton suggested holding
performances in Peninsula Park or Marina Park. Peninsula Park may be the better choice because the area is flat and has parking and nearby restaurants. He will provide
Commissioners with information about Alchemy Theatre. If the program is successful, it
can be repeated for several years at a reasonable cost.
Commissioners concurred with viewing facilities at Peninsula Park and reviewing Alchemy Theatre information and performances prior to the January meeting.
Jim Mosher remarked that if the program continues for several years, the City Arts Commission should consider a variety of performances.

VII. CITY ARTS COMMISSION ANNOUNCEMENTS OR MATTERS WHICH MEMBERS WOULD LIKE PLACED ON A FUTURE AGENDA FOR DISCUSSION, ACTION OR
REPORT (NON-DISCUSSION ITEM)
Vice Chair Greer requested a January agenda item regarding a partnership with OC River
Park for a screening of the documentary "Tony" and subsequent panel discussion of
homelessness in Marina Park in February 2018. There is no cost to the City Arts Commission. In addition, appointment of a Newport Beach Art Exhibition Ad Hoc
Subcommittee is needed in order to begin planning the June 2018 Art Exhibition.
VIII. PUBLIC COMMENTS ON NON-AGENDA ITEMS
Jim Mosher hoped the goals of new ad hoc subcommittees for Art in Public Places and Performing Arts will be to make more recommendations than they have spots to fill so that
the City Arts Commission will have choices. He suggested an agenda item to approve an artist or artists for exhibition in the Central Library during March and April 2018.

Vice Chair Greer clarified that there is a list of artists wishing to exhibit in Central Library.
Library Services Director Hetherton added that the artist scheduled for March had withdrawn. He has several applications for the Art in Public Places subcommittee to review.
In reply to a Commissioner's question, Library Services Director Hetherton explained that anyone in the community may submit an application to exhibit their artwork through the
website. There is no age limit.
Vice Chair Greer recalled prior discussions concerning a separate area of the Newport
Beach Art Exhibition for high school art.

TITLE: Cultural Arts Activities for December 2017
Sculpture in Civic Center Park Exhibition Photography Contest: To encourage the public awareness of
the Sculpture in Civic Center Park Exhibition, the City Arts Commission is sponsoring a photography
contest. Visitors to the Sculpture in Civic Center Park Exhibition are encouraged to submit photographs
of the works on display, and/or photographs depicting interaction with the sculptures. Full details are

arts/photo-contest.
Burnt Matchstick: City staff and artist Karl Unnasch collaborated to light Burnt Matchstick. Public
Works staff connected the piece to electrical power and the artist installed lights in the piece on
December 11.

Central Library Gallery Exhibition, Mixed Media Collages by Phyllis Paxton, January 8 -March 2, 2018:
The Newport Beach City Arts Commission presents an
exhibition by mixed media artist Phyllis Paxton. While living
in Paris in the 1980’s, Paxton was working in watercolors
and acrylics, and combined this interest with her graphic
arts background. Her work with in the advertising industry
had kindled a desire to blend traditional art with the calls to
action and emotional appeals of advertising posters. As
Paxton explored Paris, she became fascinated with peeling
posters on the corners and walls of the city. She felt that
artists working in this field were free from restrictive
academic boundaries and able to explore colors and themes
chosen in the hope of attracting viewers. Weather had worn
them into peeling layers, exposing fragments advertising
everything from nightclubs and theater to sports. They
seemed almost to breed in layers that made Paxton feel like
an archeologist as she peeled off strips and fragments to use
in her paintings. After photographing the walls, the artist
took pieces of paper to her studio where she soaked and
separated them, revealing previously hidden layers that
sparked fresh directions for her.
Traveling through Europe added more variations in colors
and styles. At Phyllis Paxton’s studio, she utilized them in
collages, adding emphasis with fragments of slogans or
brand names in varied typographies. Paxton uses fragments
and sometimes larger sections that she blends with her own
acrylics to form a coherent hybrid of traditional art with
modern graphics, Paxton’s intent was to bring to the viewer
a sense of the emotions that the posters had tried over the
seasons to stir in passersby’s. Her love of Paris and other great cities of Europe, combined with her
graphic arts experiences, have led her to develop a unique painting style. The layers of Phyllis Paxton’s
paintings are like the complex layers of these historic cities. As layers are peeled away, these remnants
from urban landscapes provide fresh appeals to our senses. The exhibition will be on display during
library operating hours, January 8 through March 2, 2018.

RECOMMENDATION:
Staff requests that Chair Chang appoint an Ad Hoc Subcommittee tasked to plan and implement the
2018 Newport Beach Art Exhibition.
DISCUSSION:
Ad hoc subcommittees are appointed in City government to evaluate and report on a particular issue or
subject relevant to that commission. The committee must be comprised of three members or less to
avoid a quorum of the City Arts Commission. The committee then brings their recommendation to the
City Arts Commission for review and approval. Once that committee has completed its work, the
committee disbands.
The Newport Beach Art Exhibition Ad Hoc Subcommittee shall meet to review submissions and select art
for display in the Newport Beach Art Exhibition. Commissioners also plan the staging of the art and the
event reception.

TITLE: Proposal for Shakespeare on the Balboa Peninsula
RECOMMENDATION:
The Shakespeare on the Balboa Peninsula Ad Hoc Subcommittee recommends that the City Arts
Commission approve a proposal to stage Shakespeare performances by the Alchemy Theatre on the
Balboa Peninsula in autumn 2018.
DISCUSSION:
In May 2015, prior to dissolution, the Balboa Performing Arts Theater Foundation distributed their
remaining assets, $175,000, to the Newport Beach Arts Foundation with the stipulation that the City
Arts Commission use the money for staging performing arts in the City of Newport Beach with a
preference to the Balboa Village. The Newport Beach Arts Foundation turned these funds over to the
City of Newport Beach for City Arts Commission programming in June 2015. Accessing these funds
requires City Council approval.
In order to access these funds, the Shakespeare on the Balboa Peninsula Ad Hoc Subcommittee has
developed a plan to stage a performance in autumn 2018 at a venue on the Balboa Peninsula. Staff will
submit this funding request to the City Manager for inclusion in the Fiscal Year 2018/19 budget.
The committee has identified Alchemy Theatre as the most suitable vendor. The committee evaluated
three other companies: the New Swan Theatre, Shakespeare by the Sea, and Shakespeare OC. The New
Swan Theater has stated that the cost and logistics of staging a performance off site are prohibitive.
Shakespeare by the Sea is unable to stage performances at any time other than the summer. The
Recreation Department has requested that the City Arts Commission stage the performance in the fall or
spring due to traffic and parking congestion on the Peninsula during the summer months. Shakespeare
OC had expressed some initial interest in a collaboration with the City Arts Commission, but have not
responded to requests for a meeting.
Alchemy Theatre, based in Santa Ana, is a small yet active theatre company that has staged Shakespeare
performances in Huntington Beach’s Central Park, and other venues, including the Fullerton College
Sculpture Garden, and the Westminster Community Playhouse.
In addition to live performances, Alchemy also engages in community and educational outreach, and
professional leadership programs, including apprenticeships, internships, and mentoring that allow
theatre practitioners at all levels of experience to explore all parts of the process. The Alchemy Actors
Academy provides workshops, intensive residencies, and private coaching for new and experienced

actors. Alchemy also supports new works development in the form of readings and workshops to assist
playwrights and composers in bringing new works to the public.
Mr. Jeff Lowe, founding ensemble member of Alchemy Theatre Company, stated the cost of staging a
performance on the Balboa Peninsula at $3,500.00 per performance. Ideally, Alchemy would present
two performances, a tragedy and a comedy, staged on successive evenings, as Shakespeare by the Sea
did when the City contracted them for live Shakespeare performances in the past. City staff and
Alchemy have identified October 6 and 7, 2018, as potential dates, with Peninsula Park as a potential
venue.
Additional costs include sound engineering, portable restrooms, insurance, and marketing, estimated at
$8,500.00. Alchemy will provide sets, staging, and costumes.
Staff estimates that the total cost of the proposed event is $15,500.
Pending City Arts Commission approval, staff will ask the City Manager to include funds from the Balboa
Performing Arts Theatre Foundation in the Cultural Arts budget for fiscal year 2018/19.

TITLE: City Arts Commission Support for OC River Park Presentation of the Film
Tony
RECOMMENDATION:
Staff recommends that the City Arts Commission approve a proposal by Vice Chair Greer to sponsor a
screening of the film Tony at Marina Park on February 22, 2018.
DISCUSSION:
Orange Coast River Park, Inc., a 501(c)3, in conjunction with the Newport Beach Arts Foundation and the
Newport Beach Film Festival, is screening a presentation of the film, Tony, at the Marina Park Recreation
Center on February 22, 2018, at 7 p.m. Orange Coast River Park has invited the City Arts Commission to
sponsor the event. City Arts Commission sponsorship will enable staff to market and promote the
event, and to waive applicable fees for the use of City facilities.
The film, which deals with a first person account of homelessness, is quite timely, considering the impact
of recent events upon the homeless encamped along the Santa Ana River, the plight of the homeless in
Orange County, and the challenges faced by communities as they deal with this issue.
After the film, representatives of various government and NGO entities, including the Newport Beach
Police Department, will participate in a panel discussion. Tony, the subject of the film, will also be
present at the screening and discussion. The screening is free to the public.

TITLE: Exhibition of Art in the Central Library
RECOMMENDATION:
Under the recommendation of the Art in Public Places Ad Hoc Subcommittee staff requests that the Arts
Commission approve the work of artists Ed Olen, Agnes Schenk, Joe Cladis, and Raphaele Cohen-Bacry
for display in the Central Library.
FUNDING REQUIREMENTS:
No funding requirement.
DISCUSSION:
The City of Newport Beach maintains two exhibit spaces at the Central Library. The Lobby Gallery in the
Central Library has approximately 38 feet of linear wall space designed for two-dimensional pieces of
art. Additionally, artists may apply to exhibit three-dimensional works in the two display cabinets added
to the lobby of Central Library in 2010. The display cases are approximately 24” high x 24” deep x 24”
wide.
Artists who want their work considered for display submit a completed Application for Review and
Consideration of Art.
The Library Services Director manages the gallery space. The City Arts Commission’s Art in Public Places
Ad Hoc Subcommittee meets periodically to review artist's submissions; and notifies artists by mail of
acceptance. Staff arranges the hanging of the art.

Sobier Photo Project
The Sobier Photo Project from celebrated photographer, Ed Olen. Olen has traveled to Haiti with The Heart of Hollywood
Foundation onyearlymissiontrips since 2012.For the past three years the organization has focused on the village of Sobier,
whichwasparticularly devastatedbythe2010earthquake. Olenalways photographs histrips,buthisyearhedecidedtotry
somethingnew.With thehelpof strategic and handmadeprops,Olenjuxtaposes acultureof wealthagainst acommunity of
need.
"It's the village that is being overlooked, " Olen says, "So I decided to do this series to bring attention to them."
Olen captures the unique personalities of his subjects, creating striking images that demand attention and evoke reaction.
"This village is among the most ravaged we've seen in Haiti, " Olen says, "It's third world poverty 75 minutes from Miami."

"Now we want to focus on a well for fresh water because it's a 2+hour roundtrip for them to get fresh water every day."

Artist's Statement - OC Coast Print Series
OC Coast are a series of prints that depict iconic locations along the coast of Orange Connty. They use
a colorful geometric style along with a bit of whimsy to capture each location's personality. Creating
these prints are a labor of love for the artist and he believes people would enjoy them on display in the
Newport Beach Library. They will be in 3 different sizes: 12' x 18': 16" x 24" and 20" x 30"..
The 7 Prints
Balboa Island - So many wonderful houses and establishments woven together on such a tiny island.
It's culture is laid-back, community based and completely unique.
Big CdM - Not only fun in the SWl but also fun when the snn goes down. I love idea like of the grand
houses on Ocean Avenue overseeing it all.
Newport Beach - The peninsula, fun zone, boardwalk and pier are just a part of what makes Newport
Beach so amazing. It's always a beehive of fun and activity.
Crystal Cove - Rich with a cultural history that goes back a century. What makes it special to me is
the combination of nature and humanity co-existing in a peaceful harmony.
Laguna Beach - Dozens of secluded beaches along with majestic hills that are crisscrossed by funky
roads and houses. With all of it energized by an artistic spirit and bohemian lifestyle.
Back Bay - A natural treasure full of birds, fish, mammals and more. I like to think of the people who
love Back Bay as being part of the bay's ecosystem.
Little CdM- An intimate beach, alive with the best tide-pools in Orange County. Even though it's a
wonderful place for family's to enjoy I have always felt that there is a wild side to it.
