IV. There have been requests for more art in and around the City Civic Center, which the subcommittee will discuss at some time in the future. Much of the art on display at City Hall has probably been taken from storage. Much of the art for Art in Public Places is
limited to display in the Library, and much of that art is on display. In response to Vice Chair Greer's query, Library Services Director Hetherton advised that

July 1.
VIII. CITY ARTS COMMISSION ANNOUNCEMENTS OR MATTERS WHICH MEMBERS
WOULD LIKE PLACED ON A FUTURE AGENDA FOR DISCUSSION, ACTION OR REPORT (NON-DISCUSSION ITEM)
Vice Chair Greer requested a future agenda item for the Sculpture Garden Phase IV.
IX. PUBLIC COMMENTS ON NON-AGENDA ITEMS
Virginia Hayter, Newport Beach Arts Foundation President, suggested the winning submissions from the Sculpture Photo Contest be produced as postcards that can be
offered for sale. The Arts Foundation has scheduled the requested number of volunteers
plus a few extra for Saturday of the Art Exhibition.
Commissioner Divine wished to investigate the idea of placing some of the Sculpture Photo Contest photographs into a video and sharing it via YouTube. Library Services Director Hetherton concurred with Commissioner Divine investigating the idea.
Jim Mosher suggested the City Arts Commission memorialize all pieces in the Sculpture
Garden in public locations.
Vice Chair Greer suggested the Art in Public Places Subcommittee or a newly established
subcommittee survey public art every other year to ensure pieces are maintained. Surplus
funds could be held in a reserve fund to assist with maintenance of public art.
In response to comments, Library Services Director Hetherton advised that the City does not impose a public art fee on developments. The Council changed its policy and no longer imposes a 2-percent fee for cultural arts. He believed the City Arts Commission
utilized a portion of funds collected from the 2-percent fee for the Sculpture Garden. Ms. Mielke and Ms. Jacome will be posting to social media during the Art Exhibition. X. ADJOURNMENT – 5:38 P.M. Chair Chang adjourned the meeting at 5:38 p.m.

Bridges, an exhibition of photographs by Diana Blaisure opens on July 9 and continues through
September 7. The Newport Beach City Arts Commission presents an exhibition of monochrome prints by
photographer Diana Blaisure. Bridges also functions as a metaphor: linking analog and digital as the
artist combines scanned watercolor mono-prints with digital photography. Integrating abstract forms
and color of a mono-print with the solid form and composition of a bridge is the initial step. The process
has allowed her to look at bridges with new eyes. Works will be on display at the Central Library, 1000
Avocado Ave., Newport Beach during regular operating hours.

Phase IV of the Sculpture in Civic Center Park Exhibition
DISCUSSION:
In August 2013, the Newport Beach City Council authorized the City Arts Commission and City staff to
implement a temporary sculpture exhibit in Civic Center Park. The City Council approved the installation
of 10 sculptures in year one of the project and additional 10 in year two. The temporary exhibition
featured public art in locations previously identified by PWP, the landscape architecture firm that
designed the 14-acre Civic Center Park. The pieces installed in year one were on display for two years
and were removed and returned to the artists in 2016. Those installed in year two, 2015, were removed
in 2017. After a one-year pause, the project resumed with the installation of Phase of III in October
2017.
City Council approved the funding for Phase IV of the Sculpture in Civic Center Park Exhibition as part of
the overall City budget at their regular meeting on June 12, 2018.
For Phases I, II, and III, the City of Newport Beach (City) selected Arts Orange County (Arts OC) to provide
public art coordination and site management services for the Sculpture in Civic Center Park Exhibition.
Staff may open a Request for Proposals or seek a sole source contract for the project. The contract will
be submitted to City Council for final approval.
Staff will develop a timeline with the project manager for the installation of Phase IV.
After a contract is approved, Cultural Arts staff will issue a “Call for Entries”, inviting artists, private
collectors, galleries and museums/nonprofit organizations to submit artworks for consideration for the
temporary exhibition in the Civic Center Park.
To select the pieces for the exhibition, the project manager will form a panel consisting of the City Arts
Commission’s Sculpture Exhibition Ad Hoc Subcommittee and three jurors who are working arts
professionals.
The panel will individually review all of the submissions. Each panelist then will score each piece through
a private, online scoring process based on the following criteria:
1. Artistic Merit – the artist has strong professional qualifications and the artwork is of high quality and
demonstrates originality and artistic excellence.
2 of 2
2. Durability – the artwork is made of high-quality materials, requires minimal maintenance and can
withstand the outdoor elements of coastal Orange County.
3. Practicality – the artwork is appropriate for audiences of all ages and does not exhibit unsafe
conditions that may bear on public liability.
4. Site Appropriateness – the scale of the artwork is suitable for the environment and the artwork is
suitable for viewing from all angles.
The scores will be tallied and the field will be narrowed to 30 pieces.
The jury panel will assemble to discuss each of the remaining artworks as a group and vote for the final
selections in a public meeting. The panel will choose 10 artworks and three alternates. The panel will
also select locations for each piece, generally based upon PWP’s Art Master Plan.
A subsequent site visit - involving the consulting team and City staff members will assist in further
refining the proposed locations based upon existing site sensitivities such as the need to protect habitat
and the public view plane, maintaining clear public access to all the park’s walkways, and maintaining
the aesthetics of the new park.
All of the proposed placements would ensure that the existing View Plane that covers the site from Civic
Center Drive southward would not be compromised.
The City Arts Commission will publicly review the artworks at a regular meeting and approve forwarding
the recommendations to the City Council for final consideration.
If the Council approves the artworks and the proposed location for each piece, the project manager will
then notify each artist that his or her artwork was a finalist. The artworks are to be loaned to the City at
no cost and the artists are responsible for shipping their work to the Civic Center. To help defray these
costs, Arts OC recommended and incorporated into the project budget, an honorarium for each artist,
not to exceed $5,000.
Installation will take place at a date to be determined. The City Arts Commission will host a grand
opening event after installation of Phase IV.
As this is a temporary exhibit, the 10 pieces comprising Phase IV will be scheduled for deinstallation in
late summer / early fall 2020.
