The Board of Library Trustees meeting is subject to the Ralph M. Brown Act. Among other things, the Brown Act
requires that the Board of Library Trustees agenda be posted at least seventy-two (72) hours in advance of each regular
meeting and that the public be allowed to comment on agenda items before the Board and items not on the agenda but
are within the subject matter jurisdiction of the Board of Library Trustees. The Chair may limit public comments to a
reasonable amount of time, generally three (3) minutes per person.
The City of Newport Beach’s goal is to comply with the Americans with Disabilities Act (ADA) in all respects. If, as an
attendee or a participant at this meeting, you will need special assistance beyond what is normally provided, we will

A.Consent Calendar Items
1.Minutes of the July 16, 2018 Board of Library Trustees Meeting
Library Services Director Hetherton recommended the Board include Vice Chair Watkins'
and Mr. Mosher's revisions of California State Library for Library Journal and "all of the
data" for "all data" in the last paragraph of Item 7, December 24 and 31 for December 24 and 29 in the first paragraph of item 8, and Board Member Coulter as the liaison to the
Friends of the Library in item IX. In September, staff will provide a comparison of Newport
Beach Public Library with other three-star libraries as requested by Chair Ray.

of the July 18, 2018 meeting.

A. Items for Review
6. Appeal to Board of Library Trustees Mr. Kenneth Lundy will appeal his suspension to the Board of Library Trustees.
Chair Ray announced this item has been removed from the agenda.
Library Services Director Hetherton advised that Mr. Lundy withdrew his appeal after agreeing to his card being suspended until September 15.
[The Library Board of Trustees heard the remaining agenda items in the following order: 9, 11, 14, 7, 8, 10, 12, 13, 15, 17, 16.]
7. Informational Technology Update
Mr. Avery Maglinti, City Information Technology Applications Supervisor,
will provide an update on Library IT services and projects.
Information Technology (IT) Applications Supervisor Avery Maglinti reported staff
facilitated the Corona del Mar Branch closure, salvaged equipment from the Branch when possible, moved and reinstalled equipment at Mariners Branch and Central Library for the re-carpeting project, upgraded all machines in the Media Lab, created a satellite branch
at Marina Park, replaced all public laptops at Central Library and Mariners Branch, replaced the scan station at Central Library, and enabled auto updating for common apps
at all public computers in addition to resolving 840 IT tickets over the past year. Staff is
completing the process for obtaining a new Integrated Library System (ILS) for the Library. IT staff and Circulation and Technical Processing Coordinator Melissa Hartson have been
reviewing vendors for a wayfinding kiosk for Central Library. The Daily Pilot archiving

project was completed the prior week. Upcoming projects include a new ILS and procuring
and installing new equipment at the Corona del Mar Branch when it opens. In response to questions, IT Applications Supervisor Maglinti explained that one kiosk
would be installed near the main entrance of Central Library as a pilot program. Circulation and Technical Processing Coordinator Hartson added that the Library Foundation provided the funds for the kiosk. IT Applications Supervisor Maglinti advised that the plan
for virtual terminals was discarded after staff determined virtual terminals would not be cost effective. The City is no longer hosting the Library Foundation's website, but the
website should be linked through the Library's webpage.
Board Member Kost reported he had utilized the new system to search for a newspaper
article from 1952. The system located the article in a very short time.
8. Corona del Mar Branch Project Update
Staff will update the Board on the Corona del Mar Branch Library replacement project.
Library Services Director Hetherton indicated work on the Corona del Mar Branch is progressing rapidly, and the completion date may be moved from the summer to the spring of 2019. Board Members Coulter and Kost and Vice Chair Watkins along with staff
attended the topping ceremony. Public Works staff continues to investigate enhanced sound abatement by installing a floor underlayment. 9. Board of Library Trustees Policy Review The Library Policy Ad Hoc Subcommittee requests that the Board of Library
Trustees approve the following:
a) Add the Memorandum of Understanding relating to the shared governance of the Newport Beach Library Director, Cooperating
Agreement Between the Newport Beach Public Library Board of Library
Trustees and the Newport Beach Public Library Foundation, to policy binder;
b) Revise the Board Policy binder Table of Contents to reflect a separate listing of Council Policies and Library policies; c) Adopt a labeling scheme for former Council Policies and Library
policies; d) Combine the Gift and Donor Policy and Newport Beach Public Library Gift Policy into a single policy;
e) Add, at the end of each posted Library policy, the following language: “This Policy will be periodically reviewed by the Board of Library Trustees on the first to occur of (i) as circumstances may require or (ii)
every two years from the date of adoption, last amendment, or last review. Last reviewed by the Board of Library Trustees on _____,
20__”;
f) Update each binder with tabs and replacement pages for the Table of Contents, City Council Policies, and Library policies.
Library Services Director Hetherton reviewed the subcommittee's recommendations for review of Library policies. The binder should also include the Articles of Incorporation and
Bylaws for the Friends of the Library. Having all the information in one location for each

Board Member and having a clear procedure for review of policies will be more efficient
and effective. Vice Chair Watkins submitted a written recommendation to place language of "adopted, last amended, or last reviewed on , 20 " at the end of each Library policy.
Board Member Johnson-Tucker concurred with use of the shorter language reflecting the date of review or revision of each policy.
Motion made by Board Member Coulter, seconded by Board Member Johnson-Tucker,
and carried (4-0-0-1) to approve the recommendations of the Library Policy Ad Hoc
Subcommittee.
Jim Mosher suggested the Library Board of Trustees provide input to the annual review of
the Library Services Director and meet twice a year with the City Manager as allowed by the terms of the Memorandum of Understanding. An executed copy of the Cooperating
Agreement between the Foundation and the Board should be included in the binder. He
questioned whether the Foundation revised its Bylaws to be consistent with the agreement.

Public Library Collection Development Policy.
Circulation and Technical Processing Coordinator Hartson reported she revised the
Collection Development Policy based on Board Members' feedback at the prior meeting.
Motion made by Board Member Coulter, seconded by Board Member Kost, and carried
(3-0-0-2) to adopt the Collection Development Policy as presented.

11. Lecture Hall Update
Board Member Johnson-Tucker will provide an update on activities related
to efforts to integrate a lecture hall on the Central Library site.
Board Member Johnson-Tucker reported members of staff, the Board, and the Library
Foundation met with the architects to launch the conceptual planning phase for a lecture hall. Participants brainstormed ideas, identified features they wanted and did not want,
and visited the site. Another meeting will be held in a few weeks.

Library Services Director Hetherton noted Library activities around the Summer Reading Program, staff training, and recruitments for new staff.
In reply to an inquiry, Library Services Manager Natalie Basmaciyan reported she oversees the Librarian IIIs in their coordinator roles, liaises with the police department, manages hiring and adult programming, and handles other responsibilities as needed.
B. Monthly Reports
13. Friends of the Library Liaison Report Trustee update of the most recently attended Friends of the Library Board
meeting.
Board Member Coulter shared upcoming promotions and sales. The Friends raised
$3,057 from the recent Friday and Saturday book sale. Currently, the Friends has 883
members. Amazon sales in July totaled $2,507. The Friends of the Library continues to implement innovative ideas.
14. Library Foundation Liaison Report
Trustee update of the most recently attended Library Foundation Board
meeting. Board Member Johnson-Tucker advised that the Foundation is searching for an Executive
Director. The Foundation is planning a donor reception for September 12.
15. Witte Lectures Committee Liaison Report
Trustee update of the most recently attended Witte Lectures Committee's monthly meeting.
Board Member Kost reported the committee now has access to the Library Foundation's budget, which helps the committee develop its budget. Speakers for the 2019 lecture
series are confirmed. The committee is reviewing the benefits provided to the different
levels of sponsors.
16. Literacy Services Liaison Report Trustee update of the most recently attended Literacy Services Advisory Board meeting.
Library Services Director Hetherton related that International Literacy Day is September 14. Happy Hour with author Aimee Bender is scheduled for October 6.

Jim Mosher recounted his experience with having to pay for a temporary library card to
use the public computers at the Redondo Beach Library. Closing the Mariners Branch to install new carpeting seemed to benefit staff and the contractors rather than the public, especially since Central Library did not close for installation of new carpet.

I like the selection of materials. At the standup database computer on first
floor, I use it to look up books not contained in check-out history. At the
end of a long day, it would be nice to have a stool to sit on while I look for available titles.

Dear NBPL, In some sections of the central library, the blue chairs are
height-adjustable with a little bit of cushion. In others sections, the wooden
chairs are not height-adjustable. Would you consider allocating some funds
in the future toward replacing the wooden chairs with the blue chairs for
greater comfort during studying? Thank you.

NBPL is fantastic! I have 3 young children and the kid's programming is
superb. Love the storytimes, summer reading program, shows, especially.

the library services. We recently added an Evening Book Group
for adults. The group meets every other month, on the third
Wednesday. The next book group is on September 19th from
7PM-8:30PM. The group will be discussing Ordinary Grace by
William Kent Kruger. The event is free and open to everyone.
The group meets in the Sword Meeting Room on the second floor
of the Central Library. Please let me know if we may be of further

regarding the Sound Lab A/C. We had a major repair to the
HVAC system after an emergency issue compromised the
system. The air circulation is much improved. Please let me
know if you experience any other air-related issues in the Sound
Lab. Sincerely.
I love the Sound Lab and use it frequently. I wanted to let you know that
there is a problem with the Sound Lab getting no A/C or air movement.
This makes working in the Sound Lab both uncomfortable and potentially
unhealthy. Thank you.

The librarians are amazing - very knowledgable and professional,
welcoming, cheerful. NOLO Law reference books on are great. I'd like to
see more current books related to psychiatry. The food tables near the
glass entry upstairs are often used by people who don't purchase food, or
even beverages!! If you want to spend $12 to $16 on a nice meal, I should be able to sit down and eat it. You are losing a lot of paying customers!
There should be several standing signs in the eating area with clear rules:
eating area/time limits, etc. Tutors and homeless are a few of the worst
offenders. Tutors are at the top of the list! Also, the eating area wastes
space. Also, create rules for tutors and where they can teach. Change round tables to oval, or even better regtangular tables. Limit seating to one
hour when food can be purchased.

Hello, I am the troop leader for a Junior Girl Scout troop in Newport Beach.
We have (12) 4th grade girls in our troop. I wanted to see if I could
schedule a field trip to the Library for the troop. We were looking at 10/21
for the date, but are flexible. Thank you for all of your help!! *******Thank

How do I place a hold on the DVD Malcolm X? I didn't see the opportunity
in the listing.

browser to an “autofill” setting that should automatically insert
your card number. NBPL is looking at more customer-friendly
login options in our new Integrated Library System.

Thank you for contacting the Newport Beach Public Library
regarding genealogy classes. I am trying to identify a staff
member who may have the education and skill set to present these classes again. In the meantime, please feel free to explore
the resources on the Ancestry Library Edition and Heritage Quest
databases. Ancestry has a tab labeled “Learning Center” and
Heritage Quest has a tab labeled “Research Aids” to get you
started. Please let me know if we may be of further assistance. Sincerely.
Today we were in the children's section of the main library. I know my
children can be a bit much. This is why I choose to attend your library. I
have to drive a little bit out of the way to get there but your staff has always
treated us with so much patience. I have twins who are 4 and a VERY
active 6 year old. We were with friends today. Between the two moms six kids. We were obviously outnumbered. The reference desk librarian
straight out yelled at our children. We were there trying to keep them quiet.
She yelled "QUIET VOICES PLEASE!" Now I recognize it is important to
keep voices down, but I feel this was handled horribly. She had no name
tag that I could see. I have not seen her here before. I hope to not see her again. We were there between 3:30 and 5:00 on 8/24/2018.
Hello, As a youth services supervisor, I was forwarded your email
regarding an incident in the children’s room on Friday, August 24.
Thank you for taking the time to express your concerns regarding
your experience. I understand your dismay with the way staff
handled the situation. The library aims to serve all patrons and it is a goal of staff to make sure everyone has a positive library
experience. We have addressed the issue with the staff in
question and we hope that you and your children continue to use
our library.
During story time (and most afternoons) the parking lot is full with cars
waiting. Have you considered some way to increase the parking lot?
Hello, Thank you for contacting us regarding the parking situation
at the Mariners’ Library. During programs and after school, the
parking lot does get quite full and parking can be a challenge. We
have discussed it with engineers with the City, and unfortunately
no good solution has so far presented itself.
There is additional parking around the corner at Mariners’ Park
that many customers utilize when they visit us during our busy
times, that might be a good option for you. Please don’t hesitate
to contact me if you have any other questions or concerns.

Silver Jubilee
2019 marks the Silver Jubilee of the Central Library. The Library Administration is in the initial stages of planning a celebration of Central’s 25th Anniversary. The Library Administration has formed a committee
of staff to plan and implement events and promotions to engage the community as we reach this important milestone. Details to follow…
Admin Retreat The Library Administration’s annual retreat is scheduled for October 30. Joel Mascitelli and Larry Tucker
of SCORE (Service Corp of Retired Executives) will facilitate the retreat. Admin staff has been tasked to
formulate and present a customer service initiative as an organizational goal for 2019. These initiatives will be presented to the Board at the October meeting.

Staffing
Two external candidates for Library Assistant/Part Time started their new positions. Kristie Bailey is assigned to Youth Services at the Central Library. LeAnna Nguyen is assigned to Adult Services at the
Central Library. Both Kristie and LeAnna have strong customer service skills and public library work experience.
DEBBIE WALKER, BRANCH AND YOUTH SERVICES COORDINATOR
Branches Summer Reading ended on Saturday, August 11 at all locations and both branches reported that SRP was a success. The “Let’s Go to South America” craft event and Ocean Adventure programs were well
attended at both Mariners and Balboa and received positive comments from attendees.
Customers at Mariners continued to remark on how nice the new carpeting looked after the branch
reopened on July 28th from its two week closure. The final phase of the recarpeting project (the space by the circulation desk and public restrooms) was completed on August 28th.
Youth Services As at the branches, SRP wrapped up on August 11 but Central hosted a “Congratulations to all
Finishers” party that morning immediately following the 10:30 Family Storytime. Over 200 children and
adults were delighted with the many creatures shared by Pacific Animal Productions in the Friends Room and then moved to the Bamboo Courtyard to share refreshments and have the chance to pet a small
alligator at the end of the show. Finishers wore special stickers that signified they had completed the
SRP program and collected their final prize. During the rest of the month statistics were compiled, SRP craft and prize materials were collected and consolidated, and the entire team took a well-deserved two-
week storytime break to have a chance to re-energize for the remainder of the year.

In personnel news, Kristie Bailey started training as the Part-time Library Assistant in Children’s on Monday, August 27. Kristie took over the spot vacated by Ammi Bui’s departure. Kristie will be working
with Nadia and assisting with Teen volunteers and Teen programming. We are very pleased to welcome
her to the Central Library Youth Services Team.
Teen Services
Teen volunteers provided invaluable assistance to the very end of SRP. Several teen volunteers were on hand at the Finishers Party and assisted with other craft and performer events earlier in the month.
The Teen Volunteer Thank-You party was held on Wednesday, August 8 where participants enjoyed pizza, dessert and trivia games. STARS training continued with new recruits acting as assistants for a variety of storytimes. At the end of the month PSAT practice test and results programs were also held at
Central Library.

Staffing
Coulter Lompe joined NBPL this month. He is a Library Page assigned to work at the Central Library.
We are working with Human Resources to open recruitments for additional Library Page and P/T Library
Clerk vacancies.
SLS Meeting
Library Support Supervisor, Julie Duncan, hosted this quarter’s SLS Technology and Automation Meeting. Each attendee spoke about their library’s latest offerings and projects they are undergoing.
Our Library Assistant, Greg Johnson, was a guest speaker at the meeting. He provided a Media Lab overview and tour of the space.

TITLE: Study Room Policy (NBPL 13) Review
RECOMMENDATION:
Staff recommends that the Board of Library Trustees review NBPL 13, Study Room policy.
DISCUSSION:
The Library’s three study rooms at Central Library are a high demand resource. Policy is in place to
establish guidelines for the public’s use of the rooms and to assure equitable access. Staff recommends
no changes to the current policy.
NOTICING:
This agenda item has been noticed according to the Brown Act (72 hours in advance of the meeting at
which the Board of Library Trustees considers the item).

Study Room Policy
These three (3) study rooms are available at the Central Library for groups of 2-5 people, depending on the size and requirements of each specific room. These rooms are for small
group use only and are not intended for individual use.
The library schedules these rooms daily on a first come, first serve basis. Groups must
request a use of a study room in person at the Reference Desk on the second floor of the Central Library. The library will not accept telephone or e-mail requests to use the study rooms. Customers may only schedule one study room session at a time, and must wait until
their current session is over before scheduling a new session. Reservations for Study
Rooms will be honored for 10 minutes past the requested time. Failure to arrive within 10 minutes of the requested time will result in a forfeiture of the reserved room.
Study rooms are available for use Monday thru Sunday for up to two (2) hours during the
library's hours of operation. Groups can extend the length of their session if no other groups
are waiting to use a room. Groups must go to the reference desk before their scheduled
session.
At least one member of a group requesting a study room must have a valid Newport Beach
Public Library card. Rooms are checked out to a library card holder in the library’s
circulation system. The members of the group scheduling use of the study room must be
present during the period of usage. The library will consider any study room occupied by
only one member of the group for more than 10 minutes to be available for use by others.
The library will consider any study room left unattended for more than 10 minutes to be
available for use by others. The library is not responsible for items left unattended. The
library will consider items left unattended to be lost and will place them in the library's Lost
and Found located on the first floor at the Customer Service desk.
Users of the study rooms are responsible for leaving the rooms in a neat and orderly
condition. Failure to do so may result in the denial of future requests to use a study room.
Users may not move tables and chairs into or remove them from a study room. Users
cannot tape or tack materials to study room walls or windows.

TITLE: Expressive Use Areas Policy (NBPL 9) Review
RECOMMENDATION:
Staff recommends that the Board of Library Trustees:
1. Review the Expressive Use Areas policy; and
2. Approve a designated area for expressive activities at the new Corona Del Mar branch.
DISCUSSION:
A public library is inherently a marketplace of ideas, and Newport Beach Public Library encourages and
protects the rights of members of the public to express divergent viewpoints and opinions on matters of
concern. At the same time, the Library expects that persons engaging in expressive activity will
demonstrate civility, concern for the safety of persons and property, respect for Library activities and for
those who may disagree with their message, and compliance with the Newport Beach Public Library Use
Policy. The purpose of the Expressive Use Area policy is to provide for expressive activity to be
conducted on the grounds of the Library in a manner consistent with these principles.
Staff recommends no changes to the current policy. However, with the new Corona Del Mar branch
slated to open in 2019, staff proposes an expressive use area for the new facility (see Attachment A).
Placement of the area to the right of the stroller parking area at the front entrance assures unimpeded
access to the branch while concurrently providing a suitable space for engaging the public. The

DISCUSSION:
Project Manager Peter Tauscher of the Newport Beach Public Works Department reports that the
contractor, TELACU Construction Management, Inc., has been directed to install a cork layer in the
hallway, dorm rooms, and office on the second floor. They will also exchanging the vinyl composition
floor tiles in the hallway, office, and dorm rooms for carpet.
The contractor is currently completing rough electrical and plumbing work. Intumescent paint, which
acts as a fire retardant, was applied the week of September 10. The contractor also poured the
apparatus bay floor. TELACU have also framed and sheathed the mansard (a roof that has four sloping
sides, each of which becomes steeper halfway down) as they are preparing to enclose the building
before winter.

TITLE: Statistical Comparison of NBPL with other Library Journal 3 Star Public Libraries
DISCUSSION:
The Library Journal index rates public libraries according to five per capita output measures that indicate
public service-- visits, circulation, e-circulation, public access computer use, and program attendance.
The index is based on data compiled by the Institute of Museum and Library Services
(http://www.imls.gov). The top libraries in each category, organized by ranges of operating
expenditures, are assigned five, four, or three Michelin guide-esque stars.
NBPL is consistently named a three-Star Library.
Whether a library is a Star Library or not is not merely a matter of resources, as it depends on what the
library does with them as well as the activities of other libraries in a particular expenditure category.
Staff has reviewed NBPL’s LJ Index score and the five per capita statistics on which it is based, and
compared ourselves to other three-Star libraries nationally. NBPL resides firmly in the middle of the
pack, with the exception of one category: library visits. We are number one for our expenditure
category. Staff’s takeaway is thus: what really drives the success of a public library is usage. If we have
such a high usage, clearly we are providing our users with what they want. They may not be checking
out as many books or e-books, using the public Internet services as much, or attending as many
programs, but they are visiting the Library in droves:

Staff felt that is would be worthwhile to compare NBPL with California four-Star libraries in our
expenditure category. NBPL ranks highly within the four-Star category. We are number two in each
category except public Internet computer use in which we are ranked fourth. Conversely, Cerritos Public
Library ranks highly in visits and public Internet use, but ranks dead last in this small group for total
circulation, e-circulation, and program attendance. One explanation is that Cerritos’ high scores in visits
and public Internet computer use are enough to raise its overall score despite their lower scores in total
circulation, e-circulation, and program attendance. Perhaps NBPL’s average showing in public Internet
computer usage is enough to prevent us from attaining four-Star status:
