The City Council Members' and citizen members' have annual terms that are subject to City Council confirmation. The process to fill the vacancies is provided in Resolution No. 2017- 58, City Council Policy A-2 (Boards, Commissions and Committees), and the Maddy Act. All vacancies were noticed according to the Maddy Act and City Council Policy A-2. RECOMMENDATION: a) Determine this action is exempt from the California Environmental Quality Act (CEQA) pursuant to Sections 15060(c)(2) and 15060(c)(3) of the CEQA Guidelines because this action will not result in a physical change to the environment, directly or indirectly; and b) Confirm Mayor Duffy Duffield's and individual City Council Members' appointments to the Finance Committee: (1) City Council Member Kevin Muldoon, who will serve as chair; (2) City Council Member Scott Peotter; (3) City Council Member Will O'Neill; (4) William Collopy based upon Mayor Duffield's recommendation; (5) Joe Stapleton based upon City Council Member Brad Avery's recommendation; and (6) Larry Tucker based upon City Council Member Jeff Herdman's recommendation. City Council Member Diane Dixon's citizen member appointment will proceed at a future City Council meeting by separate action. The appointees will serve a one-year term ending June 30, 2019. FUNDING REQUIREMENTS: There is no fiscal impact related to this item. DISCUSSION: On September 13, 2017, the City Council adopted Resolution No. 2017-58 which, among other changes, modified the term of the Finance Committee's membership to align with 17-1 Confirm Annual Appointments to the Finance Committee June 26, 2018 Page 2 the fiscal year and confirmed the citizen member's term would be one year or until their respective successor is appointed and qualified. The current citizen members' terms will expire June 30, 2018. The City Council members serve on the Finance Committee at the pleasure of the City Council. Pursuant to the Maddy Act and City Council Policy A-2, the City Clerk posted the annual vacancy list prior to December 31, 2017, prepared and reposted a Notice of Scheduled Vacancies (Notice) on Thursday, May 10, 2018, in the City Clerk's Office, at the Central Library, and on the bulletin board in the City Council Chambers. The Notice was also placed on the City's webpage on Thursday, May 10, 2018, and was published in the Daily Pilot on Saturday, May 12, 2018. As per the Notice, applications were accepted by the City Clerk's Office until noon on Thursday, May 24, 2018. Copies of the applications are attached hereto as Attachment A. ENVIRONMENTAL REVIEW: Staff recommends the City Council find this action is not subject to the California Environmental Quality Act (CEQA) pursuant to Sections 15060(c)(2) (the activity will not result in a direct or reasonably foreseeable indirect physical change in the environment) and 15060(c)(3) (the activity is not a project as defined in Section 15378) of the CEQA Guidelines, California Code of Regulations, Title 14, Chapter 3, because it has no potential for resulting in physical change to the environment, directly or indirectly. The agenda item has been noticed according to the Brown Act (72 hours in advance of the meeting at which the City Council considers the item). Currently I am serving in my fourth year on the Harbor Commission and proud to serve as the Vice Chair of the Commission. I feel that my time on the Commission has been a success and I have really helped lead the charge on eliminating dozens of derelict vessels in our Harbor with the help of City Staff.
