There are 23 Lots involved --10 of them having duplexes on them, 2 beim vacant and the rest having single residences. The property across the street is R-3. Therefore, the property is substantially R-2 already. Pr�)per planning for this area as well as the best use of the property, would best be served by changing the zoning from R-1 to R-2. Moreover, athere is a substantial detriment to petitioner's property value as well as to ;the =oCier remaining vacant lot by having the same remain R-1. The difference in property values `in-.havi.ng it R-2 and R-1 beim very substantial. Petitioner's lot' is surrounded by duplexes and is not suitable to have a single resident erected thereon. Property was Posted on Jame 27, :1960 2. 160 notices were mailed to property miners within 3001 of property proposed to be rezoned. 3. Notice of one public ari.ng was duly published in the Newport Harbor News Press on ,lune 27, 2960. 4. Hearing was conducted on July 7, 1'9b0 FINDINGS OF PLANNING COMISSION: The Commission, after reviewing eavidence on file and testimony at the hearing, recommended that the rezoning of subject property from an R-1 to an R-2 District be denied for the following reaaonst 1. Crary, and myself, are Executors of our father's Estate which holds title to the home at 1515 East Bay Front and the two lots behind this property facing on Balboa Avenue, We wish to advise you of our objection to rezoning the lots on Miramar Drive. I have spent great deal of time going back many years at Balboa and it concerns me seeing the down -grading that is occuring in various neighborhoods in the City. As things stand today, the Peninsula. is overlypopulated during the summer months particularly, and additional multiple dwellings will only serve to aggravate as already bad situation. Every City of note needs a show place residential area, and Newport Beach needs one too. Please don't down. -grade Limo area any more. We are sorry to be unable to attend the hear' -ig to register our protests in person and urge that you do not permit this rezoning proposal.
