CALL MEETING TO ORDER – 5:00 P.M. II. ROLL CALL Commissioners Present: Judy Chang, Chair Arlene Greer, Vice Chair Michelle Bendetti, Secretary Miriam Baker, Commissioner Grace Divine, Commissioner Barbara Glabman, Commissioner Commissioners Absent: Marie Little, Commissioner Staff Present: Tim Hetherton, Library Services Director Francine Jacome, Administrative Support Technician III. NOTICE TO THE PUBLIC IV. PUBLIC COMMENTS None V. CONSENT CALENDAR A. Approval of Minutes of the December 14, 2017 City Arts Commission Meeting 1. Draft of 12/14/2017 Minutes Vice Chair Greer corrected her comments under Public Comments to "Vice Chair Greer thanked Mr. Stein and Arts OC for the Sculpture Garden Public Art update. Vice Chair Greer thanked Mr. Stein and Arts OC, the City Council and staff for their efforts administrating the recent lighting of the sculpture, Burnt Matchstick." Motion made by Vice Chair Greer, seconded by Chair Chang, and carried (6-0-0-1) to approve the draft Minutes for the meeting of December 14, 2017 as amended. AYES: Chang, Greer, Bendetti, Baker, Divine, Glabman NOES: None ABSTENTIONS: None ABSENT: Little B. Consent Calendar Items 2. Financial Report - Review of financial information. Newport Beach City Arts Commission Regular Meeting Minutes January 11, 2018 Page 2 2 Library Services Director Hetherton reported ample funds should be available for the Art Exhibition in June. A considerable amount of funds remain in the professional and technical services budget. The programming budget contains $44,836, and the professional services budget has a balance of $22,045. 3. Cultural Arts Activities - Monthly review of cultural arts activities from the Library Administrative Office for upcoming Library and City arts events and services. Library Services Director Hetherton noted the lighting of Burnt Matchstick and the Central Library's exhibition of Phyllis Paxton's work. The exhibition is slightly different from prior exhibitions. Motion made by Vice Chair Greer, seconded by Commissioner Divine, and carried (6-0- 0-1) to approve the Consent Calendar. AYES: Chang, Greer, Bendetti, Baker, Divine, Glabman NOES: None ABSTENTIONS: None ABSENT: Little VI. CURRENT BUSINESS A. Items for Review and Possible Action 4. Appoint an Ad Hoc Subcommittee for 2018 Newport Beach Art Exhibition – Staff requests that Chair Chang appoint an Ad Hoc Subcommittee tasked to plan and implement the 2018 Newport Beach Art Exhibition. Chair Chang appointed Arlene Greer, herself, and Miriam Baker to the 2018 Newport Beach Art Exhibition Ad Hoc Subcommittee. 5. Proposal for Shakespeare on the Balboa Peninsula – The Shakespeare on the Balboa Peninsula Ad Hoc Subcommittee recommends that the City Arts Commission approve a proposal to stage Shakespeare performances by the Alchemy Theatre on the Balboa Peninsula in autumn 2018. Library Services Director Hetherton reported the video clip of Alchemy Theatre did not provide a good sense of their productions. He had requested additional video clips but had not received them. Commissioners need to review additional clips in order to make an informed decision. He recommended the City Arts Commission continue the item in order to review additional video clips. Continuing this item will not delay the process for requesting funding. Commissioners agreed to continue this item. 6. City Arts Commission Support for OC River Park Presentation of the Film Tony – Staff recommends that the City Arts Commission approve a Newport Beach City Arts Commission Regular Meeting Minutes January 11, 2018 Page 3 3 proposal by Vice Chair Greer to sponsor a screening of the film Tony at Marina Park on February 22, 2018. Phil Greer, Orange Coast River Park Board Member, reported that the Orange Coast River Park is presenting a film entitled Tony, which deals with homeless issues in Southern California. As the homeless problem becomes more profound, homeless people will be found in the Sculpture Garden and other art installations. The City Arts Commission can be a cosponsor with the Newport Beach Film Festival and the Orange Coast River Park, and no monetary contribution is required. Susan Cramer remarked that the film screening was planned prior to an Orange County attorney deciding to run for office and basing his campaign on homelessness. (Inaudible) is an option of replacing river walk homeless people as well as providing a symphony. Vice Chair Greer stated the screening will bring more awareness to the community. The Police Department is involved with a question-and-answer session regarding the screening. Motion made by Vice Chair Greer, seconded by Chair Chang, and carried (6-0-0-1) to approve the City Arts Commission's sponsorship of the screening of the film Tony. Exhibition of Art in the Central Library – Under the recommendation of the Art in Public Places Ad Hoc Subcommittee, staff requests that the Arts Commission approve the work of artists Ed Olen, Agnes Schenk, Joe Cladis, and Raphaele Cohen-Bacry for display in the Central Library. Library Services Director Hetherton reported that the Central Library calendar of art exhibitions has an opening for March. Staff provided artist applications to the ad hoc subcommittee, who recommended four artists to the City Arts Commission for exhibition. In response to Commissioners' questions, Library Services Director Hetherton advised that staff sent letters to high school art departments regarding applications. Ms. Schenk's work depicts flowers and spring-like scenes, which will fit the March-April timeframe. Ms. Schenk's work was displayed in the Central Library a few years ago and received favorable press and comments. Motion made by Vice Chair Greer, seconded by Chair Chang, and carried (6-0-0-1) to approve the list of artists recommended by the ad hoc subcommittee. Art in Public Places Ad Hoc Subcommittee – Commissioner Judy Chang, Commissioner Arlene Geer, Commissioner Miriam Baker Vice Chair Greer reported the ad hoc subcommittee is awaiting the next phase. Staff is engaged in budget discussions with the City Council for Phase IV. 10. Performing Arts Ad Hoc Subcommittee –Commissioner Judy Chang, Commissioner Arlene Greer, Commissioner Bendetti Vice Chair Greer reported the subcommittee will be meeting shortly. VII.
