CALL MEETING TO ORDER – 5:03 P.M. II. ROLL CALL Commissioners Present: Judy Chang, Chair (arrived at 5:10 p.m.) Arlene Greer, Vice Chair Michelle Bendetti, Secretary Grace Divine, Commissioner Barbara Glabman, Commissioner Marie Little, Commissioner Commissioners Absent: Miriam Baker, Commissioner Staff Present: Tim Hetherton, Library Services Director Natalie Basmaciyan, Library Services Manager Francine Jacome, Administrative Support Technician III. PRESENTATION 1. Presentation of 2018 Sculpture Photo Contest Winners – The City Arts Commission will present prizes to the winners of the 2018 Sculpture Photo Contest: Anita Rasmussen for "Sunset in Newport" (Creativity); Barnet Rawitch for "Flying Over Newport" (Sense of Place); and Gabriel Encinas for "Flying Fish" (Human Element). Commissioner Glabman reported of the 200 entries submitted, Anita Rasmussen's "Sunset in Newport," Barnet Rawitch's "Flying Over Newport," and Gabriel Encinas' "Flying Fish" were selected as winners. She presented prizes to the winning entrants. IV. NOTICE TO THE PUBLIC V. PUBLIC COMMENTS Susan Cramer suggested the City Arts Commission review the Planning Department's webpage. The City Arts Commission is brilliant and is creating a masterpiece. She knew of two people interested in assisting with Commissioner Divine's idea for a video of life in Newport Beach. She inquired about the method to put another school on the list for the Newport Beach Film Festival. Newport Beach City Arts Commission Regular Meeting Minutes June 14, 2018 Page 2 2 VI. CONSENT CALENDAR A. Approval of Minutes of the May 10, 2018 City Arts Commission Meeting 2. Draft of 05/10/2018 Minutes Motion made by Vice Chair Greer, seconded by Chair Chang, and carried (6-0-0-1) to approve the draft Minutes for the meeting of May 10, 2018 as presented. AYES: Chang, Greer, Bendetti, Divine, Glabman, Little NOES: None ABSTENTIONS: None ABSENT: Baker B. Consent Calendar Items 3. Financial Report - Review of financial information. Library Services Director Hetherton reported revenues and expenses are on track to fund activities through June 30. Many of the expenses for the Newport Beach Art Exhibition were funded through the Cultural Arts Grant to the City Arts Commission. Currently, the budget shows approximately $34,000 in programming and approximately $9,000 in production services. In response to Commissioner Glabman's inquiry, Library Services Director Hetherton explained that surplus funds are returned to the City General Fund at the end of the fiscal year. Surplus funds in the General Fund are utilized for projects across the City. 4. Cultural Arts Activities - Monthly review of cultural arts activities from the Library Administrative Office for upcoming Library and City arts events and services. Library Services Director Hetherton appreciated Commissioner Glabman's work on the Sculpture Photo Contest. The contest generated favorable press, community participation, and really nice photos. An exhibition of James Strombotne's work is on display at Central Library, and James and Emily Strombotne held a presentation at Central Library in May, which was well attended. Commissioner Divine held another well-attended lecture in her series on Phase III of the Sculpture Garden and gave a tour of the Sculpture Garden to the Horticultural Society. Motion made by Vice Chair Greer, seconded by Chair Chang, and carried (6-0-0-1) to approve the Consent Calendar. CURRENT BUSINESS A. Items for Review and Possible Action 5. Proposal for Southland Sings Concert in Peninsula Park – Staff requests that the City Arts Commission approve a recommendation by the Performing Arts on the Balboa Peninsula Ad Hoc Subcommittee for a live performance by Southland Sings on September 23 in Peninsula Park. Library Services Director Hetherton announced the City Council approved the City Arts Commission budget for fiscal year 2018-2019, which included $15,500 for Performing Arts on the Balboa Peninsula. The subcommittee proposes the funds be used for a September 23 performance by Southland Sings in Peninsula Park. The estimated cost of the performance is well under budget. Perhaps the Newport Beach Arts Foundation will agree to sponsor the performance. Vice Chair Greer noted Southland Sings has worked for the City Arts Commission previously and did an excellent job with The Best of Broadway during the summer concert series. Motion made by Vice Chair Greer, seconded by Chair Chang, and carried (6-0-0-1) to approve the recommendation of the Performing Arts on the Balboa Peninsula Ad Hoc Subcommittee. Newport Beach Art Exhibition Ad Hoc Subcommittee – Commissioner Judy Chang, Commissioner Arlene Greer, Commissioner Miriam Baker Vice Chair Greer on behalf of the subcommittee thanked the Newport Beach Arts Foundation for their most generous contribution to cover the expenses for Saturday's live entertainment, photographer Ryan Miller, and the step and repeat that will be available to promote the event via social media. The $2,000 gift for underwriting will make a difference in the event. The subcommittee wishes to thank Newport Beach Arts Foundation President Virginia Hayter and Board Members for their volunteer support and financial support. She thanked Carmen Smith for coordinating the volunteer staffing schedule. She thanked Commissioners and their spouses for volunteering to work on Saturday and the National Charity League, The Bungalow restaurant, the Hilberts, the amazing staff for their support and contributions to the event. Janis Dinwiddie of Dinwiddie Events, the event planner for the juried art show, is busy preparing for the extraordinary event on Saturday at the Civic Center Community Room, the Green, and surrounding areas. Local residents and guests can enjoy the art beginning at noon on Saturday. The Exhibition closes at 6:00. The Library Book Store will have lovely art books available for sale until 3:00 p.m. The Bungalow food pavilion and wine and beer garden with no-host bar will begin serving Newport Beach City Arts Commission Regular Meeting Minutes June 14, 2018 Page 4 4 delectable items from its menu at noon in a garden setting complete with canopy umbrellas, draped tables, extensive seating, and flowers during the reception. Live music will be provided throughout the day by jazz ensemble John DePadie and Bob Fazio adjacent to the Green. There will be children's activities in the breezeway directly behind Council Chambers and between Council Chambers and the community room. At 1:00 p.m., the Newport Beach Art Exhibition will open. The artists will be present to meet and greet and talk about their art on display until 6:00 p.m. The Exhibition is an opportunity to view the beautiful artwork and learn more about the artists who have graciously provided a variety of painting, sculpture, and photography. In total, more than 240 artworks will be available in the Civic Center Community Room and the Plaza. The art scene at the Civic Center is also an opportunity to tour the Sculpture Garden Phase III using the phone app. Commissioner and artist Grace Divine will be onsite to provide the sculpture presentation. Commissioner Miriam Baker will bring a display and two works of art that will be on view but not part of the competition, Joyful Anticipation and Messina Girl. Newport Beach residents Mark and Jan Hilbert of Chapman University's Hilbert Museum will be onsite to discuss art with everyone. James Strombotne's exhibition Behind the Brushstrokes is available at the Central Library Gallery. At 4:30, the City Arts Commission, City Council Mayor Marshall Duffield, artists, residents, and guests will meet in the City Council Chambers to honor the artists participating in the show. Mayor Duffield with committee assistance will announce and present the 54th Annual Newport Beach Art Exhibition award winners in the categories of painting, sculpture, and photography, first, second, and third prize for each, the Juror's Choice, and the People's Choice Award. The Newport Beach Art Exhibition committee and City Arts Commission is honored to have Professor David Kidde of Chapman University jury the Art Exhibition. Join us; invite your friends and neighbors; see the Exhibition on Facebook and other social media. Publicity and Marketing Manager Katherine Mielke has provided extensive publicity for the event. Look for the ads in the local paper, The Indie, The Orange County Register, the Los Angeles Times, and The Daily Pilot. Banners are up throughout the City. 7. Performing Arts Ad Hoc Subcommittee – Commissioner Judy Chang, Commissioner Arlene Geer, Commissioner Michelle Bendetti Commissioner Bendetti reported the first Concerts on the Green performance will be June 17 with the Sinatra big band. Three more concerts are scheduled for July, August, and September. June 17 8. Performing Arts on the Balboa Peninsula Ad Hoc Subcommittee – Commissioner Barbara Glabman, Commissioner Arlene Greer, Commissioner Michelle Bendetti Commissioner Glabman inquired about inviting nonprofit art groups to host tables to share information about themselves. Library Services Director Hetherton indicated that was possible. 9. Art in Public Places Ad Hoc Subcommittee – Commissioner Judy Chang, Commissioner Arlene Greer, Commissioner Miriam Baker Vice Chair Greer noted James Strombotne's work is currently on exhibit in the Library; That exhibition will end on July 6. Diana Blaisure's Bridges, photographic monoprints, will be on exhibit from July 9 to September 7 in the Central Library lobby. $125,000 will be Newport Beach City Arts Commission Regular Meeting Minutes June 14, 2018 Page 5 5 provided for honorariums, installation, and the process for the Sculpture Garden Phase IV. There have been requests for more art in and around the City Civic Center, which the subcommittee will discuss at some time in the future. Much of the art on display at City Hall has probably been taken from storage. Much of the art for Art in Public Places is limited to display in the Library, and much of that art is on display. In response to Vice Chair Greer's query, Library Services Director Hetherton advised that staff will prepare a Request for Proposals or a sole-source memo for a vendor to direct Phase IV of the Sculpture Garden. The subcommittee can begin work on Phase IV on July 1. VIII. CITY ARTS COMMISSION ANNOUNCEMENTS OR MATTERS WHICH MEMBERS WOULD LIKE PLACED ON A FUTURE AGENDA FOR DISCUSSION, ACTION OR REPORT (NON-DISCUSSION ITEM) Vice Chair Greer requested a future agenda item for the Sculpture Garden Phase IV. IX. PUBLIC COMMENTS ON NON-AGENDA ITEMS Virginia Hayter, Newport Beach Arts Foundation President, suggested the winning submissions from the Sculpture Photo Contest be produced as postcards that can be offered for sale. The Arts Foundation has scheduled the requested number of volunteers plus a few extra for Saturday of the Art Exhibition. Commissioner Divine wished to investigate the idea of placing some of the Sculpture Photo Contest photographs into a video and sharing it via YouTube. Library Services Director Hetherton concurred with Commissioner Divine investigating the idea. Jim Mosher suggested the City Arts Commission memorialize all pieces in the Sculpture Garden in public locations. Vice Chair Greer suggested the Art in Public Places Subcommittee or a newly established subcommittee survey public art every other year to ensure pieces are maintained. Surplus funds could be held in a reserve fund to assist with maintenance of public art. In response to comments, Library Services Director Hetherton advised that the City does not impose a public art fee on developments. The Council changed its policy and no longer imposes a 2-percent fee for cultural arts. He believed the City Arts Commission utilized a portion of funds collected from the 2-percent fee for the Sculpture Garden. Ms. Mielke and Ms. Jacome will be posting to social media during the Art Exhibition. X. ADJOURNMENT – 5:38 P.M. Chair Chang adjourned the meeting at 5:38 p.m. Approved by:
