Alford, Zoning Administrator The Zoning Administrator meeting is subject to the Ralph M. Brown Act. Among other things, the Brown Act requires that the Zoning Administrator agenda be posted at least seventy-two (72) hours in advance of each regular meeting and that the public be allowed to comment on agenda items before the Zoning Administrator and items not on the agenda but are within the subject matter jurisdiction of the Zoning Administrator. The Chair may limit public comments to a reasonable amount of time, generally three (3) minutes per person. Please Note: All mail or written communications (including email) from the public, residents, or applicants regarding an agenda item must be submitted by 5 p.m. on the business day immediately prior to the meeting. This allows time for the Zoning Administrator to adequately consider the submitted correspondence. NOTICE REGARDING PRESENTATIONS REQUIRING USE OF CITY EQUIPMENT Any presentation requiring the use of the City of Newport Beach's equipment must be submitted to the Community Development Department 24 hours prior to the scheduled meeting. Jabara Mixed -Use Development Coastal Development Permit No. CD2018-039 and Minor Site Development Review No. SD2018-001 Zoning Administrator Meeting July 26, 2018 Page 2 (PA2018-090) Site Location: 509 31st Street Project Summary A coastal development permit (CDP) and minor site development review to demolish an existing two-story mixed-use building and construct a new, two-story, mixed-use development. The proposed structure includes a 2,711 -square -foot artist's studio at the ground floor and a 1,103 -square -foot, residential unit on the second floor. The development also includes a 478 -square -foot, two -car garage for the residential use and three covered parking spaces for the artist's studio use. The project includes hardscape, landscape, and drainage facilities. The design complies with all applicable development standards and no deviations are requested. Recommended Action 1. Conduct a public hearing; 2. Find this project exempt from the California Environmental Quality Act (CEQA) pursuant to Section 15303 under Class 3 (New Construction or Conversion of Small Structures), because it has no potential to have a significant effect on the environment; and 3. Adopt Draft Zoning Administrator Resolution No. _ approving Coastal Development Permit No. CD2018-039 and Minor Site Development Permit No. SD2018-001. 3. Lauderdale Residence Coastal Development Permit No. CD2018-034 (PA2018-082) Site Location: 3600 Park Lane Project Summary request for a coastal development permit (CDP) to allow the demolition of an existing single-family residence and construction of a 1,865 -square -foot, three-story single-family residence and a 372 -square -foot two -car garage. The design includes hardscape, walls, landscaping, and drainage faciliites. The project complies with all appliciable development standards and no deviations are requested. Recommended Action 1. Conduct a public hearing; 2. Find this project exempt from the California Environmental Quality Act (CEQA) pursuant to Section 15303 under Class 3 (New Construction or Conversion of Small Structures) because it has no potential to have a significant effect on the environment; and 3. Adopt Draft Zoning Administrator Resolution No. _ approving Coastal Development Permit No. CD2018-034. 4. Coast Community College Tentative Parcel Map No. NP2016-015 (PA2016-150) Zoning Administrator Meeting July 26, 2018 Page 3 Site Location: 1700, 1730, and 1800 West Coast Highway Project Summary A request for a tentative parcel map to consolidate existing Lots 61, 62 and 63 of Tract 1210 (1700 West Coast Highway) and a portion of existing Parcel 1 (1730 and 1800 West Coast Highway). The purpose of the parcel map is to create a single parcel for future development of Coast Community College. Recommended Action 1. Conduct a public hearing; 2. Find this project exempt from the California Environmental Quality Act (CEQA) pursuant to Section 15315, Class 15 (Minor Land Divisions) of the CEQA Guidelines, because it has no potential to have a significant effect on the environment; and 3. Adopt Draft Zoning Administrator Resolution No. _ approving Tentative Parcel Map No. NP2016-015. 5. PAM Capital Management, Inc. Tentative Parcel Map No. NP2018-013 (PA2018-102) Site Location: 702 and 702-1/2 Marguerite Avenue Project Summary A request for a tentative parcel map for two -unit condominium purposes. No waivers of Title 19 (Subdivisions) are proposed. The Tentative Parcel map would allow each unit to be sold individually. Recommended Action 1. Conduct a public hearing; 2. Find this project exempt from the California Environmental Quality Act (CEQA) pursuant to Section 15315, Class 15 (Minor Land Divisions) of the CEQA Guidelines, because it has no potential to have a significant effect on the environment; and 3. Adopt Draft Zoning Administrator Resolution No. _ approving Tentative Parcel Map No. NP2018-013. 6. Longo Condominiums Tentative Parcel Map No. NP2018-022 (PA2018-136) Site Location: 621 and 621-1/2 Narcissus Avenue Project Summary A request for a tentative parcel map for two -unit condominium purposes. A residence was demolished and a new duplex is under construction, pursuant to Zoning and Building Code requirements. The approval of the Tentative Parcel Map would allow each unit to be sold individually. No waivers of Title 19 (Subdivision) requirements are proposed. Find this project exempt from the California Environmental Quality Act (CEQA) pursuant to Section 15315, Class 15 (Minor Land Divisions) of the CEQA Guidelines, because it has no potential to have a significant effect on the environment; and 3. Adopt Draft Zoning Administrator Resolution No. _ approving Tentative Parcel Map No. NP2018-022. 7. Engstrom Condominiums Tentative Parcel Map No. NP2018-021 and Coastal Development Permit No. CD2018-056 (PA2018-133) Site Location: 115 and 115-1/2 29th Street Project Summary A request for a tentative parcel map for two -unit condominium purposes. A residential duplex was demolished and a new duplex is under construction, pursuant to Zoning and Building Code requirements. The approval of Tentative Parcel Map would allow each unit to be sold individually. No waivers of Title 19 (Subdivision) requirements are proposed. The Tentative Parcel Map also requires the approval of a coastal development permit (CDP) pursuant to Newport Beach Municipal Code (NBMC) Title 21 (Local Coastal Program Implementation Plan). Recommended Action 1. Conduct a public hearing; 2. Find this project exempt from the California Environmental Quality Act (CEQA) pursuant to Section 15315, Class 15 (Minor Land Divisions) of the CEQA Guidelines, because it has no potential to have a significant effect on the environment; and 3. Adopt Draft Zoning Administrator Resolution No. _ approving Tentative Parcel Map No. NP2018-021 and Coastal Development Permit No. CD2018-056. 8. Orchid Avenue Condominiums Tentative Parcel Map No. NP2018-020 (PA2018-132) Site Location: 719 Orchid Avenue Project Summary A request for a tentative parcel map for two -unit condominium purposes. A residential duplex was demolished and a new duplex is under construction, pursuant to Zoning and Building Code requirements. The approval of Tentative Parcel Map would allow each unit to be sold individually. No waivers of Title 19 (Subdivision) requirements are proposed. Recommended Action 1. Find this project exempt from the California Environmental Quality Act (CEQA) pursuant to Section 15315, Class 15 (Minor Land Divisions) of the CEQA Guidelines, because it has no potential to have a significant effect on the environment; and 3. Adopt Draft Zoning Administrator Resolution No. _ approving Tentative Parcel Map No. NP2018-020. 9. Martin Residence Coastal Development Permit No. CD2018-041 (PA2018-091) Site Location: 9 Bay Island Project Summary A coastal development permit to allow the demolition of an existing single-family residence and the construction of a new 4,703 -square -foot, single-family residence and adjust the off-street parking requirements with a parking management plan. The design includes hardscape, drainage facilities, and approximately 438 square feet of landscaping. The project complies with all applicable development standards. Recommended Action 1. Conduct a public hearing; 2. Find this project exempt from the California Environmental Quality Act (CEQA) pursuant to Section 15303 under Class 3 (New Construction or Conversion of Small Structures), because it has no potential to have a significant effect on the environment; and 3. Adopt Draft Zoning Administrator Resolution No. approving Coastal Development Permit No. CD2018-041. 10. Sedghi Residence Coastal Development Permit No. CD2017-060 (PA2017-146) Site Location: 2141 Seville Avenue Project Summary A request for a coastal development permit (CDP) to allow the demolition of an existing single-family residence and the construction of a new 3,778 -square -foot, single-family residence with an attached garage. The proposed development also includes additional appurtenances such as walls, fences, patios, hardscape, drainage devices, and approximately 109 square feet of landscaping. The proposed residence complies with all applicable development standards including height, setbacks, and floor area limits. No deviations are requested. Recommended Action 1. Conduct a public hearing; 2. Find this project exempt from the California Environmental Quality Act (CEQA) pursuant to Section 15303 under Class 3 (New Construction or Conversion of Small Structures), because it has no potential to have a significant effect on the environment; and Zoning Administrator Meeting July 26, 2018 Page 6 3. Adopt Draft Zoning Administrator Resolution No. approving Coastal Development Permit No. CD2017-060. V. PUBLIC COMMENTS ON NON -AGENDA ITEMS Public comments are invited on agenda and non -agenda items generally considered to be within the subject matter jurisdiction of the Zoning Administrator. Speakers must limit comments to three (3) minutes. Before speaking, we invite, but do not require, you to state your name for the record. The Zoning Administrator has the discretion to extend or shorten the speakers' time limit on agenda or non -agenda items, provided the time limit adjustment is applied equally to all speakers.
