Newport Beach City Arts Commission Regular Meeting Minutes Thursday, July 12, 2018

Francine Jacome, Administrative Support Technician Vice Chair Greer welcomed Commissioner Kaufman to the City Arts Commission; thanked
former Commissioner Chang for her service to the City Arts Commission; and thanked City Council Members for their support of the City Arts Commission. The City Arts Commission will endeavor to make this the best year ever and looks forward to Council
Members and their families joining Commissioners for City Arts Commission events.
III. ELECTION OF OFFICERS
The City Arts Commission shall nominate and elect Commissioners to serve as Chair,
Vice Chair, and Secretary for FY 2018/2019.
In response to Commissioner Divine's request, Library Services Director Hetherton
explained the process for election of officers.
Commissioner Glabman nominated Vice Chair Greer.
In reply to Commissioner Divine's queries, Vice Chair Greer advised that she has served as Chair for ten months and as Vice Chair for two years during her seven-year tenure on
the City Arts Commission.
Commissioner Divine stated in a democratic process each Commissioner should serve at
least one year as Chair. When voting, Commissioners should consider the fact that one Commissioner serving more than one year as Chair means one or two other Commissioners probably will not have an opportunity to serve as Chair.

Commissioner Glabman commented that it is not necessarily a Commissioner's role to
serve as Chair, whether the Commissioner serves four or eight years on the City Arts Commission.
The nomination of Vice Chair Greer as Chair carried (5-1-0-1). AYES: Greer, Bendetti, Glabman, Kaufman, Little
NOES: Divine ABSTENTIONS: None
ABSENT: Baker
Commissioner Divine nominated Commissioner Bendetti and commented that each and
every Commissioner should be allowed to participate in ad hoc subcommittees and
represent the City Arts Commission to the public.
The nomination of Commissioner Bendetti as Vice Chair carried (6-0-0-1).

B. Consent Calendar Items 2. Financial Report - Review of financial information.
Library Services Manager Natalie Basmaciyan reported the finances for fiscal year 2018 and 2019 are in good shape.
In reply to Commissioners' inquiries, Library Services Director Hetherton explained that
the 2018 budget contains sufficient funding to pay the remaining expenses for the Art
Exhibition. The fiscal year 2019 budget allocates funding for Cultural Arts Grants, programming, and the Sculpture Exhibition in Civic Center Park. The City's fiscal year
begins July 1. The financial report for June 2018 shows balances of $25,740 in
programming, which will pay the expenses for the Art Exhibition and the June Concert on the Green; $7,191 in professional services, which will pay for contract services; $0 in
Cultural Arts Grants; and $16,503 in Sculpture Garden. A more complete report will be
available for the next meeting. The Sculpture Exhibition, programming, Cultural Arts Grants, professional services, office supplies, and insurance are fully funded for fiscal year
2019. The amount of funds received from Art Exhibition registrations will be available for the August meeting. Professor Kidde will be paid an honorarium. The budget is not negotiable as it has been approved.
3. Cultural Arts Activities - Monthly review of cultural arts activities from the
Library Administrative Office for upcoming Library and City arts events and
services.
Library Services Manager Basmaciyan advised that a Concert on the Green is scheduled
for July 15. The Art Exhibition was well attended with 135 artists exhibiting 250 works of art. Bridges by Diana Blaisure is on display at Central Library.
Jim Mosher suggested the financial report include the extension number so that Commissioners can compare the financial report with the budget, which is online. The
City budget for fiscal year 2019 includes $60,500 for programming, $37,376 for
professional services, and $100,000 for professional services arts. In reply to Commissioner Divine's question, Mr. Mosher understood budget amounts were proposed
by staff. Chair Greer advised that the City Council allocated the City Arts Commission the same
amount of funds in fiscal year 2019 as in fiscal year 2018. Library Services Director Hetherton added that he would review the specific amounts allocated for each category.
Motion made by Commissioner Divine, seconded by Vice Chair Bendetti, and carried (6-0-0-1) to approve the Consent Calendar.

VII. CURRENT BUSINESS
A. Items for Review and Possible Action
4. Ad Hoc Subcommittee Appointments – The Chair will appoint Ad Hoc
Subcommittees of one or more members for such specific purposes as the business of the Commission may require from time to time.
Chair Greer announced that the item is continued so that staff can arrange a retreat
wherein Commissioners will learn about the responsibilities and roles of ad hoc
subcommittees.
5. Phase IV of the Sculpture in Civic Center Park Exhibition – Staff will
update the City Arts Commission on Phase IV of the Sculpture Exhibition in Civic Center Park.
Library Services Manager Basmaciyan reported she met with Rick Stein of Arts Orange County (Arts OC) to review the timeline and budget for the next phase of the installation.
Requests for proposals should be received in September with installations to occur between February and March. Mr. Stein is making contingency plans for installations as February and March are part of the rainy season.
Jim Mosher noted the staff report regarding Phase IV planning does not include public input into selection of the sculptures. The likelihood of the City Council supporting Phase
IV is questionable without public input. Allocation of funding in the budget does not equate to Council approval of a project. Mr. Mosher related the history of funding and approvals
for the Sculpture Garden.
In answer to Commissioner Divine's query, Library Services Director Hetherton reported
public input will be included in Phase IV. The Council will have to approve the contract
with a vendor for project management. He understood funds were allocated to the City Arts Commission for the Sculpture Exhibition even though it was not labeled as such in
the City budget. Sculpture Garden funding may be an issue of nomenclature. The City
Council can establish guidelines for each phase and has to approve each phase.
Commissioner Divine appreciated the inclusion of public engagement and looked forward to hearing staff's discoveries regarding funding. B. Monthly Reports
6. Monthly Reports for FY2017-18 Activity – Update of cultural arts
activity by FY 2017-18 ad hoc subcommittee chairs.
Vice Chair Bendetti reported the first Concert on the Green likely had the largest
attendance to date. The second Concert on the Green, Springsteen Experience, is scheduled for July 15. Response to Concerts has been overwhelmingly positive.
Susan Cramer requested the consumption of alcohol at Concerts on the Green be controlled.

Commissioner Glabman reported the Concert in Peninsula Park Ad Hoc Subcommittee will meet soon.
Chair Greer reported the 54th Newport Beach Art Exhibition was held Saturday, June 16, in the Civic Center Community Room and on the Green from 12:30 to 6:00. The event was attended by more than 1,500 people. One hundred thirty-five artists exhibited an
amazing 250 artworks of painting, sculpture, and photography in the Community Room. The community, committee, City Arts Commission, City Council Members, and guests
were seen chatting with artists and purchasing art and art books from the Friends of the
Library. Guests enjoyed Commissioner Divine's lovely sculpture presentation, Commissioner Baker's beautiful sculpture on display, and meeting distinguished guests
Mark and Jan Hilbert. The children's activities were provided onsite and were great fun
for everyone. The tables were filled all day. Members of the community enjoyed the kiosk art provided by junior artists. The Art Scene on the Green at The Bungalow Pavilion with
the wine and beer garden was especially popular and the first this year. Everyone had an
opportunity to socialize while enjoying the jazz ensemble during the afternoon hours. She is thankful for the beautiful presentation and delectable menu provided by the Walkers,
Janis Dinwiddie, the Art Exhibition Committee, staff, and Commissioners. She hopes to have more of the same next year for the 55th Newport Beach Art Exhibition. The community enjoyed tours throughout the day of the Sculpture Garden and the James
Strombotne Behind the Brushstrokes exhibition at the Central Library. The art scene at the Civic Center was the best ever and the best attended in 54 years. The artist award ceremony was lovely in Council Chambers. The attendance was standing room only and
filled to capacity. She thanked Professor David Kidde for judging the 54th Newport Beach Art Exhibition and congratulated the award winners. The award winners are noted online
and below. She thanked the City Arts Commission, Newport Beach Art Exhibition
Committee, and the community for supporting the event; the artists for their participation; the City Council for their support; the Board Members and members of the Newport Beach
Arts Foundation for their volunteerism and financial support; the Friends of the Library; the
Walker family and The Bungalow Restaurant; National Charity League volunteers; Janis Dinwiddie and Dinwiddie Events; Tim, Natalie, Francine and staff; Nicholas Jacome for
his volunteerism; Alan Scott; the Hilberts and the Hilbert Museum; Commissioner and
sculptor Grace Divine; and Newport Beach Art Exhibition Committee Chair and former City Arts Commission Chair Judy Chang and Commissioner Baker for providing an excellent
plan for the event. She also acknowledged and thanked distinguished City Arts Commission volunteers, Commissioners Michelle Bendetti, Grace Divine, Barbara Glabman, and Marie Little, and Phil Greer, Alex Greer, Robert Smith, and Paul DeRidder.
Thank you one and all for your significant contributions to the success of this year's Newport Beach Art Exhibition event.

In reply to Commissioner Glabman's question, Library Services Manager Basmaciyan
advised that photos have been posted to the Newport Beach Arts Facebook page and will be used to promote the 2019 event.
Chair Greer suggested Commissioners and their families "like" the Newport Beach Arts Facebook page.
Susan Cramer remarked that the City Arts Commission owns the photographs produced by the professional photographer it hired for the event.
Chair Greer clarified that the committee and staff confirmed with the photographer a list of items the photographer is to provide.
VIII. CITY ARTS COMMISSION ANNOUNCEMENTS OR MATTERS WHICH MEMBERS WOULD LIKE PLACED ON A FUTURE AGENDA FOR DISCUSSION, ACTION OR
REPORT (NON-DISCUSSION ITEM)
Commissioners requested future agenda items of a date for the 2019 Newport Beach Arts
Exhibition, a possible partnership with the Auto Club to display its work at the Library, a
video of the Sculpture Garden, a video of Newport Beach life, and the Newport Beach Arts Foundation fundraising event scheduled for October.
IX. PUBLIC COMMENTS ON NON-AGENDA ITEMS
Susan Cramer questioned whether unused 2018 Cultural Arts Grants funds could be awarded to the Newport Beach Film Festival and suggested City email addresses for Commissioners be included on the Cultural Arts webpage.
Chair Greer requested the email addresses be added to the webpage if City policy allows
it.
