President Parkinson called the meeting to order and there responded to
roll call; trustees, W. H. Par_ cinson; S.R.Jumper,H.A.Robinson,C.H.may and!
G.P. "Jil son. Absent ;none.
The committee appointed to investigate bids on iron pipe needed for
the water department reported,reccomending that all bids be rejected
and the pipe purchased in open market.Report referred to unfinished
business.
The street committee having in hand the investigation of the claimed
shortage of material in street lamp -post bases reported a shortage
of 639..04 cubit feet.
The water committee made a report on water consumption and recommended
the reduction of rates to users of water,both on meter and flat rates
Matter referred to unfinished business.

Ordinance # 116 was read for the second time;the same being an
ordinance of the city of Newport Beach amending section #3,and
adding a, new section to ordinance ;;'110; Moved by trustee C.H.'Vay,
seconded by trustee H.A.Robinson that ordinance #116 be put on final
passage.Roll was called resulting as follows;Ayes:tr•ustees 1'd.3.
Parkinson,S.R. Jumper ,H.A.Robinson;C.H.'Iiay,and G.P.Wilson.Noes,Norie.
Absent.None.President Parkinson declared ordinance - "116 passed.

The report of e Jater ommit e ::rith inquiry to city Attorney as
to the legality of making reduction in rates was considered and
motion was made by trustee �.R.Jumper,seconded by trustee G.P.riilson
that effective December lst,1915 water rates be fixed at 110.00 per
year for flat rate and 15 cents per hundred meter feet as meter rate.
Discussion followed resulting in withdrawal of motion by the ma,cer
,vith consent of his second;and the matter was dropped for the present.
New Business:Petition from citizens of Balboa Island asking that
prompt action be taken in the matter of annextion of that district
was referred to the city attorney to investigate the recently
amended law in the matter.
A petition signed by a large number of citizen:, was pre:;ented asking!
that a rider of X5000.00 be added to the proposed bond election,the
money so raised to.be used for the purchase of fire apparatus. On
motion of trustee C.H.Way,seconded by trustee H.A.Robinson end
carried the petition was referred to the fire committee.
Demand 055 for ".1720.00 filed by city treasurer Lew,H.'Aallace for
the payment of bond and interest due account of +rater department
and approved by the finc_ice committee was allowed on motion of

Trustee C.H.4lay,seconded by trustee H.A.Robinson and carr &ed.
The question of allowing overtime for Asst Supt of the water dept
was laid over pending report from city attorney Bishop.
City Attorney Bishop was in structed and authorized to procure a
copy of the code in an edition.recommended by him.
Moved by trustee C.H.Ulay,seconded by trustee H.A.Robinson,and
carried that adjournment be taken to 7.30 P.M.Monday.November 15th,
1915.9$xxamcd.Adjourned.

Unfinished business:Resolution #47 came up for final consideration
and upon motion of trustee H..-.Robinson,seconded by trustee G.P.Wils
and carried,the roll was called,and s;jid resolution #47 being a
resolution of the city of Newport Beach entitled as follows:
"A resolution of the city of Newport Beach,a municipal corporation of
the .sixth class incorporated under, the laws of the State of Californ
by the legislative branch of said city,being the Board of Trustees
thereof,determining and declaring that the public interest and also
the public necessity demands the acquisition and construction of a
municipal improvement in the city of Newr;ort Beach,to -wit:a gas
distributing system,which shall consist of and include all gas pipe
and conduits,both main and iateral,all gas pipe fittings and connect
ions,and gas meters for registering and determining the quantity of
gas used and consumed,and.all other apparatus and appliance.; necessa
and proper for receiving gas at a source of supply in the city of
Newport Beach and to transmit and distribute the same to the inhabit
ents,publie buildings and places thereof for the purpose of light
and heat,in order to carry out the objects,purposes and powers of th
city of Newport Beach"The cost of which.municipal improvement will
be too great to be paid out of the ordinary annual income and revenu
of the city of Newport Beach."
was passed by the affirmative vote of more than two - thirds of all
the members of the Bo rd. of Trustees og the city of Newport Beach.
The said members voting in favor thereof being trustees W.K.Farkinso
S.R.Jumper,H.A.Robinson,C.H. "day and G. P.'lilson.Noes;none.Absent;none
President Parkinson thereupon declared resolution #47 passed
