TITLE: Corporation Yards Painting Project — Notice of Completion for
Contract No. 7153-1 (18F02)
ABSTRACT:
On October 24, 2017, City Council awarded Contract No. 7153-1 for the Corporation
Yards Painting Project to TL. Veterans Construction, Inc. The required work is now
complete and staff requests City Council acceptance and close out of the contract.
RECOMMENDATION:
a) Accept the completed work and authorize the City Clerk to file a Notice of Completion
for the project. On October 24, 2017, City Council found this project exempt from the
California Environmental Quality Act (CEQA);
b) Authorize the City Clerk to release the Labor and Materials Bond 65 days after the
Notice of Completion has been recorded in accordance with applicable portions of the
Civil Code; and
c) Release Faithful Performance Bond one (1) year after acceptance by the City Council.

DISCUSSION:
The Facilities Maintenance Master Plan (FMMP) focuses on items that extend service
longevity and improve customer experience. This project provides protective coatings on
the City's metal buildings. The majority of these structures are at the corporation yards
as large metal garages, canopies, storage sheds, and other special purpose facilities. All
of these metal structures exhibited rust damage, ranging from minor repairs to complete
support beam replacements. The rust damage has now been repaired which extends the
building's service lives. The project also included painting at the Civic Center, Central
Library, Marina Park, and San Miguel Pedestrian Bridge.

Contract No. 7153-1, Corporation Yards Painting Project, is completed to the satisfaction
of the Public Works Department. A summary of this contract's construction cost is as
follows:
Original Bid Amount: $570,000.00
Actual Cost of Bid Items Constructed: $570,048.64
Total Change Orders: $ 65,920.00
Final Contract Cost: $635,968.64
The actual cost of contract bid items constructed was $570,048.64 nearly the same as
the awarded contract amount. During the course of the construction, Public Works and
other Departments recommended additional painting work areas due to the efficiencies
and quality work being performed by the contractor on-site. Two change orders were
issued totaling $65,920.00, an 11.6 percent increase over the original contract amount.
The City Manager approved 1.6 percent contract amendment which was the amount over
the approved contingency for this additional work. The change orders included additional
painting at the Civic Center, Library and Community Room, the underside and railing of
the San Miguel Pedestrian Bridge; repairing and replacing rusted metal in the General
Services Yard; and cleaning, priming and painting interior metal support beams at the
Utilities Yard.

ENVIRONMENTAL REVIEW:
On October 24, 2017, City Council found this action exempt from the California
Environmental Quality Act (CEQA) pursuant to Section 15301 (minor alteration of existing
public facilities with negligible expansion) of the CEQA Guidelines, California Code of
Regulations, Title 14, Chapter 3, because it has no potential to have a significant effect
on the environment..
NOTICING:
The agenda item has been noticed according to the Brown Act (72 hours in advance of
the meeting at which the City Council considers the item).
