City Hall,Newport Beach,Cal.March 20th,1915.
The Board of Trustees of the city of Newport Beach met in adjourned
session 7.30 P.M.0onday March 29th,1915.
President Parkinson called the meeting to order and the roll was
called showing there were present trustees B1.K.Parkinson;S:R.Jumper,
H.A.Robinson;and G.P.1711son.Absent trustee C.H.way:who arrived later
and took part in the proceedings of the meeting.
Minutes of the meeting of Uarch 22nd mere read and approved.
Various communications were read and referred to proper order of
business.
On motion of trustee S.R.yumper,secomded by trustee G.P.Milson and
carried,regular order of business.was waived and the matter of stres
lighting contract with the Pacific Light and Power Corporation was
taken up.A contract was presented covering a period of five years
and Naming a rate of seven cents per kilowat hour.The rate named was
not satisfactory,Mr Lew H.17allace who served on the committee that
originally waited on the P.L. &.P.Co.maintaining that a rate of six
cents was promised at that time.After considerable discussion it
was moved by trustee G.P.Ililson;motion being seconded and carried;
that contract be entered into provided the rate was set at 6�-cents.
Moved by trustee S.R.Jumper seconded by trustee G.P.1111son that
action just taken be reconsidered.Carried.
?loved by trustee C.H.Clay,seconded by trustee G.P.7111son and carried,
that contract be entered into if rate is set at six cents.This was
not agreed to by 1Jr Burns representing the P.L. &.P.Co.and the matter
was dropped.
Regular order of business was resumed and under the head of unfinish
business consulting engineers figures on the unfinished work to be
done on Adams ;Alvarado;Coronado;Fernando streets and a portion of
Bay•ave were accepted and used as a basis for figuring bids for-the
doing of said work.Resulting in the following figures.Total bid of
E.M.Chalmers X3483.95: Of J.Hein;r2696.627.Of M.S.Cummings;a2649.589
It appearing that the bid of M.S.Cummings'was the lowest responsible
bid made it was moved by trustee C.H.17ay,seconded by trustee H.A.
Robinson and carried that all bids made on the work to be done on
Adams;A$varado;Coronado; and Fernando streets;and a portion of Bay
avenue,as called for in invitation for bids duly made, except the
bid of M.S.Cummings,be rejected; and contract for the doing•of said
work awarddd to the said M.S:Cummings.
The application of the Colldns Marine Supply Co to be allowed to put
a cover or roof over the wharf on Bay front opposite their store,
having laid over the required time,war3 granted on motion of trustee
S.R.Jumper,seconded by trustee C.H.Way and carried.
The application of W.H.VanTrees to build a wharf or boat landing in
front of lot5 block 13 East side addition to Balboa,having laid over
the required time,was granted on motion of trustee C.H.Way,seconded
by trustee G.F.Vilson and carried.
Ordinance #109, .being an ordinance of'the city of Newport Beach
amendint section #2 of ordinance #105,governing plumbing,was read
for the second time and was placed on final passage on motion of
trustee S.R.Jumper,seconded by trustee H.A.Hobinson and carried the
roll call showing Ayes:W.K. Parkin :.on;S.R.Jumper,H.A.Robinson; C.H.17F
and G -"% Wilson.Noes :None. Absent;None. President Parkinson declared
ordinance #109 passed.
Ordinance #- being an ordinance of the city of Newport Beach
regulating and establishing license fees to be paid for the conduct-
ing of certain lines of bufA ness was read for the first time and
was pas ed to second reading on motion of trustee S.R.Jumper,seconde
by trustee G.P.Wilson and carried.

New Business: -The application,of Abner Curtis,tobe allowed to construct
a wharf or boat landing on the bay front in front of lot 3 block 13
Balboa tract was read and laid over as required by ordinance.
Ben R.LaDow made application for license and permit to operate a
shooting gallery and box ball alley in a building situated on lot 1,

block 7. Balboa trpct.R.equest granted on motion of $rustee C.H. "lay,
seconded by trustee G.P.:lilson and carried.
Application.of Harry Means for position of caretaker of the ,. -treet
lights was filed.
Letter from the.F.D.Cornell Cc asking for wholesale rates on water
was referred to the.clerk for reply :iith. instructions to quote the
law in the matter and state that general reduction of eater rate at
this time seemed unadvisable.Theceinstructions given on motion of
trustee C.H.Way, seconded by trustee S.R.Jumper and carried.
Plumbers bond presented by Ed Manning as principal and D.' fiuston
and PI.A.Johnson as sureties was accepted and ordered filed on of
trustee C.H.Way seconded by trustee H.A.Robinson and carried.
The clerk was instructed to'obtain from the city of Alhambra the
rate now paid at that point for street lighting.
The clerk was instructed to write Gtr Goudge urging,tho replacing of
wrecked sidewalk on the bay -front across tho'Goudge tract;this on
motion of trustee.C.H.'.lay, seconded by trustee G.P..711son and carrie•
Moved by trustee H.A.Robinson,seconded by trustee G.P.Wilson and
carried that adjournment be taken sine -die AA 'o no
