Roll Call and Introductions:
Chairman Rosansky called the meeting to order at 8:05am
CONSENT CALENDAR
1. Minutes of January 18, 2006
Motion: Chairman Rosansky moved to approve the minutes as written.
Vote: Approved unanimously
2. Progress Report
Ms. Wood, Assistant City Manager, stated the Economic Development Strategic Plan is almost done.
DISCUSSION ITEMS
1. Report on Newport Beach Film Festival
Gregg Schwenk, Executive Director Newport Beach Film Festival distributed a handout titled "A Quick Look Back at
2005", which was an overview of last year's film festival, and discussed this year's upcoming film festival, April 20th -
30th. Ticket sales start April 1 st.
2. Report on Newport Harbor Nautical Museum
David W. Muller, Executive Director Newport Harbor Nautical Museum gave a report on relocation of the Nautical
Museum and highlighted the following points:
0 Why the move
0 Changes to the Fun Zone — new site of the Nautical Museum
0 Schedule
0 Impact
Would like to work with the City's Economic Development Department on the following:
0 Parking solutions
0 New business investments in Balboa Village
o Revitalization
o Business education campaigns
0 Building incentives
o Historical status
o Tax incentives
0 Copy of letter sent to Nautical Museum members on the purchase of the Balboa Fun Zone and future of the
Nautical Museum was handed out.
3. Briefing- Possible November Ballot Items
Chairman Rosansky pointed out that it was getting late, and wanted to address these items at the next meeting when
there was more time.
4. EQAC Representative's Report
0 Cris Trapp stated the subcommittee's comments on NOP of EIR on the General Plan Update will be presented
at EQAC's meeting on February 27th meeting.

Presentation on the Balboa Theater
PUBLIC COMMENTS
Ms. Wood, Assistant City Manager, commented that the City has stepped up how we our responding to the City of Irvine's
new residential development projects.
Chairman Rosansky added he was meeting with the County today, and hopefully will have a report at next month's meeting of
a tentative agreement with the County on the Airport and other issues.
