The Board of Library Trustees meeting is subject to the Ralph M. Brown Act. Among other things, the Brown Act
requires that the Board of Library Trustees agenda be posted at least seventy-two (72) hours in advance of each regular
meeting and that the public be allowed to comment on agenda items before the Board and items not on the agenda but
are within the subject matter jurisdiction of the Board of Library Trustees. The Chair may limit public comments to a
reasonable amount of time, generally three (3) minutes per person.
The City of Newport Beach’s goal is to comply with the Americans with Disabilities Act (ADA) in all respects. If, as an
attendee or a participant at this meeting, you will need special assistance beyond what is normally provided, we will

excellent presentation regarding the relevance of libraries in the internet age to the
Newport Beach Chamber of Commerce Government Affairs Committee.

A.Items for Review
6.Annual Budget Review
Staff requests that the Board review the preliminary Library budget for
Fiscal Year 2018/2019.
Support Services Coordinator Melissa Kelly presented a draft operating budget for fiscal
year 2018-2019. The personnel budget will be provided at the March meeting. There are
few increases in funding, but a few amounts have been reallocated. Staff requested
additional funding for maintenance of Mariners Branch. Because of the potential
temporary closure of the Corona del Mar Branch, staff requested funding for the Branch
be reallocated to the Central Library. Reallocating the funds will ensure funds are
available for the reopening of the Corona del Mar Branch. Monies for a new Library van
and a new integrated library system will be taken from vehicle and IT internal service
funds. Additional revenue from the increase in passport fees will be used to fund the
Lucky Day Collection.
In response to Vice Chair Ray's inquiries, Support Services Coordinator Kelly explained
that the City has a Memorandum of Understanding (MOU) with the School District for joint
use of Mariners Branch. In accordance with the MOU, the City maintains the building, and
the School District funds the Media Clerk position. The City will prepare the specifications
and issue a bid for the van.
The Board discussed the possibility of segregating Cultural Arts funding as it is under the
purview of the City Arts Commission rather than the Board of Library Trustees.

In reply to Jim Mosher's questions, Support Services Coordinator Kelly indicated she was
awaiting clarification of who would be responsible for Corona del Mar Branch utility
expenses while the Branch is closed. Staff does not expect any charges or expenses
related to use of the Community Youth Center or the OASIS parking lot.
7.Circulation Policy Review
Staff requests that the Board review and approve the Circulation Policy as
reviewed and revised at the January 16, 2018 meeting.
Circulation and Technical Processing Coordinator Melissa Hartson reported that the
Circulation Policy has been revised since the January meeting to include the Lucky Day
Collection and further define the Periodicals loan period and to delete Rental Books.
Mr. Mosher noted the list of fees does not contain the copy fee of 15¢. He questioned the
Library's copy fee being significantly higher than the City Clerk's copy fee of 3¢.
Library Services Director Hetherton indicated the City's Finance Department determines
the copy fee.
Motion made by Board Member Watkins, seconded by Board Member Coulter, and carried
(4-0-0-1) to approve the Circulation Policy.

8.Corona del Mar Branch Project Update
Library Services Director Tim Hetherton will update the Board on the
Corona del Mar Branch library replacement project.
Library Services Director Hetherton reported that the contract for the Corona del Mar
project will be presented to the City Council that evening for approval. If the contract is
approved, staff expects to close the Branch in two weeks so that staff can vacate the
building by the end of March. Staff will plan an event to close the Branch and will invite
Board Members to the groundbreaking ceremony for the new Branch.
Chair Johnson-Tucker thanked Library Services Director Hetherton, staff, and the Friends
of the Corona del Mar Library for their efforts to retain a Branch in Corona del Mar.
Mr. Mosher commented that he would inquire at the City Council meeting about the cost
of the Library project under the current bid versus the previous bid.

9.Central Library and Mariners Branch Library Re-Carpeting Project
Staff requests that the Board review and approve a plan for the re-carpeting
of the Central Library and Mariners Branch Library.
Library Services Director Hetherton indicated Central Library will remain open during
carpet replacement. Areas will be cordoned off while work is in process. There may be
some noise. At Mariners Branch, carpet will be replaced at night so that the Branch can
remain open. There will be an additional cost of approximately $11,000. When he
receives work dates, he will update the Board. Library Services Director Hetherton
provided carpet samples for review.
Vice Chair Ray felt the additional amount was low for after-hours work over eight or nine
days. Staff suggested the workers could be working nights rather than days and not be
eligible for overtime.
Motion made by Vice Chair Ray, seconded by Board Member Coulter, and carried (4-0-0-
1) to approve the plan to replace carpet at Central Library during business hours and to
replace carpet at Mariners Branch after hours.

10.Arts & Cultural Update
Staff will update the Board of Library Trustees on City Arts Commission
activities.
Library Services Director Hetherton reviewed Cultural Arts activities of art exhibits in
Central Library, the Newport Beach Art Exhibition, Concerts on the Green, concerts by
Pacific Symphony, Cultural Arts Grants, and the Sculpture Exhibition in Civic Center Park.
The Newport Beach Arts Foundation supports the City Arts Commission through
fundraising activities including Art in the Park.
11.Donation to the Newport Beach Public Library
Staff requests that the Board accept a $25 donation made to the Newport
Beach Public Library.
12.Donation to the Newport Beach Library Adult Literacy Program
Staff requests that the Board accept a $23,459 donation made to the
Newport Beach Library Adult Literacy Program.
Library Services Director Hetherton recommended the Board of Library Trustees accept
the $25 donation in honor of Wendy Frankel and the $23,459 grant from the California
Library Literacy Services.
In response to Chair Johnson-Tucker's questions, Support Services Coordinator Kelly
explained that a previous Board directed staff to present all donations to the Board. The
California Library Literacy Services grant is awarded in two checks. The amount of the
first check is the same for all literacy programs in California. The amount of the second

check is based on the total amount of grant funds available and the use and local support
of each library.
Motion made by Board Member Watkins, seconded by Board Member Coulter, and carried
(4-0-0-1) to accept donations in the amounts of $25 and $23,459.

13.Lecture Hall Update
Chair Johnson-Tucker will provide an update on activities related to efforts
to integrate a lecture hall on the Central Library site.
Chair Johnson-Tucker reported the lecture hall group will travel to Los Angeles to view
facilities at USC and UCLA. Architect Carl Meyer will attend the Witte Lecture on Friday
to view the function and flow of the current space. In addition, Mr. Meyer will meet with
Public Works to finalize a contract to prepare conceptual drawings.
14.Library Services
Report of Library issues regarding services, customers and staff.
Library Services Director Hetherton remarked that the City's funding of the Library per
capita is equivalent to an adult checking out five books. Based on the estimated cost of
services, the Library provides an excellent return on investment for the City and excellent
value for customers.
B.Monthly Reports
15.Friends of the Library Liaison Report
Trustee update of the most recently attended Friends of the Library Board
meeting.
Board Member Coulter advised that the Friends' sales for January 2018 were $15,184.60
which included $523 from a special vintage sale. The February quarterly book sale raised
$2,611.84. In January, the Friends sold 133 books through Amazon which was a record
amount for them. A meeting was scheduled for February 27 with three members of the
Friends Board and eight other local Friends of the Libraries to share ideas. As of the end
of January, the Friends had 862 members. The upcoming May 4th and 5th Friends Book
Sale was also noted.
15.Library Foundation Liaison Report
Trustee update of the most recently attended Library Foundation Board
meeting.
Chair Johnson-Tucker reported the Library Foundation's last meeting focused on its
retreat. The Foundation also discussed running or assisting with a capital campaign for a
lecture hall.

Toby Larson, Library Foundation Board Member, explained that the purpose of the retreat
was strategic planning.
16.Witte Lectures Committee Liaison Report
Trustee update of the most recently attended Witte Lectures Committee's
monthly meeting.
Vice Chair Ray announced the March 2 lecture by Dr. Edelman is sold out, but tickets are
available for his March 3 lecture. The Committee is attempting to balance the number of
guest lecturers perceived as conservative, liberal, and neutral. The next lectures are April
6, 7, 27, and 28.
VII.PUBLIC COMMENTS ON NON-AGENDA ITEMS
Mr. Mosher reported his concerns about trash, as shared in the January meeting, have
been resolved. With the five new trash receptacles and the two concrete receptacles,
Mariners Branch now has seven trash containers.
VIII.BOARD OF LIBRARY TRUSTEES ANNOUNCEMENTS OR MATTERS WHICH
MEMBERS WOULD LIKE PLACED ON A FUTURE AGENDA FOR DISCUSSION,
ACTION OR REPORT (NON-DISCUSSION ITEM)
Chair Johnson-Tucker requested future agenda items to discuss formation of a capital
campaign committee for a lecture hall and tabulation of Wi-Fi usage by the Library Journal
staff. She also suggested a Library Board Member occasionally attend a Literacy Board
meeting. The next Literacy Board meeting is scheduled for March 13 at 6:00 p.m.
Support Services Coordinator Kelly announced the annual Literacy Luncheon will be held
on May 16 at the Pacific Club.
Board Member Watkins had requested Library Services Director Hetherton research and
share information regarding collection of fines and frozen Library accounts.

back to the 1940’s. If you check out the Library’s webpage and

brand new hotel being built on Lido island, I was in search for an old
newport beach newspaper clipping so I can print it on a wax paper for fish
and chips. So my question is, A. has newport beach ever had a
newspaper unto its own city. B. if they have, does the library have any so I
can make copies?

Hello, today i have seen your report/story on net: ... I myself have a Dodge
W350 from 1985 and are currently repairing it. On the page ... I put my
project on the net. Unfortunately, the history of the Dodge-Fz is not always
and certainly not in German. So I started to list the individual dodge
models (-> types). For this I am naturally looking for more beautiful
vehicles. So Dodge was build emergency, work and Fire Trucks and Bus
there often order by Towns. Do you have information about your City about
Dodge Trucks/Bus ? Have you Pictures and Information for my side ? Also
i have seen in that Dodge (Brothers) have build boats. Is it corectly that
this the same Broth-Company why have build the Cars and Trucks ? That
was new for me. When it the same company can you tell me information
about the boat types and maybe photos and stories for my side - i have
seen that these Dodge build Boats in Newport. So have you in your City
Archives historic information about these ? I search pictueres, Information
(maybe buildplans from the types) an Stories about these Company-Area.
(Historie and from today) I have read on the net that Dodge build ships / -
parts to the WW II for the Marines too. Do you have every informations
about these ? My sites are not for the Comerce - only informative. To the
photos I would be happy, if the vehicle still had the typical data (if
necessary an anektode / story to the vehicle?). All rights to the photos etc.

Thank you for contacting the Newport Beach Public Library
regarding Nintendo Switch games. Staff is evaluating the
feasibility of adding these consoles. I will contact you with our
decision.
There is vast selection of titles on other gaming platforms but none for
Nintendo Switch. Any chance we'll see Nintendo Switch titles to rent in the
future?

regarding the Genealogy Series. Sarah has accepted a full-time
Librarian position with the Anaheim Public Library system. I am
trying to identify if other staff has the interest and background to
teach similar classes. I have also reached out to the database
vendor to see if they can host a class for us. As for handouts, I
will send you any I locate. I will be in touch with any updates.

created a notebook for you with all the handouts and Powerpoint
presentations. Please note that she did not make an outline for
the January 17, 2018, class. She did not prepare and class
materials past February 14th, as she knew she was leaving

during business hours. I will leave it on the file cabinets. Any

All the classes are cancelled? I tried to attend classes last year but they
were closed because there wasn't enough space. Now all of them are

I am REALLY disappointed that Sarah Emmerson's genealogy classes
have been cancelled mid-series, as per Greg Johnson's e-mail to
participants. She is a fantastic teacher...intelligent, easy to understand,
open to questions. I took her whole series last year and this year signed
up for the 4 new lectures offered. Please bring this workshop series and
Sarah Emmerson back soon!

CDM project
It is extremely gratifying to move forward with CDM Branch replacement project. I thank City
Council, Public Works, and the Board of Library Trustees for the time and thought put into this
endeavor. In addition, I am very grateful to the front line CDM staff – Library Assistant Janice
Nikula and Library Clerk Haidee Barker – who served as friendly and gracious ambassadors for
the branch. Janice developed a following with branch customers for her skillful and energetic
children’s programming, and Haidee embodied what Melissa Kelly deemed the “Cheers” model:
she helped make the branch the “place where everybody knows your name”.
This is my first construction project as a Director, and I must say, closing a branch is much
easier than the run-up to building a new facility. We should be out of the building completely by
the final week in March. It was nice to see the community come out on March 14 to
acknowledge the branch. My lasting memory of the old branch will be of how it looked on
Wednesday, March 14 – clean, bright, and filled with a cheerful crowd.
The little CDM branch has served us well for nearly 60 years. I think about the customers who
used the branch and the difference it has made in their lives. Engendering the support of the
community is one of the Library’s core values, and we will bring this emphasis to the new facility.
Carpet update
City Council approved the facilities carpeting project at the March 13 meeting. Public Works will
execute contracts with Tandus Centiva and Steel Installers West. Once that is accomplished,
Kathryn Cho, the project manager for Public Works, will schedule a preconstruction meeting to
discuss phasing, scheduling and all the details of the project. The contracting process can be
lengthy, but Kathryn is hoping for work to start in mid-April.
Library Journal tabulation of Wi-Fi stats
Last month, Chair Johnson-Tucker asked about how the Library Journal staff tabulates Wi-Fi
statistics. Library Journal reports the following:
“In FY15, over 1,800 libraries nationwide were still unable to report Wi-Fi sessions despite that
being the second year of the category’s inclusion in the Public Library Survey. (Some states’
survey schedules make it impossible for them to adopt a new measure for the first year that
other states report it.) The issue here is not libraries that do not provide Wi-Fi service—they can
simply report zero sessions. Doubtless, many libraries are finding it difficult to count Wi-Fi
sessions. IMLS, the Chief Officers of State Library Agencies, individual state library agencies,
and State Data Coordinators—particularly those with response rates below IMLS’s 80%
standard—are encouraged to redouble their efforts to support libraries in finding ways to collect
this important new measure. While public Internet computer use has long been included in

the LJ Index, it no longer suffices when many, if not most, users bring their own devices to
access digital resources.
As soon as the 80% standard is met nationally, Wi-Fi sessions will be considered seriously for
addition to the LJ Index. At that point, libraries for which this data cannot be obtained may be
disqualified from being rated and, thus, from being considered as Star Libraries.”

So, in summation, the way Library Journal tabulates (or, more accurately, doesn’t tabulate) Wi-
Fi stats definitely has an effect on NBPL’s star rating, since the use of Wi-Fi and personal
devices is widely prevalent among our customers.

Staffing
Camille Escareal-Garcia started her position as a Library Assistant/Part Time at the Central
Library. Camille brings years of customer service experience from Barnes & Noble Booksellers
and the entertainment industry. Sarah Emmerson, Library Assistant/Part Time at the Mariners
branch library, resigned to accept a Librarian position with the Anaheim Public Library.
Interviews for filling the Library Assistant position are scheduled for early March.
Library Outreach
Library Services Manager Natalie Basmaciyan, NBPL Foundation Director of Programs Susan
Groux, and NBPL Literacy Coordinator Cherall Weiss attended a breakfast meeting of the
Rotary Club in Corona del Mar on February 13th. Natalie reviewed basic library services and
library locations. Susan reviewed the role of the Foundation and upcoming programs. Cherall
provided a timeline of literacy and an overview of the Career Online High School program.
Approximately 45 people attended the breakfast.

Passport Services
The NBPL Acceptance Agents completed the annual recertification through the Department of
State. The Acceptance Facility paperwork was submitted for recertification as well. The facility
processed over 1,000 passport applications from October 2016 to September 2017 in the
recertification period.
Genealogy Series
The popular and well-attended Genealogy Series was cancelled due to Sarah Emmerson’s
resignation. Several customers requested the handouts and class outlines, which staff
provided. The Library Services Manager has contacted the Ancestry Library Edition vendor to
coordinate offering new and different programs for the public.

Branches
Branch programs for February included Valentine and “sweetheart” crafts in addition to a very
well received BARK Program (Beach Animals Reading to Kids and co-sponsored by the NBPL
Foundation) at Balboa. Clark, a beautiful labradoodle, enjoyed reading with 16 children on
Wednesday, February 28.
The biggest news regarding branches happened in the evening on Tuesday, February 27 when
City Council voted unanimously to accept the bid for construction of the new CDM Branch
Library and Fire station. The last day that CDM will be open to the public will be Saturday,
March 17. Groundbreaking for the new combined facility will take place on Tuesday, April 10
with a projected completion date of Summer 2019. This was very exciting news for Library staff
and the public alike as this project has long been in the works and is finally moving forward.
Annika Helmuth, Branch Librarian at CDM will work from Central but will provide programming
at the Community Youth Center in Grant Howald Park.
Youth Services
130 children and their adults attended a Lunar New Year program on Saturday, February 10. In
addition to crafts that reflected the cultures of China, Vietnam and Korea, there were games,
candy and decorations throughout the room representing these Asian cultures. Liz and Ammi
were responsible for the planning and presentation of the program but the entire Central Youth
Services team pitched in to help with decorations, clean-up, etc.
On Tuesday, February 27 almost 80 first-graders came from Lincoln Elementary to have enjoy
their yearly First-grade class visit. As a reminder this outstanding program is entirely funded by
the Friends of the Library and not only includes the bus transportation from the district but a free
book for every student as well.

Teen Services
Aside from the regular YAAC meeting held on Valentine’s Day, two practice AP tests were well
attended on February 17 and 24. Three YAAC members were also very pleased to be asked to
serve as members of the panel of judges who evaluated the entries for the Foundation
sponsored Creative Writing contest.

Staffing
We welcomed Library Page, Yocelin Ruiz, to our team. Yocelin is assigned to work at the
Central Library and began her training on February 22.
SLS Meeting
Julie Duncan, Technical Processing Library Support Supervisor, attended the SLS Technology
Meeting this month at Placentia’s Central Library. Julie discussed our newest offerings,
highlighting Kanopy and Flipster, as well as presenting an ILS update to the group.

The Balboa Branch Library is the “original” Newport Beach library, established when a 2200
square foot building was constructed around existing public restrooms and opened in 1929. In
1960 the building was expanded to the current 6000 feet. While the Balboa Branch is not as busy
as Central and Mariners, it does have a dedicated base of regulars, mostly people who live on the
peninsula or on boats. Summer is by far the branch’s busiest time of year, seeing a lot of foot
traffic, heavy computer use by visitors, and children participating in the Summer Reading
Program.
The branch is open 60 hours per week; late nights on Mondays and Wednesdays, and closed on
Sundays.
The Balboa Branch has a few unique collections. One is its Nautical Collection, which consists of
fiction, nonfiction, reference, and DVDs. Of note is the Nautical Nonfiction collection of
practical books on boating and sailing, repair manuals, narratives, and history.
Also unique to Balboa is the 3D Blu-ray collection for adults and children.
Another feature is the Newport Beach Historical Society displays, which are in the room in the
middle of the library.
For children, the branch offers two storytimes a week, as well as one special program per
month such as a craft program or performer. Often staff sets out crafts or coloring pages on the
tables in the children’s area for any kids who visit the library.
Personnel
The Balboa Branch is staffed by one full-time librarian, one part-time library assistant, two part-
time clerks, and one part-time page.
Evelyn Rogers is the branch librarian; previously she was a children’s librarian at the Central
Library. Library assistant Laurie Sanders came to the Balboa crew from the Corona del Mar
branch. Clerk Mike Payne has worked at the branch since 1989, and lives locally on the
peninsula. Daisy Hernandez is the other part-time clerk; she is good with creating library
displays and working with current technology. Page John West is another peninsula local.

Facility Maintenance
Since repairs were done on the roof last year, the branch has not had any leaks during this
season’s rain, which is always a concern in a nearly 90-year-old building.
The library required some minor plumbing and electrical work over the last year.
A couple of nice enhancements, made possible by a donation from the NBPL Foundation,
happened this year. Two new browsing boxes for Music CDs were installed in the Children’s
area. Also, a new indoor bookdrop was received.

Balboa’s service population is 6,060, although that number is higher during summer with
tourists and visitors who rent houses on the peninsula, many of whom have NBPL out-of-state
library cards they renew each summer. 54,556 Balboa Branch items checked out in the period
from March 2017 to February 2018.

The Balboa Branch presents two children’s storytimes per week, Preschool Storytime and Books
& Babies, and has a steady group of attendees. Outreach to a local preschool/daycare and to
the librarian at Newport Elementary is done to promote special programs, which are mostly

geared toward early elementary school-age children. In the period from March 2017 to
February 2018, the branch saw 944 storytime attendees and 593 special program attendees.
Children’s Storytimes and Special Programs:
Summer Reading
Storytime numbers drop a little bit in the summer, but special program numbers increase quite
a lot. During the seven weeks of the annual Summer Reading Program, 287 people attended
special programs. 124 children, 15 teens, and 5 adults signed up for Summer Reading at the
branch. 28 children, 4 teens, and 3 adults finished the Summer Reading Program.
Saturday Program
This year the branch added a monthly program on Saturdays, Family Game Day. Since turnout
was very low, staff decided to make it informal. Instead of advertising a monthly game day,
board games are on tables, available to play in the children’s area on weekends. This has been
well received by families visiting the library.
Collection Maintenance
Balboa’s collection consists of 35,401 items. Over the past couple years staff has done a lot of
rearranging, cleaning of shelves and area, and weeding. A continuing goal is to clean up the
various collections, making the branch look nicer and making it easier to find materials.

Staff requests that the Board review and approve the proposed 2018-2019 operating budget for the
Library.
Discussion
Section 708. Board of Library Trustees. Powers and Duties.
There shall be a Board of Library Trustees consisting of five members which shall have the power
and duty to:
(c) Consider the annual budget for library purposes during the process of its preparation and make
recommendations with respect thereto to the City Council and City Manager.
In accordance with the above statement, staff has prepared the proposed 2018-2019 operating
budget for the Library Services Department. These figures were calculated using the City’s directive
of submitting a budget that did not include increases. That being said, the Finance Department has
added in the necessary funds to the Salary and Benefit sections of the budget to meet the demands
of the employee group agreements. The proposed budget also includes increased funding in various
Internal Service Funds, such as IT Operations and Insurance Reserves. These increases do not
diminish the funding of other library operating accounts.
The Library has requested some slight changes in line items throughout the budget to more
accurately allocate the supply budgets, but these items did not change bottom line of the overall
budget. Library staff is requesting one increase in budget to ensure sufficient funding for the
Mariners Library building maintenance. This request for $14,000 would cover repairs to the building
that may arise in areas such plumbing lines, HVAC components, building lights and rain leaks.

RECOMMENDATION
Staff recommends that the Board of Library Trustees accept a donation in the amount of $8,875.00 from the Newport Beach Public Library Foundation to support the Literacy program
and enhance specific collections.
DISCUSSION
The Newport Beach Public Library Foundation has offered a donation of $8,875.00 to support
specific Library collections and the Literacy program. The Library Foundation has accepted
these designated gifts from community members who have specified their interests. These specific gifts are listed below:
•Balboa Branch $ 200.00
•Balboa Branch DVD and Blu-ray Collection $ 5,000.00
•Children’s books $ 75.00
•Literacy Program $ 3,600.00
If this donation is accepted by the Board of Library Trustees, it will be submitted to the City

DISCUSSION:
Public libraries use fines to dissuade customers from bringing materials in late, and thus depriving others
of access to limited or high demand shared resources purchased with public funds. In recent years,
many libraries have questioned the practice of charging fines, perceiving them as a barrier to the free
access of information and materials. Denying access to the library is seemingly in opposition to one of
the staunchest principles of public librarianship: providing the widest access to materials to anyone who
wants to use these services. Some libraries consider fines to be contrary to the overall purpose and
vision of the public library.
Despite this, I cannot recommend eliminating fines to the Board of Library Trustees. I believe that fines
facilitate the timely return of library materials and encourage customer accountability. Fines are an
important mechanism that the Library uses to maintain the integrity of its shared resources, to ensure
equitable access to collections, and to protect the investment made by the taxpayer to subsidize the
cost of library materials for the entire community. As a customer-centered organization, NBPL is
interested in encouraging wide circulation and fair access to materials to as many customers as possible.
Removing fines also eliminates an important revenue stream for the City.
However, the Library is dependent upon the support of the community to function properly. We can
neither implement overly punitive fines and fees, nor ignore the late return or loss of materials. Our
task has always been the effective management of tax dollars while maintaining a fair and
accommodating mindset toward each individual customer. Our approach is to recover assets, while
preserving customer dignity and fostering goodwill.
To my knowledge, Newport Beach Public Library has never offered a formal amnesty or forgiveness
program. Essentially, we hire staff with good judgement and we empower our supervisors to make
thoughtful and compassionate decisions for customers with excessive fines. We enable staff to
restructure fines to pose less of a burden on customers. The Library will waive fines on a case-by-case
basis; as a member of the Library Administration, I have personally waived customer fines accrued or
exacerbated by circumstances such as job loss, financial situation, illness, theft, and accidents. NBPL will
also work with customers to develop a payment plan, or to reduce large fine amounts to one
manageable payment.
As of March 9, 2018, NBPL has 119,565 registered borrowers (per our retention policy, 14,121 of these
are set to be removed as NBPL prepares to migrate user accounts into the new Integrated Library

System software). The Library has 22,691 frozen accounts (accounts that exceed the $5.00 threshold,
which prevents customers from checking out materials or using public computers) which represents
about 19% of NBPL cardholders. Currently, NBPL customers have 4,184 total overdue items (this figure
represents slightly over 1% of our collection); of those items, 2,302 are still in an overdue status, and
1,882 are billed (the Library uses the term “billed” to indicate that the item is considered lost and the
customer is charged for replacement and processing costs). The approximate value of the 4,184
overdue items is $84,577.43. The approximate value of the 4,184 items plus processing fees is
$126,417.43. The approximate value of the 1,882 billed items is $37,078.68; the approximate value of
1,882 billed items and processing fees is $55,898.68.
Since the Library does not keep any demographic information on our users, it is impossible to determine
if low-income borrowers have more frozen accounts and outstanding fines than more affluent
customers. Our fine policy may very well discourage low-income customers from checking out
materials, but we do not bar anyone from using the Library because of excessive fines. Customers who
have passed the $5.00 threshold for fines can still visit the Library and use materials.
NBPL has contracted the services of Unique Management Services to recover revenue from fines and
lost materials. Over the years, NBPL has enjoyed a long and successful relationship with Unique
Management, with Return on Investment at a consistent 5 to 1. This means that we receive $5.00 in
recovered revenue for every $1.00 we spend.
The measures taken by San Diego Public Library and other organizations to eliminate fines in order to
ensure access to low-income customers are well-intended for those communities but still ultimately
have the result of freezing accounts and assessing fees, all while materials remain unavailable to the
public. San Diego Public Library Director Misty Jones has designed a policy in which all checked-out
items are renewed automatically five times for a total checkout period of 105 days. Customers who fail
to return an item by that time would have their account frozen but face no fines for another 30 days.
Ultimately, if the item is not returned within this period, customers are billed for the value of the item.
At 60 days, their debt is turned over to the City Treasurer. This is not as much as the elimination of fines
as it is a deferral of replacement costs for 165 days.
My issue with this policy is that it not only denies access to publicly owned resources but also offers very
little to customers who choose to comply with return dates. Overdue and missing items cause
frustration for customers and librarians alike, when they request items – items purchased with public
funds and maintained as a shared resource for the community - only to find they are overdue and
unavailable.
I am interested in reviewing San Diego Public Library’s policy in 12 months to determine if the
elimination of fines has had any effect on the recovery of overdue items.

ABSTRACT
The Newport Beach Public Library provides free use of the wireless service on multiple devices for all
library users, whether or not they possess a library card. Customers have come to expect unfettered
access to wireless services in public settings, and NBPL has met this expectation.
DISCUSSION
The Newport Beach Public Library provides free, unauthenticated wi-fi in all library locations, as of
February 2017. The Library offers unauthenticated access to benefit customers, who often work on
multiple devices to access files, synchronize calendars, and work on projects. Authentication limited
customers to using one device at a time, creating a barrier to free access of Library resources.
Joining the Corporation for Education Network Initiatives in California (CENIC) in 2016 provided NBPL
with high-bandwidth service at the Central, Mariners, and Balboa libraries. The CENIC service was not
added to the Corona del Mar library due to the pending construction of a new facility.
From February 2016 to February 2017, library users enjoyed 259, 784 wireless sessions across all
libraries, averaging 97 minutes per session. On rare occasions during peak library use, all wireless
licenses may be in use. Staff addressed this barrier to library service by purchasing forty additional
licenses in September 2017. This purchase has reduced the disruption to service to a minimum for
library users. Staff collaborated with the IT staff to open the wi-fi access from 6:00Am to 10:00PM to
allow access during City meetings held before library hours and for finalizing projects as the library
closed.
This change to unauthenticated wi-fi access has addressed concerns from Media Lab users who could
not easily move from file to file in multiple devices to complete their projects. The wi-fi service remains
one of the most popular features of the libraries. Customers enjoy using their personal electronic
devices, and the wi-fi service permits them to do so in all areas of the library buildings and exterior
areas.

TITLE: Newport Beach Public Library’s Wi-Fi Usage

DISCUSSION:
On Tuesday, February 27, City Council awarded a construction contract to Telacu Construction, based in
Orange, CA, for the construction of the Corona Del Mar Branch Library/Fire Station No. 5. The Library
will officially close at 6 p.m. on Saturday, March 17. Staff will them remove collections, furniture and
equipment. The Library will not retain every item in the Branch’s collection, and the Friends of the
Library will hold a book sale after closure, on Saturday March 24, from 10 a.m. to 2 p.m. and on Sunday,
March 25, from 11 a.m. to 2 p.m.
Branch Librarian Annika Helmuth and Library Clerk Haidee Barker will be assigned to the Central Library
until the branch reopens in the summer of 2019. Ms. Helmuth will continue to provide two weekly story
times (“Book & Babies” and “Preschool Story Time”) at Grant Howald Park & Community Youth Center
at 3000 Fifth Ave. The popular Friday program, “Songs & Storys” will move to Central Library due to the
large crowds it attracts. Staff is also planning to present story times outdoors in Grant Howald Park
during the warmer summer months.
Customers are encouraged to take advantage of concierge services at the OASIS Senior Center, 801
Narcissus Ave. to return materials and pick up holds. Hours are Monday to Friday from 8 a.m. - 5 p.m.
In the Library’s annual budget meeting with the City manager and Finance Director, the consensus was
that the responsibilities for utilities payment for the site would be turned over to the contractor during
construction. Staff will verify this next week at the March 28 pre-construction meeting with Public
Works.
On Tuesday, April 10, at 2 p.m., the City will host a groundbreaking ceremony for the new facility.
