TITLE: 2017-2018 Streetlight Improvement Project — Award of Contract
No. 6269 (17V02)
ABSTRACT:
Staff has received construction bids for the 2017-2018 Streetlight Improvement Project
and requests City Council approval to award the construction contract to Elecnor Belco
Electric, Inc. (Belco) of Chino Hills, California.
RECOMMENDATION:
a) Determine this action is exempt from the California Environmental Quality Act (CEQA)
pursuant to Sections 15302(c) (replacement of existing facilities involving negligible
expansion of capacity) of the CEQA Guidelines because this action will not result in a
physical change to the environment, directly or indirectly;
b) Approve the project drawings and specifications;
c) Award Contract No. 6269 to Elecnor Belco Electric, Inc. for the total bid price of
$478,015.00, and authorize the Mayor and City Clerk to execute the contract; and
d) Establish and encumber a $48,000.00 (approximately 10 percent) contingency
amount to cover the cost of unforeseen work not included in the original contract.
FUNDING REQUIREMENTS:
The current adopted budget includes sufficient funding for this project. The following fund
will be expensed:

BACKGROUND:
The City owns and maintains over 6,000 streetlights. This year's project is a continuation
of the City's Streetlight Replacement Master Plan replacing two old high voltage series
circuit with medium voltage parallel circuits and new LED streetlights within the Eastbluff
area.
DISCUSSION:
At 10:00 a.m. on June 20, 2018, the City Clerk opened and read the following bids for this
project:
The total bid amount submitted by the low bidder, Belco, is one percent less than the
Engineer's Estimate of $485,000.00. Belco possess a valid and current California State
Contractor's License Classification "A" as required by the contract documents. A check
of the Contractor's references indicate satisfactory completion of similar projects for the
Cities of Santa Monica, Chino Hills and other local municipalities.
The work necessary for the completion of this contact consists of removing and replacing
old conduits, wires, pull boxes and streetlights heads; installing new pull boxes per city
standards, LED streetlight heads and three (3) new service cabinets. This project will
upgrade circuits located along Vista Del Oro between Vista Del Sol and Eastbluff Drive,
Vista Del Sol, Mar Vista Drive, Domingo Drive, Amigos Way and Eastbluff Drive between
Cacao Street and Jamboree Road.
Pursuant to the contract specification, the contractor will have 65 consecutive working
days to complete the work. Liquidated damages are set to $1,000.00 per calendar day
in for failure to meet the completion date.

ENVIRONMENTAL REVIEW:
Staff recommends the City Council find this action is not subject to the California
Environmental Quality Act (CEQA) pursuant to Sections 15302(c) (replacement of
existing facilities involving negligible expansion of capacity) of the CEQA Guidelines,
California Code of Regulations, Title 14, Chapter 3, because it has no potential for
resulting in physical change to the environment, directly or indirectly.
NOTICING:
The agenda item has been noticed according to the Brown Act (72 hours in advance of
the meeting at which the City Council considers the item).
